(2) The Fire Department must be up graded by addition to fire station, another 1000 GPM pumper and 3 new men. If you have any questions please feel free to call me at 863-6455. Mr. Ireland said the people living in Meadowood at Spear had not felt that was a good idea. Mr. Ireland felt he would start construction next year and finish the project in 3 years. Mr. Jerry Olson of the Recreation Department said that his office had been working on the pedestrian trails system and he gave the Commission copies of a letter outlining their position on this property (see attached copy). Mr. Poger asked that they work out a place for the trail with the developer before the preliminary plat stage. Sketch plan review, 14 condominium units for Deforge property off Quarry Hill Road Mr. James Lamphere said the land was just south of the Quarry Hill Club and was 2.2 acres in size and sloping. It is zoned R7 and they would like to build 14 condominium units. The road into the units will be at a 10% grade and the highest units will be placed so as not to interfere with the view of the homes on East Terrace behind this project. Municipal water and sewer will be used. The units will have 2 bedrooms. A`s. Pcger asked who would upgrade the city street and was told that they were working on that problem but were willing to pay their fair share of the cost. Mr. rage said the first 300' of Quarry Hill Road to the apartment complex was just shy of city standards but that there was some money in escrow to cover some improvements. Its. Lamphere suggested that the Commission let him try to work it out before preliminary plat review. Nr. Poger was concerned about the access road being steep and icy in the winter. Mr. Lamphere felt that if the access road intersected with Quarry Hill Road at 600 as suggested by the City Engineer, the slope of the road would be steeper and it would have to be curved. Mr. Woolery asked how many parking spaces were provided and was told there were 25 but that 28 could be put in if the Commission wished. The question of a pedestrian easement along the Interstate was brought up. Mr. Levesque moved that a letter be sent to the City Attorney directing him to get the pedestrian trail in the green belt parallel to the Interstate. Mr. Mona seconded the motion and all were in favor. Sketch plan review, 1 lot subdivision of San Remo Realty, west of 150 Kennedy Drive Mr. Ron Bouchard said that they would like a permit to improve a lot on Kennedy Drive between 150 Kennedy Drive and Reilly Tire Co. The lot is 2.1 acres and wooded. At present there is a drainageway through the center of the lot, which was created through a subdivision in 1977 but classified as undevelopable. What they are proposing is to collect the three drainage pipes on the property and run that water through a pipe 220' long, with a manhole. After the pipe is in place, they will fill the lot to the 318 elevation line. He said they had no plans for development of that lot now but wanted to fill it now so they would have it when they wanted it. Mr. Poger felt this lot had been created by the setting off of two other lots and that the request was to change the drainage and put in a lot of fill so the lot could be developed to its best use. He was not sure it was appropriate to do that at thin point. Chairman Wessel noted that he felt that it was premature to make approval on the final plat because so many of the administrative approvals have yet to be given. Public Hearing: Preliminary Plat applications of Burlington Indoor Tennis Center, Inc., and A. Judson Babcock to set off a lot of 35.1 acres, and construct 196 apartment units on said lot, east of Twin Oaks Terrace. 4. PLANNING COMMISSION NoyEMBER 16, 1976 The motion was seconded by Mr. Morency and voted unanimously for approval. Mr. Poger then moved that the South Bur?ingto anning Commission grant preliminary approval to the subdivision of the lands of Cupola Golf Course. Inc., into two lots of 11 acres= and 28 acres-, as partially depicted -on a plan entitled "Site Plan for Horizon Hei hts," dated 9 0 76 and revised 10 1 7 , drawn by Vaughn C. Button, subject to the following stipulations: 1. All lands owned by Cupola Golf Course, Inc., presently zoned C-0 shall be restricted, maintained, and reserved for open space and recreational purposes. 2. "Quarry Hill Road" so-called, shall be fully upgraded to City design and construction standards in the event of: a) additional subdivision, or, b) substantial further development. 3. The applicant shall deed to the -City utility easements of appropriate width for municipal water and sewer lines. 4. All required improvements, as enumerated in the City's subdivision regulations (Section 301.1), are waived, with the exception of monuments and lot markers. 5. The lots shall be numbered with acreage, bearings, distances, and location of corner markers shown on the final plat. 6. This approval is based upon positive findings reached by the Commission under the followint criteriao a) right -of way approval (Section 11.35 of the zoning regulations, b) major, subdivision. 7. The following agreements were made in discussion between the Cupola Golf Course, Inc., Horizon Heights, and the Planning Commission that further development of the 28 acres zoned commercial shall not have access through the residential neighborhood. Unless further access is found, the Planning Commission expects those 28 acres to be developed as a residential area. This motion was seconded by Mr. Levesque and voted unanimously for approval. Mr. Page explained that once the final plat is submitted he will warn for public hearing on the final plat approval. Mr. Bruce explained their problem is financing and they are going to need site plan approval to finance by the 23rd, next week. Ewing abstaining. on Quarry Hill Road Mr. Spitz said the developers had called to inform him that they were not ready to appear tonight and to request a continuance. Mr. Woolery moved to continue the public hearing on the application of George and Norman DeForge for final plat approval of a 14 unit condominium project entitled Sunrise Terrace on Quarry Hill Road until August 26, 1980 at 7:30 pm at City Hall. Mr. Ewing seconded the motion and all voted for it. Application by L.E. Farrell Company for final plat approval of a 4 lot subdivision on Allen Road Yr.
