Sincere) Matt Jensen ( ' VPD Parks Manager) A multi -municipal corporation created to conserve natural areas and provide recreation in the Winooski River Valley Project summary Muddy Brook Park Trails Expansion and Development Project: This development and enhancement project has a number of components towards offering the public access to recently donated land. This generous 2003 donation by an abutting land owner increases the Winooski Valley Park District's Muddy Brook Natural Area in South Burlington, from 8 acres to approximately 28 acres. The project proposed involves trail construction on this new land, and park entrance development. The trail construction component to expand the trails system at the park involves the addition of approximately 3/4 miles of new trail that will extend to give access to the new property. This new trail will be built with a 1-2 foot trail tread. The majority of the trail will be constructed by mowing and brushing -out the trail corridor and then relying on foot traffic to establish the tread. A 16' long bridge, 14' run of stairs, and approximately 300 feet of side hill trail construction will be required to complete the loop (see "Muddy Brook Natural Area Map", "Muddy Brook Bridge" details, "Muddy Brook Stair" details, "Muddy Brook Side -hill Trail" details, "Picnic Table" details). A description of the trail follows: The trail, at its northern connection to the existing trails continues to parallel the wooded bank of the Winooski River, then turns west away from the river bank into a field of grass, small shrubs and trees. Heading south, the trail borders an agricultural field then the new foot bridge crosses a small steam into a wooded area, where the trail heads up the new set of stairs. From here, the trail turns east to parallel Poor Farm Road which will remain just out of sight from visitors walking on the side hill cut trail tread. The trail crosses an agricultural access road and connects back to the existing trail system. The project's entrance development will involve installing an entrance sign (see "Entrance Sign" detail) and informational brochure box (see "Brochure Box" detail) to distribute the Park District's maps and educational brochures. New trail signs (see "Trail Sign" detail) will also be installed to indicate the new trail section's name, Meadow Loop. Mr. Dinklage felt it was a very limited solution. He cited other developments with skywalks. Mr. Chase said that would be expensive. Mr. Kupferman suggested adding another pool to the building that isn't built yet. He said he is concerned with getting people between buildings to use the amenities. A wooden staircase doesn't do that, especially when it leads to a drive, not a sidewalk. Mr. Dinklage felt people would pay more to be able to use the amenities. Ms. Westgate felt that people on limited incomes couldn't do that. Mr. Chase said he was OK with covering the staircase. Mr. Bolton felt there was a lot of intensity on the lot and no connections between buildings. Ms. Quimby felt the Fire Chief might object to the carports because they seem to block access. Mr Chase said he wouldn't build them if the Chief objects. Amendments were added to the draft motion to require covering the staircase, striping the walkway between buildings A & B, requiring approval of the Fire Chief for the carports, and extending the carport roof over the sidewalk if the carports are built. Mr. Boucher moved to approve Final Plat Application #SD-03-52 of Farwater, Ltd., subject to the stipulations in the draft motion as amended above. Mr. Farley seconded. The Park District would like to ask the Development Review Board permission for an extension of time to get our Preliminary Subdivision Plat application submitted. The Development Review Board gave the Park District permission to proceed with a Preliminary Subdivision Plat application at their May 21, 2002 meeting after reviewing our Subdivision Sketch application. Steele and Theresa Griswold are donating land on Poor Farm Road to the Park District for public parkland. This will involve subdividing two adjacent parcels owned by the Griswolds. Krebs & Lansing Consulting Engineers have already done the bulk of the survey work required for the preliminary and final plat applications for the Griswolds in 1996. The cost of hiring a different surveyor would be exorbitant because they would have to do a new survey of both parcels to be subdivided and the proposed new property lines. The Park District concluded that it would be most cost-effective to hire Krebs & Lansing to do the remaining survey work. Krebs & Lansing are a very reputable and well-known surveying company in the area who are extremely busy. The Park District has been on their work agenda for over four months, however they have been so back logged that they are just now able to start the survey work on Poor Farm Road for the Park District. The Park District believes that this is a very important piece of public parkland for South Burlington and Chittenden County and we would appreciate some more time to get our preliminary plat application submitted to the Development Review Board.
