Re: Findings of Fact, application of Rice Memorial High School for
construction of a soccer field and changes to the parking layout,
99 Proctor Avenue.
On the 13th of July, 1993, the South Burlington Planning Commission
approved the request of Rice Memorial High School for site plan
review under Section 19.10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of the construction of a new soccer field
and relocation of parking spaces at Rice High School. The Zoning
Board of Adjustment on 6/14/93 granted a conditional use permit for
the proposed improvements.
2. This property located at 99 Proctor Avenue lies within the R-4
District. It is bounded on the north by single family residences,
on the east by Burlington Country Club and Meadowbrook
condominiums, on the south by commercial buildings along Joy Drive,
and on the west by single family residences.
3. Access/circulation: Access is provided via a 50 foot curb cut
on Proctor Avenue. No changes are proposed for this existing
access.
Circulation is adequate.
4. Coverage/setbacks: Building coverage is 4.5% (maximum allowed
is 20%). Overall coverage is 13.1% (maximum allowed is 40%).
Setback requirements are met.
5. Landscaping: There is no minimum landscaping requirement for
this project and no additional plantings are proposed. Some
evergreen hedges will be "shaved slightly" to accommodate the
relocated parking spaces. Any plantings lost should be replaced.
6. Parking: A total of 250 parking spaces are required for this
use under the current standards. The site currently has 176 spaces
which will be reduced to 174 spaces with the proposed parking
relocation. A future parking area containing 19 spaces is shown on
the plan but none of these spaces are proposed to be constructed at
this time. The new ADA Accessibility Guidelines require a parking
area of this size to have six (6) handicapped spaces and only four
(4) of these spaces are proposed. The applicant should add two (2)
handicapped spaces which will bring the total number of spaces to
the original 176 spaces.
Overflow parking is needed only 1 or 2 times per year. The
overflow parking area is located behind the school on the lawn.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Rice Memorial High
School for construction of a soccer field and changes to the
parking layout as depicted on a two (2) page set of plans, page one
entitled "Proposed Site Modifications, Rice High School", prepared
by Thermo Consulting Engineers and dated May, 1993, with the
following stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. The plans shall be revised prior to issuance of a
zoning/building permit to show the following: a) two (2) additional
handicapped parking spaces in a location approved by the City
Planner, and 2) correct position of the north arrow.
3. The applicant shall obtain a zoning/building permit within one
(1) year or this approval is null and void.
4. The applicant shall obtain a Certificate of Occupancy from the
Administrative Officer prior to use of the new soccer field.
5. Any changes to the site plan shall require approval by the
South Burlington Planning Commission.
