Re: Findings of Fact, application of Hertz Corporation for
construction of a 900 square foot addition to an existing building
for office/storage use in conjunction with automobile rental,
Burlington International Airport.
On the 23rd of June, 1992 the South Burlington Planning Commission
approved the request of Hertz Corporation for site plan review
under Section 19.10 of the South Burlington Zoning Regulations
based on the following findings:
1. This project consists of the construction of a 900 square foot
office/storage addition to an existing car rental service facility.
This is an amendment to a site plan approved by the Planning
Commission on November 19, 1991. This application increases the
size of the previously approved office/storage area from 644 square
feet to 900 square feet, attaches the existing free-standing
building to the service facility and eliminates the previously
approved 370 square foot addition for storage and entry to the
service building. The new office/storage addition will replace a
288 square foot office trailer used for several years.
2. The project site is located within the Airport zone just north
of the FAA control tower. It is bounded on the north and east by
a taxi runway, on the south by the FAA control tower and on the
west by Park & Fly. This site is shared with National Car Rental.
Both agencies use this site to store and service rental vehicles.
3. Access/Circulation: Access to the site is via a two (2) way
service road connected to the one-way main terminal access drive.
The site is not accessible to the general public. A chain -link
fence completely surrounds the site and the access gate is locked
at night. Circulation pattern is acceptable.
4. Parking: No additional parking needed since the new building
is to replace an existing office building and the general public
will not use the site.
5. Landscaping: The landscaping requirement for this project is
$1,800. This site is hidden from view and not accessible to the
general public. Therefore, this additional landscaping would be
of greater benefit to the public if it were placed elsewhere on
airport property.
The BIA Director of Aviation J.J. Hamilton in two (2) letters dated
12/10/91 and 6/16/92 indicated that the landscaping for this
project would be incorporated into a landscaping master plan which
is currently being developed for the airport property.
6. Lighting: No new lighting proposed.
7. Sewer: The sewer allocation for this project is 60 gpd. This
is based on four (4) additional employees. The $2.50 per gallon
fee would have to be paid prior to permit.
8. Other: Two (2) existing dumpsters will be screened with a six
(6) foot stockade fence.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Hertz Corporation
for construction of a 900 square foot addition to an existing
building for office/storage use in conjunction with automobile
rental, as depicted on a plan entitled, "Hertz, Burlington
International Airport, South Burlington, Vermont", prepared by
Michael Dugan, and dated 12/3/91, last revised 5/26/92, with the
following stipulations:
1. The landscaping requirement for this project is $1800. As
stated in two letters dated 12/10/91 and 6/16/92 from BIA Director
of Aviation, J.J. Hamilton, this $1800 of required landscaping
shall be incorporated into a landscaping master plan which is
currently being developed for the airport property.
2. An additional sewer allocation of 60 gpd is granted. The
applicant shall pay the $2.50 per gallon fee prior to issuance of
a zoning/building permit.
3. Prior to issuance of a certificate of occupancy for the
addition, the existing fire hydrant located west of the Hertz
building shall be raised and a gate shall be installed in the fence
to allow proper access to the hydrant.
4. The zoning/building permit shall be obtained within 6 months or
this approval is null and void.
