Mr. Spitz said this was an ap,licntion to take 4 50' x 150' lots and
combine them into 1 100' x 100' lot and another 100' x 230' lot.
Mr. Poger asked about the easement shown on the sketch and "?r. Dressell
said that there was a pile in the area which they had located with it r:(,,tal
detector and that it aeemed to be a lateral connection between the atorm drains
on Orchard Rond and 'Aeadow Road. The eyseu,ent has been there from 1936 but
no one :seems to know exactly what it is for. Ile said it was not certified in
any way that the 6&sement is in exactly that position and he added that it was

Mr. Dressell said his surveyor would not certify that there was even an
easement there, but ir. Woolery --aid there should be a note that there was an

Woolery said the easement should follow the pipe.

Proposed revisions to C1/C2 zoning rrovisions
Mr. Spitz outlined the pajor changes. These are the additon of new terms,
a definition of peak traffic hours, a provision for pre-existing non -conforming
;structures to continue or chance a use as long as the peak hour traffic is not
increazed and a provision for traffic volume above the norn;al standards on
lots below 4 acres if curb cuts are reduced or other codifications are made
to i'a rove traffic. :r. Io�er asked whether that only referred to pre-existing
lots. ::r. :spitz did not think the word "pre-existing" was in there and
Ir. roger felt that should be checked, and those words added.
Other ::,ajor changes were the addition of new permitted uses of limited size
in the new zones and the minimum lot size increase in the Cl zone from 60,00
to 0,000 sq. ft., which is accom-)anied by an increase in the maximum traffic
level:. to 40 cars per i.eak hour for C1 and 90 cars per beak hour for C2. These
f it.urc 3 r,re total trip: in and out. Mr.. ',,itz sr.id there was also a table with
the traffic generator data and calculations which tie hoped would make it ef'sier
for .eople to use the ordinance.
I:r. :Mona felt that if, in 8.502, what wns meant was the reduction of curb
cuts, that should worded differently. It was decided to add the words "Change
or reduction in" at the beginning of sections 7.502 and 8.502.
In sections 7.50 and 8.50, it was decided to add the word "pre-existing"
btAl'ore the word "lot" in the second line of each section. Mr. Upitz wanted to
avuid subdivisions into smaller lots and he said that if a lot existed which
wan leis than 4 acres, and was not developed, this section should apply.

pretty well with actual counts taken by i;r. Spitz of difi'erent u0es in the city,
but brinks were the exception, with their counts being far higher than the ITE
figures. Mr. Coffrin su_LLested further study of that area, noting that rural
areas showed variations from national standards. Mr. :spitz said that he felt
the ITE numbers could be used as a base, since, based on his counts, they were
fairly close to what he found, but he added that the Commission needed' to allow
for local counts and he srii.d he felt the wording to that effect in the orldinance

the Commission realized there would be some variation. "4r. Foger said they would
start with the ITE data and in a )resenti.tion an applicant could tell the
Commission that there would be a variation in the counts for one reason or another.
It was noted that savink;s and loan banks were starting to offer more services,
like commercial bank.i do. ".r. Spitz said he had planned to propo..e that the
trriffic generation rates for savings and loans be based on the number of windows
injter,d of square f cota,,e, but now he thought perhaps it would be better to just
call them and their co=,.ercial counterparts banks. Hr. Bensen suggested calling
thew financial in:,titutions. Mr. :;pitz said lie would add a footnote to the
table on'pa"es 5-6 after the figure of 90 trips per peak hour to the effect that
the ITE figures would not be used for drive-in banks because local counts.

Application by Pizzagalli Realty Company for site -lan ap:proval of a 15.000 square
foot building at 35 Green fountain Drive
Iiir. Ron Bouchard said the lot was 1.6 acres and was located at the top of the
hill on Green Eountain Drive. The building is pre-engineered and 44 parking
spaces will be provided. Drainage has been discussed with the City Engineer and
a new fire hydrant will be in -stalled, as per the fire chief's request.
The building tenant will be an electromechanical firm, taking 50" of the
space. The other half of the building is unoccupied at this time. There will
be 20 employees in the occupied half of the building. The other tenant will fall
within the uses allowed in the area, Mr. Bouchard said.
Mr. Spitz noted that this use met all the C2 requirements.
Mr. Bouchard said there would be an occasional delivery truck, and UPS would
come to the site daily.
Mr. Ewing moved that the South Burlington Planning Commission approve the
site plan application of Pizzagalli Realty Company for a 15,000 square foot
building as depicted one plan entitled "Site Plan for New Building, 35 Green
Fountain Drive." prepared by the Site Concern, dated October 31, 1980. su jec to
the following stipulations:
1. A landscaping bond of t5,000 shall be provided.-
2. An_yne_w use or change in use that creates a total parking requirement for
the property of more than 44 spaces, according to the zoning ordinance
require submission to the Planning Commission for site plan review.
3. This approval expires in 6 months.
Mr. Levesque seconded the motion. It was noted that stipulation #2 meant that
any new use that required more parking spaces would have to come back to the
Commission.
The motion carried unanimously.
Sketch plan review of application by Michael Dressler for a new 100 foot by 100
foot lot at 24 Orchard Road
Xr. Spitz said most lots in the area were 50' x at least 150' and that the
land in question was originally 4 lots, 2 on Orchard Road and 2 on ;Meadow Road.
What is being requested now is two lots, one 100' x 100' and the other 100, x 2001.
This division has already been made for tax purposes, but does not have formal
approval, and the sale has not been completed. There is a house on one lot, but
not on the other.
The Commission saw no problem with the application.
Application by Munson Earth Moving Company for site plan approval and for approval
to build without public road frontage for a truck terminal maintenance shop on a
rear lot on Builders Boulevard
Mr. Doug Schner said this was a pre-existing lot of 2.07 acres. Munson has
a right of way over the private drive known as Builders Boulevard which will be
the access for this lot. The building will be 6,000 sq. f t. and a 50' setback
will be maintained between this and the commercial land to the west. The drainage
swale will be redefined and taken into the brook.
Water and sewer for the building will be brought through Builders Boulevard.
60 parking spaces are required by ordinance, which Mr. Schner felt was excessive
and should be changed. They are asking for a waiver of 1/3 of that, and if that

2) Dorset Street/Kennedy Drive
Permitted building area on this 2z acre lot is very limited due to 75 foot
setbacks from Dorset Street and Kennedy Drive and 100 foot setback from Potash
Brook. Steep grades cause further difficulty for site development. Details
concerning proper slopes, fill, and fire and other access must still be re-
solved if full density is to be permitted on this lot.
3) Pizzagalli
Proposal is for a 15,000 square foot building, 6,000 of which will be
occupied by a firm that designs and manufactures electromechanical apparatus.
The remainder will be vacant for now. Provisions for drainage and fire pro-
tection must still be finalized.

Orchard Road
Subdivision involves combination and re -drawing of pre-existing small
lot lines. Proposed lots will conform with current requirements. Building
is being oriented to take advantage of solar heat potential.
5) Munson - Builders Boulevard
Proposed building is on an existing lot at the end of Builders Boulevard.
Since the road is private, special approval (Sec. 11.35) is required to allow
any structure to be built.
Lot is subject to setback requirements from Potash Brook. It should be
noted, though, that the brook in this area has already been culverted with a
gravel surface above. Applicant proposes parking, but no building, within the
100 foot setback. However, sufficient parking may already be available else-
where on the lot.
Provisions for landscaping, utilities, and fire protection are still being
reviewed.

A preliminary review of the above referenced application has been conducted.
This office will need the following additional information before approval
can be issued.
Please show the location of the water and sewer service lines from the
municipal services in the street to the proposed house. The reason
we need this is to ensure that proper isolation distance shall be maintained
between the water and sewer services. (Ten feet horizontal distance
between the two should be maintained.)
A copy of the plans are enclosed for this information to be located on.
It may also be best to discuss the location of the services with City
of South Burlington so the information will be acceptable to them also.
It appears that an easement will have to be provided across Parcel "A"
for the water and sewer service. Please submit a copy of the deed or
legal agreement which establishes this easement.
