HomeMy WebLinkAboutSP-87-0000 - Decision - 0023 Patchen RoadFINDINGS OF FACT STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of David and Elizabeth Taber for conversion of an existing structure to an insurance office at 23 Patchen Road. On the 10th of March 1987, the South Burlington Planning Commission approved the request of David and Elizabeth Taber for site plan approval under Section 19.10 of the South Burlington Zoning Regulations based on the following findings: 1. TRAFFIC ACCESS: Access shall remain from the existing southerly driveway. The northerly curb cut shall be closed by removing the depressed curb and replacing it with a new concrete barrier curb. It shall be paid for by the applicant. 2. CIRCULATION AND PARKING: Proposed circulation is adequate. Seven parking spaces are approved and will be adequate. 3. LANDSCAPING & SCREENING: Landscaping shall be completed as shown on the plan. 4. DRAINAGE: A parking lot drainage plan shall be submitted to the City Engineer prior to permit. 5. The building permit shall be obtained within 6 months or this approval i null an void on beiyAlf of t e South B rlington Planning Commission 4 PLANNING COMMISSION 10 MARCH 1987 The South Burlington Planning Commission held a meeting on Tuesday, 13 March 1987, at 7:30 pm, in the Conference Room, City Hall, 575 Dorset St. Members Present Peter Jacob, Chairman; William Burgess, Mary -Barbara Maher, Catherine Peacock, John Belter, Judith Hurd Also Present Jane Lafleur, Planner; William Schuele, Natural Resources Committee; Sid Poger, The Other Paper; David Taber, Jim Condos, Maurice Hutens, Gregory Dicovitsky, Albert St. Amand, Charles Anderson, Pat Brennan, Peter Hudson, Gerry Milot, Al Bartlett, Tom Weaver, John Caulo, Lance Llewellyn 1. Minutes of 24 February 1987 Mrs. Hurd noted that in item #5, it was Mr. Levigne who pre- sented the proposal, not Mr. Trudell. Mrs. Hurd then moved the minutes be approved as amended. Mrs. Peacock seconded. Motion passed 3-0 with Mr. Belter, Mrs. Maher, and Mr. Burgess abstaining. 2. Continue site plan application of Hoyt Gahagan for construction of a 10,300 sq. ft. car wash at 1810 Shelburne Rd. (access on Harbor View Rd) Mrs. Maher moved that the application be continued until 24 March. Mrs. Hurd seconded. Motion passed unanimously. 3. Site plan application of David & Elizabeth Taber for conversion of existing house to an office at 23 Patchen Rd. Mr. Jacob stepped down during the discussion due to a conflict of interest. Mr. Burgess acted as Chairman. Mr. Taber noted that a tree would have to be removed to put a parking lot in the back yard. They are proposing to remove the garage and tree and extend the driveway to the parking lot. They will landscape with trees and shrubs. The parking lot will be gravel. Five parking spaces are needed now and they expect to need up to 7 in the future. There is very little client volume in the office. Of the 2 existing curb cuts, one will be closed. Mrs. Hurd moved that the Planning Commission approve the site plan application of David and Elizabeth Taber for conversaion of existing house to an office at 23 Patchen Rd. as depicted on a plan entitled 1123 Patchen Rd: Site Plan" prepared PLANNING COMMISSION 10 MARCH 1987 PAGE 2 David Taber and dated 2/12/87 with the following stipulations 1. The unused curb cut shall be closed by removing the existing depressed curb and replacing it with a new concrete barrier curb. This shall be paid for by the applicant. 2. Parking lot drainage plan shall be submitted to the City Planner prior to permit. 3. The building permit shall be obtained within 6 months or this approval is null and void. The present AFSS building and the proposed facility will be joined by a glass walkway. The new tower is necessary because several places on the airport have visibil- ity problems now. This facility should be good for the next 15 years or more. The project will result in a gain of 40 parking spaces. Mrs. Lafleur noted they are required to have a landscaping amount of $29,500. The submitted plan is about $15,000. She said the Commission could require larger trees or have cash set aside for the city to determine placement of landscaping on the property. There is already $16,000 in this type of fund. Mrs. Maher felt that since the trees planned for are small, she would like to see larger trees and also some evergreens. Other members agreed. Mr. Lavigne noted the building is quite unique in that much of the a.moontis required only because of the tower above it. Mr. Brennan said he would like to see landscaping moved toward the road with increased berming to help with noise problems. He noted that earlier work of this kind had been successful. Mrs. Lafleur will contact Mr. Houghton to see if it is possible to plant on Airport Drive. If it is not, larger dimension trees will be required. Mrs. Hurd moved that the Planning Commission approve the site plan application of the Federal Aviation Administration for construction of a 9600 sq. ft. air traffic control tower and support facility at the Burlington International Airport as
