COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of South Burlington Fire District #1 to: 1) construct a 20'x 20' pump house, 2) construct a 20'x 20' concrete water storage tank (20,000 gallons), and 3) raze existing well house and elevated tank, Pavilion Avenue. On the 1 Oth day of February, 1998, the South Burlington Planning Commission approved the request of South Burlington Fire District #1, Pavilion Avenue for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of: 1) constructing a 20'x 20' pump house, 2) constructing a 20'x 20' concrete water storage tank (20,000 gallons), and 3) razing existing well house and elevated steel tank. The steel tank may or may not be removed depending on costs. The ZBA on 2/9/98 approved a request from the applicant for a conditional use permit. 2. This property located at the north end of Pavilion Avenue lies within the Queen City Park District. It is bounded on the west and north by Red Rocks Park, and on the south and east by residences. 3. Access/circulation: Access is provided by a 10 foot curb cut at the north end of Pavilion Avenue. No changes. Circulation on the site is adequate. 4. Coverage/setbacks: Building coverage is 3.1% (maximum allowed is 20%). Overall coverage is 14.3% (maximum allowed is 40%). Setback requirements are met. 5. Parking: The parking standards in the zoning regulations do not contain standards for this type use. This facility will have one (1) employee and one (1) parking space. Staff felt this was adequate. 6. Landscaping: The minimum landscaping requirement, based on building costs, is $2100 which is not being met. No additional landscaping proposed. Applicant sought a credit for existing trees on the site which would be preserved. 7. Lighting: Exterior lighting will consist of one (1) building mounted 35 watt high pressure sodium light with a downcasting shielded fixture. 8. Sewer: No sewer allocation needed. DECISION & CONDITIONS Based on the above Findings of Fact, the the South Burlington Planning Commission approves the site plan application of South Burlington Fire District #1 to: 1) construct a 20'x 20' pump house, 2) construct a 20'x 20' concrete water storage tank (20,000 gallons), and 3) raze existing well house and elevated tank , Pavilion Avenue, as depicted on a plan entitled "South Burlington Fire District #1 Water System Improvements Queen City Park South Burlington, Vermont Pump House Site Plan " prepared by Lamoureux, Stone & O'Leary Consulting Engineers, Inc. dated 4/l/97, last revised 12/4/97, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. Any new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any changes in lighting shall be approved by the City Planner prior to installation. 3. Pursuant to Section 26.105(a) of the zoning regulations, the Planning Commission grants a landscaping credit of $2100 for existing trees on the site. 4. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. 5. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to the use of the pump house or storage tank.. 6.
