Remaining items to be completed include: 1. Landscaping work started on 5/13 and should be completed by June 1. 2. The landscaping bond/letter of credit hr:a not been provided. This issue is being worked out between the >3tt,;rney for the City of South Burlington and the Airport's attorney. 3. Screening around the dumpsters has not been completed and the adjacent bike rack has not been installed. Concrete pads for the dumpsters has been completed and the screening is scheduled for installation by June 10. No gates or emplanements will be added to the Airport. The Airport has acquired the Park & Travel property which they will use for a long-term parking lot. The Airport entrance will be moved and traffic will be brought in to a 4-lane access road and a 2-lane by-pass road (for taxicabs, etc.). There is a service drive for truck traffic, and this is the area where dumpsters will be located. The plan is to have a pedestrian skywalk to link the second floor of the parking garage to the second floor of the terminal building. There will be a new area for rental cars. The FAA parking will be moved to the airport side of the building for direct access. Their current parking lot will be used for employees. It will be served by a one-way entrance from Airport Drive. This access will be signed and gated. Employees will exit the Airport with the rest of the Airport traffic. The long term lot will be entered from White Street Extension. Shuttle service will be provided to the terminal building. The landscaping plan has changed since the plans were made. A Commission member then makes a motion to approve all items on the consent agenda subject to the conditions contained in the staff memo dated February 7, 1997. a) CITY OF BURLINGTON - AIRCRAFT COMPONENT SERVICE FACILITY ADDITION - SITE PLAN This project consists of the construction of a 5600 square foot addition to a 9,800 square foot aircraft component service facility approved on 7/9/96 (minutes enclosed). This property located at 860 Army Guard Road lies within the Airport Industrial District. It is bounded on the north by several other airport related buildings, on the east by Army Guard Road, on the west by undeveloped land, and on the south by a wetland. The only issues affected by the addition are as follows: Parking: A total of 14 spaces are required and 22 spaces including one (1) handicapped space and a bike rack are available. Memorandum - February 11, February 7, Page 2 Planning 1997 agenda items 1997 Landscaping: The minimum landscaping requirement, based on building costs, is $5460 which is not being met. Proposed plantings are $2223 short of the requirement. This shortfall will be included in the landscaping for the new parking structure. Sewer: The additional sewer allocation needed is 60 gpd. The applicant will be required to pay the per gallon fee prior to permit. Traffic: ITE estimates that the existing facility generates 7.4 vehicle trip ends (vte's) during the P.M. peak hour and the proposed addition will generate 4.2 additional vte's for a total of 11.6 vte's. The applicant should be aware that the road impact fee is $656.49. Recommended Conditions: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. Prior to issuance of a zoning permit, the applicant shall post a $5460 landscape bond. The bond shall remain in effect for three (3) years to assure that the landscaping takes root and has a good chance of surviving. The $2223 shortfall in landscaping shall be included in the landscaping plan for the area adjacent to and to the north of the proposed parking structure. 3. The Planning Commission grants a sewer allocation of 60 gpd. The applicant shall pay the per gallon fee prior to issuance of a permit. 4. All new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any changes in lighting shall be approved by the City Planner prior to installation. 5. For purposes of calculating required road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the addition will generate 4.2 additional vehicle trip ends during the P.M. peak hour. 6. The applicant shall obtain a zoning permit within six (6) months pursuant to Section 27.302 of the zoning regulations or this approval is null and void. It is bounded on the east by a single family dwelling, on the south by a retail/office building, on the north by Imperial Drive and on the west by Shelburne Road. The only issues involved are as follows: Coverage/setbacks: Building coverage is 6.3% (maximum allowed is 70%). Overall coverage is 51.8% (maximum allowed is 70%). Front yard coverages are not affected. Setback requirements will be met. Landscaping: The minimum landscaping requirement, based on building costs, is $371 which is being met. No additional landscaping needed since the original landscaping plan exceeded the minimum requirement by more than this additional $371. Recommended Conditions: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. Based on review of the traffic impact analysis the Planning Commission may impose appropriate conditions on any and all lots which are yet to be developed in order to mitigate potential adverse traffic impacts. 15. Prior to recording the final plat, the applicant shall submit written confirmation from GMP that they will maintain the existing street lights along the existing "loop" road. 16. Pursuant to Section 513 of the subdivision regulations, the Planning Commission waives the following requirement: a) Section 408, street lighting along the proposed cul-de- sac street. 17. Any change to the plat shall require approval by the South Burlington Planning Commission. 18. Electrical and telephone lines for the new street (Technology Way) shall be in an easement outside of the street right of way. 19. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. The plan shall be revised to show the changes below and shall require approval of the City Planner. The boundaries of the approach cone are shown on the plat. Undevelopable lots: Lots #8b and 8c will be undevelopable due to configuration, C.O. District, wetland and floodplain restrictions. Preliminary plat condition #13 required that prior to recording the final plat plans, the applicant record a "Notice of Condition" which clearly indicates that lots #8b and 8c are undevelopable . Street trees: Applicant is proposing street trees along the new cul-de-sac street. These trees have a value of $6435. Access/circulation: Access to the building will be via Army Guard Road, a private road off Williston Road serving the mixed industrial area at the south end of the Airport. It is our desire to use the remaining requirement as part of our landscaping development along Airport Drive. In communications with your office in 1992 related to other airport projects, it was mentioned that the airport intends to develop a plan for landscaping the area along Airport Drive south of the terminal building. While this plan has not been completed to date due to activities surrounding the proposed parking structure and purchase of additional land north of the terminal on Airport Drive, it is still definitely our goal to develop a comprehensive landscaping plan that will include the entire airport side of Airport Drive. When the plan is completed, some of the landscaping will be done in conjunction with the proposed parking structure, while other of the work will be included is plans to improve the area north of the terminal. We realize that you are anxious for the airport to proceed with a plan and undertake a course of action with respect to landscaping, however, we want to proceed cautiously, based on careful review of the parking structure and its needs so that the entire landscaping concept will blend together into a meaningful presentation which will complement the airport facilities and the Airport Drive neighborhood. We propose, therefore, in line with the above philosophy that the additional landscaping be held in "the bank" to be used for landscaping along Airport Drive which we anticipate will be accomplished within the next three years.
