FINDINGS OF FACT & DECISION
STATE OF VERMONT

CITY OF SOUTH BURLINGTON
Re: Findings of Fact, application of City of Burlington, Burlington International Airport to amend a previously
approved plan for a 28,600 square foot building for airport related uses. The amendment consists of converting
2500 square feet of airport related uses to general office use, and 3000 square feet to warehouse use, 1150
Airport Drive.
On the 0/-1 day of May, 1999, the South Burlington Director of Planning & Zoning approved the request
of City of Burlington, Burlington International Airport for site plan review under Section 26.10 of the South
Burlington Zoning Regulations based on the following findings:
1. This project consists of amending a plan previously approved on 2/ 12/98 for a 28,600 square foot building
for airport related uses. The amendment consists of converting 2500 square feet of airport related uses to
general office use, and 3000 square feet to warehouse use. The ZBA on 2/22/99 granted the applicant a
conditional use permit for the multiple use.
2. This property located at 1150 Airport Drive lies within the Airport Industrial District. It is bounded on the
north, south and east by the airport and on the west by Airport Drive.
3. The owner of record of this particular property is City of Burlington/Burlington International Airport.
4. Access/circulation: Access is provided by a 35 foot curb cut on Airport Drive. No changes proposed.
Circulation on the site is adequate.
5. Parking A total of 17 parking spaces are required and 54 spaces are shown on the plan. The six (6) spaces
closest to Airport Drive along the southerly boundary should be eliminated to provide a parking aisle which
meets the minimum dimensions. This will reduce the number of available spaces to 48. The plan should be
revised to provide at least two (2) handicapped spaces and a bike rack.
6. Landscaping: There is no minimum landscaping requirement, based on building costs, for this change in use.
The site is well landscaped and no additional landscaping is recommended.
7. Traffic: No additional traffic is expected.
8. Lighting: The floodlight on the front of the building should either be removed or replaced with a downcasting
shielded fixture approved by the Director of Planning & Zoning.
9. Dumpster: The dumpster is not screened and is visible from the street. The plan should be revised to screen
the dumpster and indicate the type of screening proposed.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Director of Planning & Zoning approves the site plan
application of City of Burlington, Burlington International Airport to amend a previously approved plan for a
28,600 square foot building for airport related uses. The amendment consists of converting 2500 square feet
of airport related uses to general office use, and 3000 square feet to warehouse use, 1150 Airport Drive, as
depicted on a plan entitled, `Burlington International Airport South Burlington Vcrmont Existing Conditions -
"North Hangar," prepared by Webster - Martin, dated 6/20/98, with the following stipulations:
1) All previous approvals and stipulations which are not superseded by this approval shall remain in effect.
2) The plan shall be revised to show the changes below and shall require approval of the Director of Planning
& Zoning. Thrcc (3) copies of the approved revised plan shall be submitted to the Director of Planning &
Zoning prior to permit issuance.
a) The site plan shall be revised to eliminate the six (6) spaces closest to Airport Drive along the
southerly boundary.
b) The site plan shall be revised to show at least two (2) handicapped spaces.
c) The site plan shall be revised to provide a bike rack.
d) The site plan shall be revised to screen the dumpster and note the type of screening proposed.
3. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the
Planning Commission estimates that the change in use will generate zero (0) additional vehicle trip ends during
the P.M. peak hour.
4. Any new exterior lighting shall consists of downcasting shielded fixtures. Any change to approved lights
shall require approval of the Director of Planning & Zoning prior to installation. The floodlight on the front
of the building shall either be removed or replaced with a downcasting shielded fixture approved by the Director
of Planning & Zoning.
5. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning
regulations or this approval is null and void.
6. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to
the use of the newly converted space.
7. Any change to the site plan shall/require approval by the South Burlington Planning Commission.
