Re: Century Village, Hinesburg Road
During the construction of the Interstate System through the City
sleeves were placed under the highway based on a city wide sewer
study prepared in 1961. Since that year nothing has been done in
sewer planning south of the interstate highway. It is premature at
this time to allow development in the area without an up to date
study to determine the best way to sewer the area utilizing the
available sleeves.
The above referred projects plan to utilize a sleeve that should
be planned for use by a considerately larger area. It also plans
to discharge into a gravity line along Hinesburg Road. This may
tax the capacity of this line and restrict its use by adjacent
property.

On October 10, the Planning Commission reviewed the sketch
plan proposal called "Century Village". This project consists
of 200 apartment units on a 100 acre parcel, approximately � mile
south of the Interstate. Both the four members of the Commission
present and myself expressed deep concern about the location and
timing of a project of this size and density, as well as the cap-
acity and designed service area of the Airport Parkway treatment
plant. The Commission agreed, at the developer's request, to in-
formally poll the City Council and the 3 other Commission members for
their reactions. As the Council will be directly involved with the
review of subsequent applications (preliminary & final plat), I be-
lieve it would be appropriate to convey the consensus of the Council
and Commission to the developer at this early stage, so that he may
proceed with some sense of direction.

can only reiterate to ya my grave reservations over the size,
intensity, location, andtiming of such a project. I believe that
these Eeelings are shares by a number of Commissioners and Council-
men. :onsequently, applying for the approvals will probably be a
long, expensive, and posibly fruitless effort.
Please understand tiis is strictll my personal opinion; any
landowner is entirely fae to pursue aay course of action he wishes
through the appropriate::hannels regardless of what I think. However,
I am obligated to inforn every prospective developer of the potentials
and constraints which Ism aware of that may effect his proposal.

#2 200 unit PRD ("Century Village")
This plan for a 200 unit multi -family project, on a 100 acre
site, is located in the so-called Southeast Quadrant on Hinesburg
Road, about 31 mile south of the Interstate.
The proposed siting of buildings can be improved substantially.
However, the concept of a development of this size and density, in
this location, and at this time concerns me deeply. It violates the
most basic of planning principles -- namely the goal of directing
growth to areas where public facilities and services are already in
place; in brief, this is a textbook example of "urban sprawl", best
illustrated by the mistake made in zoning the Country Club estates
area for residential use. Moreover, there is inadequate sewage
capacity remaining for `his project.
The only constructive alternative I can offer to this proposal
is a low density (10 unit) cluster development (with municipal water
and on -site sewage disposal) under the recently enacted zoning amend-
ment for the A-R district.
