FINDINGS OF FACT & DECISION

CITY OF SOUTH BURLINGTON
Re: Findings of Fact, application of HCA Aircraft Services, LLC to amend a previously approved plan for
a 28,600 square foot building with 2500 square feet of general office use, 3000 square feet of warehouse use
and 23,100 square feet of airport related uses. The amendment consists of converting 3700 square feet of
airport related uses to light manufacturing use, 1150 Airport Drive.

On the t'--6 day of May, 1999, the South Burlington Director of Planning & Zoning approved the request
ofHCA Aircraft Services, LLC for site plan review under Section 26.10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of amending a previously approved plan for a 28,600 square foot building with 2500
square feet of general office use, 3000 square feet of warehouse use and 23,100 square feet of airport related
uses. The amendment consists of converting 3700 square feet of airport related uses to light manufacturing
use.
2. This property located at H 50 Airport Drive Tics within the Airport Industrial District. It is bounded on
the north, south and cast by the airport and on the west by Airport Drive.
3. The owner of record of this particular property is City of Burlington/Burlington International Airport.
4. Access/circulation: Access is provided by a 35 foot curb cut on Airport Drive. No changes proposed.
Circulation on the site is adequate.
5. Parkins: A total of 24 spaces arc required and 63 spaces arc provided. The plan should be revised to add
a bike rack and three (3) handicapped spaces.
6. Landscaping: Therc is no minimum landscaping requirement, based on building costs, for this change in use.
The site is well landscaped and no additional landscaping is recommended.
7. Traffic: No additional traffic is expected.
8. Lighting_ The floodlight on the front of the building should either be removed or replaced with a
downcasting shielded fixture approved by the Director of Planning & Zoning.
9. Dumpster: The dumpster is not screened and is visible from the street. The plan should be revised to screen
the dumpster and indicate the type of screening proposed.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Director of Planning & Zoning approves the site
plan application of HCA Aircraft Services, LLC to amend a previously approved plan for a 28,600 square
foot building with 2500 square feet of general office use, 3000 square feet of warehouse use and 23,100
square feet of airport related uses. The amendment consists of converting 3700 square feet of airport related
uses to light manufacturing use, 1150 Airport Drive, as depicted on a plan entitled, `Burlington International
Airport South Burlington Vermont Existing Conditions - `North Hangar' " prepared by Webster - Martin,
dated 6/21/98, last revised on 5/11/99 with the following stipulations:
1) All previous approvals and stipulations which are not superseded by this approval shall remain in effect.
2) The plan shall be revised to show the changes below and shall require approval of the Director of
Planning & Zoning. Three (3) copies of the approved revised plan shall be submitted to the Director of
Planning & Zoning prior to permit issuance.
a) The site plan shall be revised to show at least three (3) handicapped spaces.
b) The site plan shall be revised to provide a bike rack.
c) The site plan shall be revised to screen the dumpster and note the type of screening proposed.
3. For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the
Director of Planning & Zoning estimates that the change in use will generate zero (0) additional vehicle trip
ends during the P.M. peak hour.
4. Any new exterior lighting shall consists of downcasting shielded fixtures. Any change to approved lights
shall require approval of the Director of Planning & Zoning prior to installation. The floodlight on the front
ofthe building shall either be removed or replaced with a downcasting shielded fixture approved by the Director
of Planning & Zoning.
5. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning
regulations or this approval is null and void.
6. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior
to the use of the newly converted space.
7. Any change to the site pl !shall r uire approv by th South Burlington Planning Commission.
