BURLINGTON, VT 05402 • (802) 864-5731 August 5, 1986 Mr. Richard Ward, Zoning Administrator Town of South Burlington 575 Dorset Street So. Burlington, VT 05401 Re: Queen City S/S Dear Mr. Ward: Enclosed please find the completed application for an appeal to the Zoning Board of Adjustment concerning the proposed 12 kV addition to our Queen City substation, together with eight copies each of the site plan showing existing and proposed facilities and two sketches of the structure details. South Burlington, particularly the Shelburne Road area, is a rapidly growing entity which is placing a strain on our distri- bution facilities. Most of these were first installed in the 1960's and have not been significantly expanded since. Reserve capacity is at a minimum and reinforcement is needed if GMP is to continue to be able to serve the community's growing needs and maintain a satisfactory level of reliability. Our proposed construction will allow the relief of the circuit presently serving the lower Shelburne Road area. At a later date, it will be used to unload the Dorset Street substation and provide mutual backup. In order to effectively utilize the remaining 1986 construction season, we are requesting expedited consideration for our appeal. We are also requesting permission to begin preliminary site work before the Zoning Board of Adjustment hearing and install concrete foundations for the transformer and structure. This would be done with the understanding that their continued existence would depend on approval of our appeal by the Board. If you have any questions about this project or if you would care to discuss this letter, please contact me at 864-5731. Sincerely yours, Walter C. Hipp, Jr. Senior Engineer WCH/ltr
