The plan is missing some required information such as snow storage areas and a bike rack. I don't know how many bicycle parking spaces you will be required to provide since I don't know the size of the building. Once I have this information, I'll let you know how many bicycle parking spaces you will be required to provide. The new fenced in area will have a gate at the north end of the parking lot. The plan seems to show a grassed area immediately to the north of the gate.
