The South Burlington Planning Commission held a meeting on Tuesday, March 11, 1980
at 7:30 pm in the Conference Room, City Hall, 1175 Williston Road

Mr. Berard said that if -the building were sold for a use other than one
which is permitted by the zoning, the applicant would come to the city for approval.
Mr. Berard said he had discussed the points in the City Eng�neerla memo and they
were all right.
Mr. Woolery moved that the South Burlington Planning Commission approve
the site plan application of Rene Berard for a 5,000- -eq. ft. metal buildiniz on
lot 14 Berard Drive as depicted on a plan entitled "New Metal Building". dated
32%7-80 and prepared by Gordon G. Woods Associates, subject to the following
stipulations:
1. That the roadway, with curbs, shall be extended to the northerly end of
lot 14 and shall terminate in a temporary gravel turnaround with a minimum of a
40' radius. Bonding or appropriate surety covering these improvements shall be
provided prior to the issuance of a building permit.

Mr. Jacob seconded the motion and all were in favor.
Application of O'Brien Bros. Agency Inc., for final plat approval for (1) a
one -lot subdivision of 17.25 acres at the end of Timberlane, and (2), a 120
unit condominium complex, entitled "Townhouses at Timberlane" to be located on
said parcel 11.
Mr. Lamphere said the items in the City Engineer's 3/7/80 memo had been
addressed except for the road profile, which will be done tomorrow. Mr. Spitz
gave the members a revised memo from the Engineer.
Mr. Woolery moved that the South Burlington PlanniLig Commission approve V
final plat application of O'Brien Bros. AAency,-Inc. fQr (1) a one -lot subdivi:
of 17.25 acres at the end of Timberlane and (2) a 120 unit condominium complex
to be located on said parcel, both as depicted on a plan, with 7 pages of draw:

Lamphere, subject to the following stipulations:
1. The gravel access road shall be maintained and plowed by the applicant so
as to be accessible to emergency vehicles year-round,
2. Plans and profiles for the extension of the street and sidewalk to Twin
Oaks shall be provided prior to the issuance of the first building permit.
3. Upon development of the property to the east, the subsequent developer
shall connect to the terminum point of the street and sidewalk as depicted on
the plat for the Townhouses at Timberlane development.
4. Construction of units shall be phased over- at least a 30 month period
with no more than 48 units constructed in any given year.
5. A recreation fee of $3525 shall be provided. The developer will sign
a statement that that money can be used for recreation purposes anywhere in the
City of South Burlington.
6. A landscaping bond or equivalent surety in the amount of S16.000 phAll be
provided prior to the issuance of any building permits. Landscaping plans for
each cluster shall be submitted for approval prior to the issuance of bililding
Yermits for that cluster.
7. The 15 foot pedestrian easement shown on the final plat is an approximate
location. The actual easement shall be fixed when the walkway is constructed and

2. Road base shall be 18 inches of gravel with 6 inch sand cushion. This
material shall be approved by the City prior to placement.
3. The road subgrade Phall be approved by the City prior to placement of
sand and gravel.
4. A temporary gravel turnaround shall be constructed with a 40 foot radius
minimum.
5. Water main extension and details shall be approved by the City Water
Department.

Paved portion of Berard Drive needs to be extended to driveway and new
temporary turnaround provided.
This is a speculative building. Conditional use approval may subsequently be
required by the Zoning Board. Building location and landscaping are adequate.
Parking appears adequate but number of spaces should be stipulated for review
by Administrator (if permitted use) or by Zoning Board (if conditional use).
3) Townhouses at Timberlane
All legal and engineering data for the project has been provided and has
passed through an initial review. All fire protection and water -related data
has been approved. Legal data is complete except for thie details of a bonding
arrangement for public improvements.
Bill Szymanski has raised a number of engineering questions, mostly on specific
details (see memo). Questions to be resolved include sewer manhole locations and
maintenance, drainage systems, and perhaps most important, any upgrading will be
required for the Timberlane sewage pumping station. Additional information to be
provided includes road calculations for the extension to Twin Oaks and drainage
calculations for a culvert on Hayes Avenue and for the end of Hayes Avenue. The
applicant and City Administration will attempt to resolve these issues by Tuesday's
meeting.
The recreation fee is $3525. Landscaping fee i* still being determined.
Applicant has requested to be allowed to provide landscaping details at a later
date when they can more appropriately be tied in with the chosesn building designs.
If permitted, the Administration can review landscaping plans prior to issuance of
building permits. However, applicant should address at this time whether any
landscaping or screening should be provided between a large stormwater detention
basins and adjacent buildings.
4) Stonehedge, Phase II, Cluster J
Applicant is now submitting details for the first cluster in Stonehedge,
Phase II. The cluster has been increased from 19 to 20 units; I unit will be re-
moved elsewhere.
Water review is complete. Fire protection is adequate as long as the first
hydrant beyond cluster J is installed at this time. The applicant may wish to
install the hydrant temporarily just beyond the entrance of cluster J until the
possible -relocation of the loop road is determined. (NOTE: The State has approved
and forwarded to the Feds the proposed recreational acquisition of a portion of the
Stonehedge and Nowland properties).
Legal documents have not yet been reviewed. Some engineering data must be

The motion was seconded by Mr. Ewing and passed with 3 yes votes, Messrs.
Poger and Woolery abstaining and Mr. Levesque voting no . because the City
Engineer and the City Planner had liked the original plan better.

Mr. Berard said they were asking for approval of the landscaping.
Mr. Page located the site with his beautiful slides and said the street
was now up to city standards and had been deeded to the city.
Mr. Voolery moved that the South Burlington Planning Commission approv
the site plan for lot #13 Berard Drive for a gymnastics and fitness facility
as per the drawing of 6/10,/78.8ubJect to the following Rti-puligtinnnt
1. L landscaping bond of $1350 be posted.
2. This approval shall expire 6 months from this date.
The motion was seconded by Mr. Morency and passed unanimously.
Site plan review, Fassett's Bakery, 1805 Shelburne Road
Mr. Peter Collins represented Fassett's and said that their present
location was cramped and that they were looking for larger quarters. They
have bought land on Shelburne Road across from the Black Angus. -.3he parcel
is 16 acres in size and the proposed building will be 30,000 square feet.
They will build a spur to the railroad and supplies will be brought in
by train. The proposed driveway is next to that of Wickes but they have
no greAt preference as to wh.ere along Shelburne Road it goes and will move
it if the Commission wants. Mr. Collins said there would be a right of
way reserved across the property to get to the land behind it across the
tracks. He also said that a lot of landscaping had already been put in
and they had not yet reached the amount required by the Commission. They
are running out of space to put trees and shrubs and he wondered if the
amount could be reduced somewhat. Mr. Collins said the outside of the
building would be textured concrete block and that the retail operation,
which is presently next to Chittenden County Volkswagon, will remain there
rather than being moved to this location, as originally planned. There
are no plans to move it and the building is not laid out in such a way as
to accomodate it easily. Mr. Bouyea said there would be one way flow in
the building so that flour and sugar would enter at the rear from the
rail spur and the finished bread would be taken out the front of the building.
Mr. Collins said time was pressing and asked for a speedy decision.
Mr. Ewing told the Commission and Fassett's what things the South
Burlington Connector Citizens Advisory Committee was thinking about a a
far as the location in this area went. He felt the location of the
entrance near Wickes was the best possible location.
Mr. Collins said that the bakery owners would not mind giving the

MEMORANDUM

ICV Revised Site Plan
The access for this corner lot, as approved by the Commission
two weeks ago, is not acceptable to the developer. Consequently, a
revised access scheme, limited to the existing curb cut on Williston
Road is proposed.
Gymnastics/Fitness Center
This use was authorized by variance of the Zoning Board of Adjust-
ment on 5/15/78. The site plan is adequate.
Fassetts Baker
This use was authorized by ZBA variance on 4/17/78. The proposed
bakery is 30,000 sq. ft. in size;as of now, the applicant has dropped
his plans for a retail outlet.
Parking, circulation, and landscaping are adequate.
Access to Rte. 7 is proposed along the extreme south property linq
contiguous to the Wickes Lumber curb cut, and offset about 1751 north
of the Allen Road intersection. The plan shows acceleration and de-
celeration lanes associated with the curb cut. This layout plan is
compatible with the layout of the Southern Connector as it is present-
ly envisaged.
The disadvantages of this plan and of compatability with the
proposed connector are 1) the placement of 3 driveways contiguous
to each other, 2) the relatively short distance to the Allen Road
intersection, and 3) the inability of access points to the Fassett's
development and the Bartlett property to align with each other so
that the frontage is split.
It should be emphasized that Fassett's is able and willing to
locate its curb cut at practically any point on its frontage. The
location shown represents the consensus - of the Zoning Board and
the City Manager. It would be desirable, if possible, for Fassetts to
allow some flexibility in the siting of the 60 foot ROW to the "back -
land", in the event the present ROW location is found to be incompatible
with the Connector's layout. This could entail rerouting the ROW
aroUnd the proposed parking lot and contiguous with the drive to Rte.
7.
Anticipated truck traffic does not concide with peak roadway
hours. Moreover, of the 74 projected employees, only about 1/3 of
them work a convential day shift (9 a.m. - 5 p.m.) see attached in-
formation sheet.
