Request for variance: 71 Bartlett Bay Road
1. The lot is very typical of lot size on Bartlett Bay
Road. Our proposed building lot is one of the larger lots
on the east side of the road. None of the existing lots
comply with R1 regulations. Existing building is more in
line with R4 regulations such as Butler Farms. Our
proposal would comply with R4 regulations with the small
exception of 2' in the back. Our proposal would require a
variance allowing a 30' front, 28' rear and we would
comply with both R1 and R4 on the sides.
2. This property is a very desirable building lot. None
of Bartlett Bay would be developable within R1
restrictions. We believe developing this particilar lot
on the east side of the road would be a reasonable use of
this property.
3. This lot has been used as an expanded lawn and carport
for several years. The size of the lot has remained
unchanged.
4. Our proposal is to build an 1800 square foot home with
an attached two car garage. It is a very modest size and
we believe it will fit with the character of the
neighborhood very well. Other lots on the east side of
the road have been developed and have not detracted from
the character or value of the property. We have had an
appraisal of this lot and it confirms that this is a
feasible project.
5. As stated before, our request for a variance on this
lot would comply with R4 regulations with the exception of
2' in the rear and this is in keeping with most of the
existing building on Bartlett Bay Road. While this area
is zoned R1, we believe this request to be reasonable and
within proper guidelines.

Dear Ms. Butterfield:
On January 27, 1993 I met with you and Randy Fisher, from R & J Trucking, at your lot on
Bartletts Bay Road in South Burlington to investigate possible soil and sanitary sewer
limitations for the property.
The existing sanitary sewer main is located in the middle of the street on the west side of the
lot. The invert of the main is approximately 14 feet below the elevation of the road.
Typically, sanitary sewer services from buildings have 6t feet of ground cover to prevent
freezing, therefore, the requirements for installation of a sewer service to your proposed
house to prevent freezing is not a problem. In fact, because the sewer main is so deep,
connection to the main will require excavating a large area which will involve replacing a
large section of the existing road.
The test pit we excavated indicated the soils for your lot would be classified as Vergennes
Clay. These soils are firm and mottled throughout their profile, which indicates that the
water table is near the surface during wet times of the year. Foundations with basements can
successfully be installed in these soils with properly construction foundation drains and the
use of selective backfill material. I talked to Dick Ward, Zoning Administrator for South
Burlington, by phone and he indicated that foundation drains could not be connected to the
sewer system. Therefore, because the topography of your lot precludes "daylighting" a
foundation drain, one option would be installing a small pump station or sump pump and
daylighting the groundwater in the ditch at the back of your lot.
