Ayer, to amend a previously approved site plan application for a 9868 square foot building with 3200 square feet of vacant space and 6668 square feet of auto repair and service use, 4 Berard Drive. On the 25' day of May, 1999, the South Burlington Planning Commission approved the request of Patrick B. Ayer, for site plan review under Section 26.10 of the South Burlington zoning regulations based on the following findings: l.This project consists of amending a previously approved plan for a 9868 square foot building with 3200 square feet of vacant space and 6668 square feet of auto repair and service use. The amendment consists of converting 3200 square feet of vacant space to auto repair and service use and auto rental use. The last review of this property by the Commission was on 1/12/99. The applicant will be required to obtain a conditional use permit for the auto rental use. 2. This property located at 4 Berard Drive lies within the IC District. It is bounded on the north by undeveloped land, on the east by a restaurant (Pizza Hut), on the west by a multiple use commercial building, and on the south by Berard Drive. 3.Access/circulation: Access is provided by a 20 foot curb cut on Berard Drive. No changes were proposed. Circulation on the site is adequate. 4.Coverage/setbacks: Building coverage is 10.2% (maximum allowed is 30%). Overall coverage is 43% (maximum allowed is 70%). Front yard coverage is 13.3% (maximum allowed is 30%). Setback requirements have been met. 5.Parkine: A total of 20 spaces are required and 18 spaces will be available including two (2) handicapped spaces for the customers and employees. A bike rack is being provided. 25 auto storage spaces are available at the rear of the property for the rental vehicles. Staff recommended that the plan identify which spaces will be used for the auto rental vehicles. 6.Landscapina: There is no minimum landscaping requirement based on building costs, for this project. The site is well landscaped and no additional landscaping recommended. 7.Sewer: No additional sewer allocation needed. 8.Traffic: ITE estimates the current uses to generate 30.3 vehicle trip ends (vte's) during the P.M. peak hour and the proposed uses to generate 32.3 vte's for a two (2) vte increase. The applicant was made aware that the road impact fee is approximately $10. 9.Dumpster: A screened dumpster storage area is provided. 10.Lighting_ No additional exterior lighting proposed. DECISION AND CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of Patrick B. Ayer to amend a previously approved plan for a 9868 square foot building with 3200 square feet of vacant space and 6668 square feet of auto repair and service use. The amendment consists of converting 3200 square feet of vacant space to auto repair and service use and auto rental use, 4 Berard Drive, as depicted on a plan entitled, "Priority Auto & Autobahn Body Works, Inc. 4 Berard Drive South Burlington, Vermont," prepared by Llwellyn, Inc. dated 5/18/99, with the following stipulations: 1) All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2) The plan shall be revised to show the changes below and shall require approval of the Director of Planning & Zoning (hereinafter Director). Three (3) copies of the approved revised plan shall be submitted to the Director prior to issuance. a) The site plan shall be revised to identify which parking spaces will be used for the auto rental vehicles. 3) For the purpose of calculating road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimated that the change in use will generate two (2) additional vehicle trip ends during the P.M. peak hour. 4) Any new exterior lighting shall consist of downcasting shielded fixtures. Any change to approved lights shall require approval of the Director prior to installation. 5) The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 6) The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the building. 7) Any change to the site plan shall require approval by the South Burlington Planning Commission.
