Oakledge Environmental Services, Inc. P.O. Box 4065, Burlington, VT 05406 (802) 660.8312 Wetlands Report for Lot #3 Meadowlands Business Park October 15, 2015 This report reviews and addresses the permanent placement of a soil stockpile on Lot 3 at the Meadowland Business Park, as it relates to the City of South Burlington's Standards for Wetland Protection. The soil stockpile was placed in an open field on an undeveloped lot, in the location shown on the attached plan. A silt fence was installed around the soil stockpile to prevent the movement of soil from the stockpile to the adjacent wetland and upland field. In addition, the stockpile was seeded and mulched to stabilize stockpile soils. The Town of South Burlington's Zoning Regulations outline the following Standards for Wetland Protection: (3) Encroachment into Class 11 wetland buffers, Class 111 wetlands and Class 111 wetland buffers, may be permitted by the DRB upon finding that the proposed project's overall development, erosion control, stormwater treatment system, provisions for stream buffering, and landscaping plan achieve the following standards for wetland protection: (a) The encroachment(s) will not adversely affect the ability of the property to carry or store flood waters adequately; (b) The encroachment(s) will not adversely affect the ability of the proposed stormwater treatment system to reduce sedimentation according to state standards; (c) The impact of the encroachment(s) on the specific wetland functions and values identified in the field delineation and wetland report is minimized and/or offset by appropriate landscaping, stormwater treatment, stream buffering, and/or other mitigation measures. Oakledge Environmental Services, Inc. evaluated the project in October 2014 for compliance with the municipal Standards for Wetland Protection. The evaluation included a review of site plans and aerial photographs, a review of the project history with David Marshall, P.E., the Project Engineer, and a field evaluation of the wetland and stockpile disturbance footprint area. According to the Site Plan and a review of the project history with the Project Engineer, the soil stockpile permanently impacted a section of open field within the 50-foot buffer zone for the wetland. Approximately 2.5 — Wetland Report for Lot #3 Meadowlands Business Park 10/15/14 4.0 feet of fill was placed in the location indicated on the Site Plan. The installation of the silt fence along the east side of the stockpile resulted in approximately 1,575 SF of temporary wetland impacts. The wetland is located in a broad topographic depression that is relatively flat-bottomed and slightly lower in elevation than the surrounding land. It is characterized by a mix of wet meadow vegetation and a patchwork of young, woody shrubs and saplings dominated by relatively fast-growing species such as quaking aspen and gray birch. The wetland is positioned to provide water storage for flood water and storm runoff and to provide some amount of surface water treatment for runoff that enters the shallow basin from the surrounding land. The wetland has a history of human disturbance, including historical land clearing and rutting that is likely associated with heavy equipment operation, and does not appear to be significant for other wetland functions. A. The installation of the soil stockpile did not "adversely affect the ability of the property to carry or store flood water". The elongate stockpile created a graded berm along the western side of the wetland, which may have increased the water storage capacity of the shallow depression where the wetland is located. A review of aerial photographs and the site visit uncovered no evidence that the soil stockpile increased erosion or concentrated surface water in the field to the west of the stockpile area, nor did its installation reduce the property's capacity to store flood water and storm run-off B. The installation of the soil stockpile did not "adversely affect the ability of the proposed stormwater treatment system to reduce sedimentation according to state standards". As noted, the stockpile was placed in an open, upland field located outside of the topographically lower wetland to the east. The stockpile is located on an undeveloped lot for which an individual stormwater treatment system has not been completed. The entire Meadowlands Business Park, however, benefits from a stormwater pond constructed on Lots 7,8, and 9, on the north side of Meadowland Drive (see attached Site Plan). This stormwater pond provides some of the peak flow management for the entire business park, so that individual lots don't need to provide stand-alone peak flow management . The discharges from the stormwater treatment systems on Lots 5 and 6, which have been developed to the north of Lot 3, are routed northward, away from Lot 3. In any case, the project did not impact future stormwater treatment capacity on Lot 3, nor did it impact current individual stormwater treatment systems on other developed Lots or the stormwater treatment system for the overall Business Park. C. The project was designed to minimize encroachment(s) on significant wetland functions and values. The stockpile is located in an open field vegetated with meadowland grasses, and these conditions will also characterize the post - development condition of the site. The soil stockpile did not cause an undue 2 Wetland Report for Lot #3 Meadowlands Business Park 10/15/14 adverse impact to any wetland functions or values. As discussed in Sections A and B, the project did not reduce the wetland's water storage capacity for floodwater or storm runoff , nor did it adversely impact the wetland's capacity to provide surface water quality treatment. re ENGINEER AL - — — • •' ♦ N 'x 'x •x GVII FNGINFEtln4 ASS4GAIFS Inr. 1 J r ZcL y W r• . . . Erosion Control Mating As per manufacturers instructions Hydroaeed As per manufacturers Instructions 9, Winter Stabilization Purpose: Managing construction saes to minimize erosion and prevent sediment loading of waters is a year-round challenge. In Vermont, this chatlenge becomes even greater during the late fall, winter, and early spring months Winter crost-beir' es discussed here, describes the period between October 15 and April 15, when erosion prevention and sediment control 's significantly more difficult Rains In late fail, thaw, throughout the winter, and spring melt and rains can produce significant flows over frozen and saturated ground, greatly increasing the potential for erosion. Requi ernsnts for WIM. Shuttle-: For those project. ch that will complete eadisturbance activities prior to the winter period (October 15), the following requirements must be adhered to: 1. For mesa to be stabilized by vegetation, seeding shell be completed no later than September 15 to ensure adequate growth and ewer. 2. If seeding Is not completed by September 15, additional non-virgetative protection must be used to stabilize the site for the winter period. This includes use of Erosion Control Matting 0r mating of a heavy mulch layer. Seeding with winter rye Is recommended to allow for early germination during wet spring conditions. 3. Where mulch is specified, apply roughly 2 inches with an 80-90% cover. Mulch should be tracked In a stabilized with neding In open areas vulnerable to wind. Requirements for Wirral Conslrucdan If construction activities Involving earth disturbance continue past October 15 or begin before April 15, the following requirements must be adhered to: 1. Enlarged access points, stabilized to provide for snow stockpiling. 2. Limits of disturbance moved or replaced to reflect boundary of winter work 3. A snow management plan prepared with adequate storage and control of meftwater, requiring domed snow to be stored down slope of all waste of disturbance and burl of steno water treatment soucturM 4. A minimum 25 fact buffer Mall be maintained from perimeter controls such as IN fence. 5. Silt fence and other practices requiring earth disturbance must be Instaled Mead of frozen ground. B. Mulch used ror temporary stabilizsbon must be applied M double the standard rate, or a minimum of 3 inches with an 80-90% cover. 9. To ensure cover of disturbed soil in advance of a met went, areas of disturbed soil must be stabilized at the and of each work day, with the following exception.: N no preelphardw within 24 hours Is for am and work will resume In the same disturbed area within 24 hours, ditty mablllzation Is net necessary. • Disturbed areas that collect and retain runoff, such as house foundations or open Utility trenches 10, Prior t0 slablu&tim, snow or Ice must be removed to less than 1 'rich thickness. 11. Use stone to nablllze arms such as the perimeter of buildings under construction a where construction vehicle traffic Is anticipated. Store paths should be 10 to 20 feet wide to accommodate vehicular traffic. 10. Stabilize Soil at Final Grade Purpose: Stabilizing the site with seed and mulch br women control matting when ft reaches final grade Is the bee way to prevent erosion while conmmcthm continues. Requaemente: Within 48 hours offinal grading, the exposed soil must be seeded and mulched or covered with woaion control matting. How to bompII Bring the edit or sections of the site to final grade as soon as possiWe after constri llon is completed. This will reduce the need for additional sediment and erosion control measures and will reduce the total disturbed area. For seeding and mulching rates, follow the specific rtims under Rule 8, Stabilizing Exposed Soil. 11. Dewaering Activities Purpose: Treat water pumped from devastating activities so that t is clew when leaving the construction site. Requiramanta: Wmw from dewmering edividom that flows off of me construction site must be clear. Water must not be pumped into month sewers, lakes, or wetlands unless the water Is dew. How to comply: Using sock filters or sediment their calls on do wing discharge hoses or pipes, dlschwge water Into sift tents enclosures Installed In vegetated areas away from waterways. Remove sccumUlated sediment after the water has dispersed and stabilize the was with seed and mulch. 12.
