Dear Mr. Ward:
Enclosed please find Glenn Jarrett's application for a conditional
use permit. I am writing this letter because, as one of the three parents who
are responsible for the creation of this child care arrangement, I am most
familiar with it.
As you are probably aware, there is a critical need for quality
child care in the Burlington area, particularly for children under 3 years
of age. As working parents of an 18-month-old daughter, my wife and I have
been unable to find a care situation for our child which is totally satisfactory
to us. As a result, last January we began planning with the parents of another
child to begin our own "parents' cooperative"day care program. Finding four
other children was no problem. lie were also able to hire a highly qualified
care giver. By far the most difficult task was finding affordable spa Ge which
would meet licensing requirements. Glenn Jarrett, a personal friend, offered
us the use of a part of his home. The space was inspected by the licensing
division of SRS, and a license for six children has been issued. We hope
to begin operation on August 4, 1980.
I would like to point out some facts which the Board should consider
in ruling on this application. This is not a profit -making venture. Parents
of the children involved pay no more than is necessary to operate the program.
Additional traffic will be minimal, because there will be only six children.
Because of the ages of the children (1-3 years) there will be very little noise
during outside play. The set-up of Mr. Jarrett's home is ideal for this use,
given that the basement has a separate entrance, is carpeted, well -lighted,
and his yard is fully fenced and has grass. In fact, the space is very
comparable to that used by many women in the area who supplement their inccxrie
by caring for children in addition to their own.
I have taken pictures of the space, which I will send as soon as
they are developed. I will also send a copy of the floor plan and license, as
soon as I have received them form the licensing division. I hope this is
satisfactory.
