SITE PLAN APPLICATION #SP-18-20
FINDINGS OF FACT AND DECISION
Burlington International Airport, hereinafter referred to as the applicant, is seeking approval to
amend a previously approved plan for a 27,700 sq. ft. airport maintenance building. The
amendment consists of installing eight (8) foot high security fencing to include three (3) strands
of barbed wire to create secure parking areas for the building, 1150 Airport Drive.
Based on the plans and materials contained in the document file for this application, the
Administrative Officer finds, concludes, and decides the following:
FINDINGS OF FACT
The applicant is seeking approval to amend a previously approved plan for a 27,700 sq. ft.
airport maintenance building. The amendment consists of installing eight (8) foot high
security fencing to include three (3) strands of barbed wire to create secure parking areas
for the building, 1150 Airport Drive.
2. The owner of record of the subject property is City of Burlington.
3. The subject property is located in the Airport Zoning District.
4. The application was received on 5/11/2018.
5. The plan submitted is titled, "Proposed Security Fencing Improvements 1200 Airport Drive
South Burlington Vermont 05403", prepared by Civil Engineering Associates, Inc., and dated
3/28/18.
DIMENSIONAL REQUIREMENTS
6. Building coverage, overall coverage, and front yard coverage will remain unchanged as the
request is only for installation of a fence.
7. Setback requirements are being met.
SITE PLAN REVIEW STANDARDS
Section 14.06 of the South Burlington Land Development Regulations establishes the following
general review standards for all site plan applications:
Only the standards below are affected by this application. All other standards will continue to be
met.

Vehicle and Bicycle Parking
8. The applicant will comply with Section 13.14 of the LDRs to include the new type and
location for bicycle racks, to accommodate the full requirement of one (1) (100% of
requirement) short-term bicycle parking spaces. The plan submitted show two (2) racks
when only one (1) is required. In an email dated 5/17/18, the applicant indicated that they
would reduce the number of racks down to one (1). The plan may be revised to show only
one rack. In addition, the applicant indicated that the bike rack will comply with the
requirements of Appendix G.
9. No change in vehicular parking with the exception of placing the two (2) parking areas for
the building within a secure fenced -in area. These parking areas will be accessed by gates
using key cards for access. Two (2) Knox Boxes will be installed outside the gates to allow
emergency services access via key cards stored in the Knox Boxes.

10. Although the use of barbed wire is prohibited under Section 13.17 (C) (1) of the LDRs, 24
VSA 4413 (a) (1) limits the City's ability to regulate this type of fence due to the airport being
a community owned facility.
11. The plan does not include the location of snow storage areas. The plan will have to be
revised to show all snow storage areas.
DECISION
Based on the above Findings of Fact, the Administrative Officer herby approves site plan
application #SP-18-20 of Burlington International Airport, subject to the following conditions:
All previous approvals and stipulations which are not superseded by this approval shall
remain in effect.
2. This project shall be completed as shown on the plan and shall be on file in the South
Burlington Department of Planning and Zoning.
3. The plans must be revised to show the changes below and will require approval of the
Administrative Officer. Three (3) copies of the approved revised plans must be submitted
to the Administrative Officer prior to permit issuance.
a. The site plan must be revised to show the snow storage areas.
b. The site plan may be revised to show only one (1) bike rack.
4. The applicant shall obtain a zoning permit within six (6) months pursuant to Section
17.04 of the Land Development Regulations or this approval is null and void.
5. Prior to issuance of a zoning permit for the project, the applicant must submit to the
Administrative Officer a final set of project plans as approved in digital (PDF) format.

6. The applicant shall obtain a Certificate of Occupancy from the Administrative Officer
upon completion of the fence installation.
7. Any change to the site plan shall require approval by the South Burlington Development
Review Board or the Administrative Officer.

filing a Notice of Appeal with the secretary of the Development Review Board. This Notice of
Appeal must be accompanied with a $233 filing fee and be filed within 15 days of the date of
this decision.
