February 25, 1998 Dick Ward City of South Burlington 575 Dorset Street South Burlington, VT 05403 RE: Alan & Maureen Pidgeon 10 Acre Parcel Berard Drive, South Burlington Dear Dick: 10 Main Street Colchester, VT 05446 Telephone (802) 878-0375 Please find enclosed a Conditional Use Application for Alan and Maureen Pidgeon to fill approximately 50,000 yards of material at a 10 acre lot located on Berard Drive in South Burlington. The attached plan and details show a perimeter erosion control barrier at the toe of slope. The barrier will be made out of Griswold precast concrete blocks and filter fabric. Although more expensive than ordinary silt fence and hay bales, we feel the proposed barrier is far superior. The filling operation shall continue for approximately 10 years. The erosion control shall be established first then clearing and grubbing. A gravel drive will be constructed to the site along with a lockable gate. Initially, fill will be placed at the bottom of the hill. As the slope is formed, it will be topsoiled as needed, seeded and mulched. Jute matting also may be used as erosion control on slopes. On or before October 15, the portions of the site not active through the winter shall be temporarily seeded and mulched. The fill will always slope towards Berard Drive to eliminate stormwater from discharging over the fill slope. When the fill operation is complete, the applicant shall topsoil as needed then seed and mulch the remaining disturbed area. Please call if you have any questions or comments. Sincerely, William H.
