FINDINGS OF FACT AND DECISION
STATE OF VERMONT
COUNTY OF CHITTENDEN
CITY OF SOUTH BURLINGTON
Re: Findings of Fact, application of the City of South Burlington to: 1) raze bus and public works
storage and maintenance buildings, 2) construct a 13,200 square foot storage, maintenance and office
building, 3) construct a 12,000 square foot vehicle storage building, 4) construct a 960 square foot
bus driver facility, and 5) construct three (3) bus storage pole barns totaling 15,120 square feet, 500
Patchen Road.
On the // of September, 2000 the South Burlington Director of Planning & Zoning
(hereinafter Director) approved the site plan application of the City of South Burlington under
Section 26.10 of the South Burlington Zoning Regulations based on the following findings:
1. This project consists of. 1) razing bus and public works storage and maintenance buildings, 2)
construct a 16,300 square foot storage, maintenance and office building, 3) construct a 25,500 square
foot vehicle storage building, 4) construct a 960 square foot bus driver facility, and 5) construct three
(3) bus storage pole barns totaling 15,120 square feet. This property is also developed with: 1) a
solid waste/recycling transfer station, 2) a wastewater treatment facility and 3) a biosolids processing
facility.
2. This property located at 500 Patchen Road lies within the Municipal District. It is bounded on
the north by Berard Drive, on the west by I-89, on the south by residences, and on the east by Airport
Parkway.
3. This project was originally approved by the South Burlington Development Review Board on
November 16, 1999. The applicant failed to obtain a zoning permit within the required six (6) month
period, thereby rendering the approval null and void.
4. Access/circulation: Access is provided by a 26 foot curb cut on Patchen Road. No changes
proposed.
Circulation on the site is adequate.
5. Coverage/setbacks: Building coverage is 2.1% (maximum allowed is 30%). Overall coverage
is 18% (maximum allowed is 70%). Front yard coverage is 8.1% (maximum allowed is 30%).
Setback requirements are met.
6. LandscUing_ The minimum landscaping requirement, based on building costs, is $21,500. A
detailed landscape plan has not been prepared. Section 25.108 of the zoning regulations requires a
15 foot buffer strip adjacent to the residential district which is suitably landscaped with dense
evergreen or other suitable plantings for a screen. At the 11/16/99, the Development Review Board
expressed a desire for landscaping along Patchen Road and also along the residential zoning district.
The Development Review Board suggested that staff work with the applicant to develop an
acceptable landscape plan along these lines.
7. Parking: A total of 34 parking spaces are required and 74 spaces including five (5) handicapped
spaces and a bike rack will be provided.
8. Sewer: No additional sewer allocation needed.
9. Lighting: The lighting plan has yet to be developed. Staff recommended that all light fixtures be
downcasting shielded fixtures which must be approved by the Director prior to permit issuance.
10. Traffic: No additional traffic is anticipated.
11. Dumppster: The dumpster storage area will be placed behind a building.
DECISION AND CONDITIONS
Based on the above Findings of Fact, the Director approves the site plan application of City of South
Burlington to: 1) raze bus and public works storage and maintenance buildings, 2) construct a 13,200
square foot storage, maintenance and office building, 3) construct a 12,000 square foot vehicle
storage building, 4) construct a 960 square foot bus driver facility, and 5) construct three (3) bus
storage pole barns totaling 15,120 square feet, 500 Patchen Road, as depicted on a plan entitled "City
of South Burlington South Burlington Vermont Proposed Site Plan", prepared by Llewellyn -
Howley, Inc., dated 11/15/99, with the following stipulations:
1. All previous approvals and stipulations which are not superseded by this approval shall
remain in effect.
2. For the purpose of calculating road impact fees under the South Burlington Impact Fee
Ordinance, the Director estimates that the bus and public works buildings
will generate zero (0) additional vehicle trip ends during the P.M. peak hour.
3. All exterior lighting shall consists of downcasting shielded fixtures. Any change to approved
lights shall require approval of the Director prior to installation. Prior to permit issuance, the
applicant shall submit details (cut -sheets) of the exterior light fixtures to the Director for approval.

4. Pursuant to Section 26.105(a) of the zoning regulations, the Director grants the applicant a
$21,500 credit for existing trees on the site. The applicant shall work with staff to develop a
landscaping plan to add trees along Patchen Road and along the residential district boundary.
5. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of
the zoning regulations or this approval is null and void.
6. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative
Officer prior to the use of the new buildings.
7. Any change to the site plan shall require approval by the South Burlington Development Review
