This project, consisting of removing all the existing structures with the exception of the Recycling
Center with a maximum of three employees and the Salt Shed and constructing a new Office &
Maintenance Building for the Department of Public Works with a maximum of 25 employees, a new
Department of Public Works Vehicle Storage Building, a new Bus Drivers Office Building for a
maximum of 25 employees and a new Bus Storage Building served by municipal water and
wastewater services, located off Patchen Road in the city of South Burlington, Vermont is hereby
approved under the requirements of the regulations named above, subject to the following
conditions.
GENERAL
1. This permit does not relieve the permittee from obtaining all other approvals and permits as
may be required from the Department of Labor and Industry - telephone (802) 828-2106 or
(802) 658-2199 and local officials prior to proceeding with this project.
2. The project shall be completed as shown on the following plans which have been stamped
"approved" by the Wastewater Management Division:
Project: 99042, Sheet C3 of C7 "Site Pian 'A"' dated 01-14-00 revised 04-11-00; Sheet
C4 of C7 "Site Plan 'B"' dated 01-14-00 revised 04-11-00; Sheet C5 of C7
"General/Sanitary Details & Specifications" dated 01-12-00 revised 02-22-00; and
Sheet C6 of C7 "Water Supply Details & Specifications" dated 01-12-00 revised 04-11-
00 prepared by Llewellyn - Howley, Incorporated.
The project shall not deviate from the approved plans without prior written approval from
the Wastewater Management Division.

No alterations to the building other than those indicated on the approved plan or Water
Supply and Wastewater Disposal Permit, which would change or affect the exterior water
supply, or wastewater disposal, or the approved use of the building shall be allowed without
prior review and approval from the Division of Wastewater Management.
4. The Wastewater Management Division now reviews the sewage and water systems for public
buildings under 10 V.S.A., Chapter 61 - Water Supply and Wastewater Disposal Permit.
5. By acceptance of this permit, the permittee agrees to allow representatives of the State of
Vermont access to the property covered by the permit, at reasonable times, for the purpose
of ascertaining compliance with Vermont environmental/health statutes and regulations,
with this permit.
6. A copy of the approved plans and this permit shall remain on the project during all phases
of construction and, upon request, shall be made available for inspection by State or local
personnel.
7. All conditions set forth in Water Supply & Wastewater Disposal Permit #WW-4-0665 shall
remain in effect except as modified or amended herein.
WATER SUPPLY
The project is approved for water supply by connection to the municipal water system as
depicted on the approved plans. No other means of obtaining potable water shall be allowed
without prior review and approval by the Wastewater Management Division.
WASTEWATER DISPOSAL
9. The project is approved for connection to the South Burlington Airport Parkway wastewater
treatment facility as depicted on the approved plans. The project is approved for a
maximum of 636 gallons of wastewater per day. No other method of wastewater disposal
shall be allowed without prior review and approval by the Wastewater Management
Division, and such approval will not be granted unless the proposal conforms to the
applicable laws and regulations.

10. A professional engineer, registered in the State of Vermont, is to generally supervise the
construction of the sanitary sewer line extensions and, upon completion of construction, the
supervising engineer is to submit to the Wastewater Management Division a written
certification stating all construction has been completed in accordance with the stamped
approved plans. The engineer's certification is to be submitted to the Division prior to the
occupancy of any unit and the certification shall include, but not be limited to, the results of
all leakage testing performed on each segment of the sanitary sewer extension and all
manholes, as described in the Environmental Protection Rules, Chapter 1, Appendix A.

Unfortunately the first allocation letter we had requested was for the incorrect design flow. The
actual design flows are as follows.
Department of Public Works: 25 employees * 15 gpd/employee = 375 gpd.
School District: 25 employees * 15 gpd/employee = 375 gpd.
Recycling Center: 3 employees * 15 gpd/employee = 45 gpd.
Total design flow for the site is 795 gpd. Using the 20 % reduction factor for hooking up to a
municipal system reduces our total to 636 gpd. We do not expect any increase in the design flows
with this reconstruction.
We are requesting a letter of allocation for the correct design flow. We are sorry for any
inconvenience this has caused you.

8. Prior to issuance of a zoning permit, the applicant shall obtain a sewer
easement for that portion of the applicant's sewer line located on the U-Mall
property. This document shall require approval of the City Attorney and
shall be recorded prior to permit issuance.
9. The applicant shall be responsible for constructing a sidewalk across the
portion of the driveway being closed.
10. The new brick island at the new entrance shall be constructed in a manner
that does not obstruct the sidewalk transition.
11. The new building shall be sprinklered and include a fire alarm.
12. The applicant shall submit the final plat application within 12 months.
Ms. Quimby seconded the motion which was passed unanimously.

storage, maintenance and office building, 3) construct a 25,500 sq. ft. vehicle
storage building, 4) construct a 960 sq. ft. bus driver facility, and 5) construct
three bus storage pole barns totaling 15,120 sq. ft., 500 Patchen Road:
Mr. Llewellyn noted that the project was approved by the voters. He then showed plans
of what is existing and what is proposed. The salt shed will remain where it is as will the
fuel island. The area will be designed so that more bus parking can be added if needed.
There is also a parking area along the southern perimeter.
Mr. Belair noted that pavement has been moved away from the residential area.
There is a requirement for $21,500 landscaping. The applicant will work with staff to
provide landscaping on Patchen Rd. and as a buffer to the residential area.
Mr. O'Rourke moved the Development Review Board approve the site plan
application of City of South Burlington to: 1) raze bus and public works storage and
maintenance buildings, 2) construct a 13,200 sq. ft. storage, maintenance and office
building, 3) construct a 12,000 sq. ft. vehicle storage building, 4) construct a 960 sq.
ft. bus driver facility, and 5) construct three bus storage pole barns totaling 15,120
sq. ft., 500 Patchen Road, as depicted on a plan entitled "City of South Burlington
South Burlington Vermont Proposed Site Plan," prepared by Llewellyn -Howley,
Inc, dated 11/15/99, with the following stipulations:

1. All previous approvals and stipulations which are not superseded
by this approval shall remain in effect.
2. For the purpose of calculating road impact fees under the South
Burlington Impact Fee Ordinance, the Development Review Board
estimates that the bus and public works buildings will generate
zero additional vehicle trip ends during the P.M. peak hour.
3. All exterior lighting shall consist of downcasting shielded fixtures.
Any change to approved lights shall require approval of the
Director of Planning & Zoning prior to installation. Prior to
permit issuance, the applicant shall submit details (cut -sheets) of
the exterior light fixtures to the Director of Planning & Zoning for
approval.
4. Pursuant to Section 26.105(a) of the zoning regulations, the

Burlington Development Review Board.

9. CONTINUED PUBLIC HEARING: Application of Burlington International
Airport seeking approval from section 25.117(b), Alteration of Existing
Grade, of the South Burlington Zoning Regulations. The request is for
permission to remove 700,000 cubic yards of rock, 3064 Williston Road:
The applicant indicated that about at year ago they removed 315,000 cubic yards of
ledge. Now they want to take of 700,000 more in the area near the Continental hangar.
The applicant agreed to a reduction in trip ends between 4 and 6 p.m.
