On the llth day of February, 1997, the South Burlington Planning Commission approved the request of City of Burlington for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of the construction of a 5600 square foot addition to a 9,800 square foot aircraft component service facility approved on 7/9/96. 2. This property located at 860 Army Guard Road lies within the Airport Industrial District. It is bounded on the north by several other airport related buildings, on the east by Army Guard Road, on the west by undeveloped land, and on the south by a wetland. 3. The only issues affected by the addition are as follows: 4. Parking: A total of 14 spaces are required and 22 spaces including one (1) handicapped space and a bike rack are available. 5. Landscaping: The minimum landscaping requirement, based on building costs, is $5460 which is not being met. Proposed plantings are $2223 short of the requirement. This shortfall will be included in the landscaping for the new parking structure. 6. Sewer: The additional sewer allocation needed is 60 gpd. The applicant will be required to pay the per gallon fee prior to permit. 7. Traffic: ITE estimates that the existing facility generates 7.4 vehicle trip ends (vte's) during the P.M. peak hour and the proposed addition will generate 4.2 additional vte's for a total of 11.6 vte's. The applicant was made aware that the road impact fee is $656.49. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the site plan application of City of Burlington to construct a 5600 square foot addition to a 9800 square foot aircraft component service facility, 860 Army Guard Road, as depicted on a two (2) page set of plans, page one (1) entitled, Burlington International Airport Aviatron Building Addition Site and Landscaping Plan", prepared by Webster -Martin, Inc., dated January, 1997, with the following stipulations: 1. All previous approvals and stipulations which are not superseded by this approval shall remain in effect. 2. Prior to issuance of a zoning permit, the applicant shall post a $5460 landscape bond. The bond shall remain in effect for three (3) years to assure that the landscaping takes root and has a good chance of surviving. The $2223 shortfall in landscaping shall be included in the landscaping plan for the area adjacent to and to the north of the proposed parking structure. 3. The Planning Commission grants a sewer allocation of 60 gpd. The applicant shall pay the per gallon fee prior to issuance of a permit. 4. All new exterior lighting shall consist of downcasting shielded fixtures so as not to cast light beyond the property line. Any changes in lighting shall be approved by the City Planner prior to installation. 5. For purposes of calculating required road impact fees under the South Burlington Impact Fee Ordinance, the Planning Commission estimates that the addition will generate 4.2 additional vehicle trip ends during the P.M. peak hour. 6. The applicant shall obtain months pursuant to Section 27.302 approval is null and void. 7. The applicant shall Occupancy/Compliance from the occupancy of the new addition. a zoning permit within six (6) of the zoning regulations or this obtain a Certificate of Administrative Officer prior to 8.
