CITY OF SOUTH BURLINGTON
Re: Findings of Fact, application of City of Burlington to
construct a 9,800 square foot aircraft component service facility
(light industrial), Army Guard Road.
On the 9th day of July, 1996, the South Burlington Planning
Commission approved the request of City of Burlington for site plan
review under Section 26.10 of the South Burlington Zoning
Regulations based on the following findings:
1. This project consists of constructing a 9,800 square foot
aircraft component service facility (light industrial).
2. This property located on Army Guard Road lies within the
Airport Industrial District. It is bounded on the north by several
other airport related buildings, on the east by Army Guard Road, on
the west by undeveloped land, and on the south by a wetland.
3. Access/circulation: Access to the building will be via Army
Guard Road, a private road off Williston Road serving the mixed
industrial area at the south end of the Airport.
Circulation on the site is adequate.
4. Coverage/setbacks: Due to the vast size of the airport
property, coverages have not been calculated.
Setback requirements are being met.
5. Parking: A total of 11 parking spaces are required and 15
spaces including one (1) handicapped space will be provided. A
bike rack will also be provided as required under Section 26.253(b)
of the zoning regulations.
6. Landscaping: The minimum landscaping requirement, based on
building costs, is $7710 which is being met. Proposed plantings
include Red Maple, Austrian Pine, Crabapple, Sumac and Juniper.
7. Traffic: ITE estimates that the proposed facility will
generate 7.4 vehicle trip ends (vte's) during the P.M. peak hour.
8. Sewer: The sewer allocation needed for this project is 225
gpd. The applicant will be required to pay the per gallon fee
prior to permit issuance.
9. Dumpster: A screened dumpster enclosure will be provided. The
type of screening proposed should be noted on the plan.
10. Lighting: Exterior lighting will consist of three (3) 175
watt metal halide lamps with downcasting shielded fixtures mounted
on the building. The locations of these lights should be shown on
the site plan.
11. Other:
--- plan should be revised to show that the 50 foot wetland buffer
is included in the C.O. District.
DECISION & CONDITIONS
Based on the above Findings of Facts, the South Burlington Planning
Commission approves the site plan application of City of Burlington
to construct a 9,800 square foot aircraft component service
facility (light industrial), Army Guard Road, as depicted on a two
(2) page set of plans, page one (1) entitled "Burlington
International Airport Site Plan Proposed Aviatron Building,"
prepared by Webster -Martin, Inc. dated 6/28/96, with the following
stipulations:
1. All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2. The plan shall be revised to show the changes below and
shall require approval of the City Planner. Three (3) copies
of the approved revised plan shall be submitted to the City
Planner prior to permit issuance.
a) The site plan shall be revised to show the type of
screening to use around the dumpster storage area.
b) The site plan shall be revised to show the locations
of the proposed exterior lights.
c) The site plan shall be revised to show that the 50
foot wetland buffer is included in the C.O. District.
3. Prior to issuance of a zoning permit, the applicant shall
post a $7710 landscape bond. The bond shall remain in effect
for three (3) years to assure that the landscaping takes root
and has a good chance of surviving.
4. The Planning Commission grants a sewer allocation of 225
gpd. The applicant shall pay the per gallon fee prior to
issuance of a permit.
5. All new exterior lighting shall consist of downcasting
shielded fixtures so as not to cast light beyond the property
line. Any changes in lighting shall be approved by the City
Planner prior to installation.

6. The applicant shall obtain a zoning permit within six (6)
months pursuant to Section 27.302 of the zoning regulations or
this approval is null and void.
7. The applicant shall obtain a Certificate of
Occupancy/Compliance from the Administrative Officer prior to
occupancy of the new building.
8. Any change to the site plan shall require approval by the
South Burlington Planning Commission.
