This is to confirm that the South Burlington Planning Commission
at their meeting held on April 16, 1991 approved your request for
site plan approval to convert a single-family dwelling to a hair
salon business at 79 Patchen Road subject to the following stipu-
lations:
1. The applicant shall post a $120, 3-year landscaping bond
prior to issuance of a zoning permit.
2. A sewer allocation of 190 gpd is granted. The applicant
shall pay the $2.50 per gallon fee prior to permit.
3. This property is located within the limits of the Williston
Road Improvement Fund (Area 1). The applicant shall contribute
$624 to the fund based on an additional 5 peak hour trips to be
generated prior to permit.
4. All lighting shall be downcast, shielded luminare and shall
not cast light beyond the property line.
5. The zoning permit shall be obtained within 6 months or this
approval is null and void.
This approval is based upon the plan submitted entitled "Hair
Forte Salon, 79 Patchen Road, South Burlington, Vermont" dated
3/5/91 with a last revision date of March 27, 1991. Should you

MOTION OF APPROVAL
I move the South Burlington Planning Commission approve the site
plan application of Thomas & Kathryn Laidman for conversion of a
single-family dwelling to an 1,173 square foot hair salon busi-
ness as depicted on a plan entitled "Hair Forte Salon, 79
Patchen Road, South Burlington, Vermont" dated 3/5/91 with a last
revision date of March 27, 1991, with the following stipulations:
1. The applicant shall post a $120 3-year landscaping bond prior
to issuance of a zoning permit.
2. A sewer allocation of 190 gpd is granted. The applicant
shall pay the $2.50 per gallon fee prior to permit.
3. This property is located within the limits of the Williston

Re: Findings of Fact, application of Thomas & Kathryn Laidman
for conversion of a single-family dwelling to an 1,173 square
foot hair salon business, 79 Patchen Road.
On the 16th of April 1991, the South Burlington Planning Commis-
sion approved the request of Thomas & Kathryn Laidman for site
plan review under Section 19.10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of the conversion of a single-family
dwelling to a 1,173 square foot hair salon. The only exterior
alteration to the building proposed consists of the removal of a
portion of the existing attached garage.
2. This property is located in the C1 zone and is bounded on the
south by office buildings, on the west by multi -family dwellings,
on the north by J.C.Park, and on the east by Patchen Road.
3. Access/circulation: Access to the site will be provided by a
20 foot curb cut on Patchen Road with a 20 foot 2-way access
drive to the parking area along the rear.
4. Parking: This project requires 5 parking spaces and 8 spaces
are being provided including 1 handicapped space. Parking stall
dimensions and aisle width requirements are being met.
5. Landscaping: The minimum landscaping requirement for this
project is $120 which will be met.
6. Coverage/setbacks: Building coverage is 11.6% (maximum
allowed is 30%). Overall coverage is 55.2% (maximum allowed is
70%). Front yard coverage is 48.2% (maximum allowed is 30%).
The applicant obtained a variance from the Zoning Board on April
8, 1991 to exceed the coverage limits by 18.2%.
7. Lighting: Exterior lighting will consists of two (2) build-
ing mounted lights, a 175 watt metal halide light on the south
side of the building and a 250 watt metal halide on the south-
west corner of the building. These lights will be of a cutoff
luminare type. The other lighting proposed will consist of 2
ground mounted sign lights.
8. Sewer: This project will require an additional 190 gpd of
sewer allocation. The $2.50 per gallon fee would have to be paid
prior to permit..

9. Traffic: The parcel is located within the limits of the
Williston Road Improvement Fund (Area 1).
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Plan-
ning Commission approves the site plan application of Thomas &
Kathryn Laidman for conversion of a single-family dwelling to a
1,173 square foot hair salon business as depicted on a plan
entitled "Hair Forte Salon, 79 Patchen Road, South Burlington,
Vermont" dated 3/5/91 with a last revision date of March 27,
1991, with the following stipulations:
