RE: 4C0034-4 Building Renovations.
Dear Sirs:
Our office has completed an initial review of the above
referenced project and have determined that the additional
information listed below will be needed before approval can be
granted. Please note that those comments concerning the interior
waste and water distribution and ventilation plans were prepared
by Mr. Robert Hood, Environmental Technician.
1. Indicate if this building has a full basement, crawl space
or is slab on grade type construction. Be advised that the
1 1/2 inch waste line to fixture P-3 as shown on the waste
and vent riser diagram can be approved_ if this waste line is
located above grade.
2. Fixture P-3 as identified on the waste and vent riser
diagram is labelled fixture P-fig on the horizontal waste and
water piping plan.
3. Indicate what size the existing main water service into this
building is in order to determine if the line is adequate in
size to accommodate the increased flows.
4. Fixtures P-8 and P-9 as identified on the plumbing plans are
not shown on the plumbing fixture schedule.
5. The 2 inch horizontal waste line serving the four lavatories
P-7, indicated as having 1 1/2 inch waste lines and outlets,
must be increased to accommodate over 6 fixture units from
the four lavatories.
6. The floor mounted water closet as shown on the plumbing
plans does not appear to be identified on the plumbing
fixture schedule.

7. No water line to the vending machine shown on the plumbing
plans. This water 1 ine must be equiped with a back flow
preventor.
8. The snooze room exhaust system cannot be connected into the
toilet/locker room exhaust system.
9. Please indicate if the connections to the existing water and
sewer services are inside or outside of the building. Any
water or sewer connections outside of the building require
plans prepared by a professional engineer.
We are contacting the City of South Burlington regarding the
additional sewage flows for this terminal.
Upon receipt of the above items, we shall continue our review.

Consider site plan application of Jeff' Davis for a two-story, 7800 sq. ft.
addition to an office building located at 1150 Shelburne Road
Mr. Davis said he had reached a compromise with the neighborhood. He
will abandon any retail use of this property and they will support a zoning
variance and site plan application for a total of 10,280 sq. ft. of office
space. That is the size of the existing building plus the area of the new
footings. He gave the Commission letters between himself and Mr. Naramore
regarding the compromise (dated August 22 and August 20, 1984 and on file with
the Planner). Mr. Naramore confirmed that the neighborhood would support
the plan and noted that the Zoning Board had approved the request last night.
Mr. Davis requested that the approval from this board be good for 9
months instead of 6, because 6 months will be the middle of winter.
Mr. Steve Moore said the building front would not be changed. Only 42-3
parking spaces will be needed. Mr. Davis will put in a new hedge between
himself and his neighbor and will maintain it plus his side of the existing
hedge. There will be 4 8-9' area lights pointing down. There will be one
handicapped space plus two loading spaces.
Mr. Dooley moved that the South Burlington Planning Commission approve
the site plan application of Jeff Davis for a tw_o story 7800 sg_ -ft. addition
at 1270 Shelburne Road for office use as depicted on a _plan entitled "Shel_b_u_ me
Road Project" prepared by Steve Moore, Architect. - l dated 8 0 j8 with the -

following stipulations:
1. Bonding for landscaping (35250) and for the sidewalk and curb cut
relocation and other work shall be posted prior to issuance of -a building permit.
2. All -site drainage shall be toward the �roposed parking lot inlets.
3. Drainage pipe shall be plastic, concrete or asbestos cem_en_t_, no__t
metal or aluminum. �-
4. All work within the Shelburne Road rights of way will require a
State Hijhw� permit. This includes the Imperial Drive entrance radius and
tie ins to the Shelburne Road drainage.
5. New sidewalk onImperialDrive shall be constructed on property line
continuous across_ entrance drive. Drive shall include a depressed concrete curb.
6. The City Engineer will determine whether_ additional sewer capacity__
is necessary persuant to the South Burlin 'ton ewer Policl `If additional
sewer -is required, permit shall not ssueAuntil the capacity is available.
7. This approval expires in 9-months.
Mr. Jacob seconded the motion.
Mr. Poger told Mr. Davis that he had sewer capacity for the present
building, but that if it were determined that he would need more for the
addition, he would not be able to build it until capacity was available.

Mr. Gutting noted that this building was the original terminal for the
airport, and that it contained neither the space nor the quality that Northern

Airways wanted. They want to do some interior and exterior renovations and
add two small additions to the building. The use of the building will remain
the same. Mr. Gutting said the existing island in front of the building would
be cleaned up and some new plantings put in. The existing vegetation is
overgrown. Plantings will be added around the flagpole and main entrance.
The sewer capacity for the building is all right, because the building
exists now. The additions would not require more capacity.
Ms. Bechtel said there were no parking spaces on the site. Mr. Findlay
said that they had the right to use the lot on which they are currently parking.
That is part of their contract with the city of Burlington, which also owns the
building. The Commission was concerned that Burlington might decide to put a
building on the parking lot and Mr. Findlay said he would submit a letter of
approval from the Airport Commission and put a copy of it with this plan.
Mr. Dooley moved that the South Burlington ilanning Commission_aprove the.
site plan application of Northern Airways,_1150 Airport Drive for a_650 sq.
ft. addition and a 100 sq. ft. addition to the terminal as shown on a plan
entitled "Northern Airways, Burlington International Airport", as prepared by
Freeman —French —Freeman, dated 11 84 with the following stipulations:
1. That a _bond for landscaping in the amount of $4000 be posted prior to
permit.
2. That the applicant provide a letter from the Burlington Airport
Commission showing their approval of the proposed additions prior to permit.
3. That this approval expires in 6 months.
Mr. Jacob seconded the motion and all voted aye.
Consider revised site plan for fire access at proposed Larkin Office Building,
Harbor View Road (approved June 19, 1 84
Ms. Bechtel said the fire access question for the building had been left
to the fire chief and Mr. Blanchard to discuss and the resolution had been a
20' wide sidewalk. The chief has sent a letter approving the plan. Mr.
Blanchard said the only other changes to the plan were that the entrance road
was moved slightly to allow better access for fire trucks, and the fire hydrants
were shown on the plan. Mr. Blanchard requested that this approval be for 9
months instead of 6 because of the winter coming up.
Mr. Dooley moved that the South Burlington Planning Commission approve the
revised site plan application of R.G. Blanchard for construction of a 20,000
sg._ ft. 2 112 story office structure on lot 9, Harbor View Road as depicted
on a_plan entitled "Site Plan and Profile — Proposed Office Building for
Larkin Real Estate" prepared -by R.G. Blanchard, Design Associates) revised_
for fire access on September 17, 1984 with the following stipulations:
1. All stipulations in the June 19, 1984 approval_are still in effect._
2. This approval expires 12 m__onths from the original June 19, 1984 approval.
Mrs. Maher seconded the motion and all voted for it.

This project, consisting of construction of an 800 square foot
addition and the renovation of 3,200 square feet of the existing
general aviation terminal (maximum 42 employees) with municipal
water and sewer services, located at the Burlington International
Airport off of Airport Drive in the City of South Burlington,
Vermont is hereby certified to satisfy the requirements of the
regulations named above, subject to the following conditions
(1) The project must be completed as shown on the plans by
Northern Engineering Associates; Project 2131, Drawing No.
P-1 "Northern Airways, Burlington International Airport,
Plumbing -Floor Plan," revised dated December 4, 1984, and
which have been stamped APPROVED by the Division of
Protection. No alteration of these plans shall be allowed
except where written application has been made to the Agency
of Environmental Conservation and approval obtained.
(2) A copy of the approved plans and the Land Use Permit shall
remain on the project during all phases of construction and,
upon request, shall be made available for inspection by
State or Local personnel.
(3) The applicant is reminded that all plumbing material and
workmanship must meet the standards of the Environmental
Protection Rules, Chapter 9, Plumbing; the National Plumbing
Code; and the requirements of the Vermont Fire Prevention
Section of the Department of Labor and Industry.
(4) Upon completion of the rough -in for the waste plumbing, and
prior to said plumbing being covered or closed -in, the
Agency of Environmental Conservation is to be contacted so
that we may have an opportunity to inspect the workmanship.
(5) The Vermont Department of Health is to be contacted in
regard to any regulations and/or licenses required by their

Title 10 VSA Section 6081 (Act 250)
"Commencement of,construction" is.defined by Act
250 as "the construction of the first improvement
on the land or to any structure or facility
located on the land including work preparatory to
construction such as clearing, the staking out or
use of a right-of-way or in any way incidental to
altering the land according toa plan or intention
to improve or to divide land by sale, lease or
otherwise transfer an interest in the land."
(Environmental Board Rule 2 (C)). A violation of
any provision of the rules if punishable by a fine
of not more'than $500 for each day of the
violation or 'imprisonment for not more than two

Water and air quality will not be adversely effected by the
project, the building's energy performance will be greatly
improved and the project has received site plan approval from
the South Burlington Planning Commission (9/25/84).

for Northern Airways administration

groups of arriving charter passengers.

2 - Transient Pilot - This toilet/shower
is for the visiting pilots use and
serves as the handicap toilet for the,
facility. Anticipated peak population
is 3.
User Type 3 - Line Service/Charter Pilots - A toilet
for Northern Airways employees that do
not have access to the main public
toilets. Peak population is 12.
The increase in toilets greatly impoves the quality
of the facility; however, increase in sewage flow is
not expected to increase more than the 20%
population increase. This facility will still serve
less than 50 people. --

Dear Katherine:
I am writing to support Northern Airways request for
renovation and improvements to the General Aviation
Terminal. In addition to municipal services provided
by South Burlington, the airport has its own police and
fire department. This planned improvement will not
cause any additional burden to those agencies.
The building is owned by the airport and the plans have
been reviewed and approved by the Board of Airport
Commissioners. It is also in conformance with the
Airport Master Plan.

7) NORTHERN AIRWAYS TERMINAL, 1150 AIRPORT DRIVE
Northern Airways proposes to add a 650 square foot addition for
use as a pilot's lounge and a 100 square foot line shack addition.
This building serves as the general aviation terminal and passenger
waiting facility and will continue as this.
Circulation and Parking : A 25 foot wide driveway, (passenger drop
off area) exists in the front of the building. The existing island
in the center has several large trees. A 25' wide driveway (curb
cut) on Airport Drive provides access to the parking lot and the
Northern Airway terminal. There are approximately 93 existing
spaces that are avilable to people using the tefminal and the
adjacent hangar. Evidently, this parking lot i$ not under lease
by Northern Airways and is therefore considered off -site. Spaces
are clearly striped.
Landscaping and Screening: Landscaping plans substantially improve
the appearance of the front of the building. Costs meet the re-
quired amount.
8) LARKIN OFFICE BUILDING, LOT #9, HARBOR VIEW ROAD
This site plan received your approval on June 12, 1984 with a
stipulation that the revised fire access be approved by the
Planning Commission. Bob Blanchard, Chief Godette and I have agreed
upon the revised plan to best meet our concerns about fire access,
aesthetics, and the zoning requirements.
9) YING AND JOSEPHINE LIU, HIGHLAND TERRACE
Mr. Liu proposes to subdivide his 15 acre parcel into two lots
of 10 acres and 5 acres. One will be a non -conforming lot.
Mr. Liu is seeking a favorable response from you for this subdivision
prior to requesting Zoning Board approval and investing further time
and money in detailed engineering drawings for the preliminary plat.
