Re: Preliminary/Final Plat Staff Comments for Application #SD‐20‐20
Staff Comments were provided to the design team in advance of the July 7, 2020 Development Review
Board hearing. We have provided below, a summary of the comments and our project team’s proposed
responses for consideration.
1. Staff recommends the Board discuss with the applicant whether they have received approval for the
proposed project from the FAA. Staff considers as an expansion of an existing use, the impact of the project on
compliance with these criteria are likely limited.
The FAA construction permit is pending. A coordinate on the original FAA Crane Permit application
submitted on 12/3/19 was incorrect. The coordinate was corrected, and site drawings were
uploaded on 4/29/20. The FAA Crane Permit final determination, with the correct coordinates, was
approved on 3/16/20.
2. Staff recommends the Board discuss whether they consider additional pedestrian connectivity needed.
As the Staff Comments suggest, the design team provided the following response:
The driveway to the site is directly across from the City's sidewalk network but there is no stop sign,
and so for safety reasons, there is no crosswalk at the project entrance. The site does however
promote pedestrian access by means of the public transportation bus stop that is located at the
driveway entrance on Airport Drive. There are no worn paths or other evidence suggesting there is
a high pedestrian usage or need for additional pedestrian accessibility measures. The site has been
designed to maintain sufficient parking to accommodate all employees as well as those visiting the
facility.
3. Staff recommends the Board ask the applicant to demonstrate that the airport and FAA have approved the
proposed dumpster location, and if not, discuss with the applicant the possibility of relocating the
dumpster farther from the security fence to allow this standard to be more fully met.
We are not proposing to change the location of the existing dumpsters. We are only proposing
to formalize the dumpster area with a black vinyl chain link fence enclosure. We are awaiting
the airport’s formal response to their review of the dumpster location.
4. Staff notes much of the proposed grasses and perennials will be screened from view by the existing and
proposed trees along Airport Drive, and are located in an area neither accessible by or visible to users of the
site. Staff recommends the Board discuss whether the proposed $9,902 in perennials (including grasses) meet
the purpose of the landscaping standards more than the approved overall landscaping plan. If it does not, then
Staff recommends the Board require the applicant to provide landscaping pursuant to the approved overall
landscaping plan.

Wagner Hodgson is the Landscape Architect for both this project and the Burlington Airport
Master Plan. This allowed for a more coordinated design of the site relative to the property as
a whole. They have provided the attached Landscape Narrative to describe the design.
5. Staff has been unable to locate the proposed snow storage area(s) on the plan. Staff recommends the
Board ask the applicant to identify snow storage area(s).
Sheet C1.01 has been revised to show the snow stockpile areas along the west edges of the
parking lot and at the southwest corner of the lot, south of the ADA parking spaces.
6. Staff recommends the Board require the applicant to comply with comments 2 and 7 of the South
Burlington Water Department as conditions of approval.
Sheet C1.01 has been revised to specify the 8"x8" tee and valve assembly instead of a tapping
sleeve and valve. C5.01 has been revised to clarify that the hydrant thrust block is to be precast
concrete and all other fittings are to conform to CWD specifications.
7. The applicant has not demonstrated receipt of a preliminary water supply allocation. Staff recommends
the Board require such demonstration prior to closing the hearing.
8. Similarly, the applicant notes that the project has received a State wastewater system and potable water
supply permit, but has not demonstrated receipt of preliminary wastewater allocation. Staff recommends the
Board require such demonstration prior to closing the hearing.
9. Staff further recommends the Board require the applicant to obtain final water and waster allocation prior
to issuance of a zoning permit.
A document from the State permit files was recently submitted to Staff which shows the permitted
design flows from the original hangar project. The project was originally permitted for 420 gpd of
both water and wastewater flows. In order to obtain that permit, the City would have provided an
allocation for those design flows. Our project is proposing to operate within the 420 gpd water and
sewer allocation previously provided. Therefore, we did not request additional allocation for this
project. The Wastewater System and Potable Water Supply Permit that was issued for this project
(WW-4-2133-1) was also recently provided to Staff. It is our opinion that no additional allocation is
required for the design water and wastewater flows for this project.
10. Long‐term bicycle parking is required for buildings altering more than 50% of the structure, therefore two
long term bicycle parking spaces and one clothes locker are required. Based on the provided first floor plan,
long term bicycle parking requirements do not appear to be met. Staff recommends the Board require the
applicant to provide long‐term bicycle storage and locker meeting the requirements of 13.14. In lieu of meeting
these requirements within the building, Staff considers the applicant may propose long term bicycle storage for
this region of the airport PUD, meaning long term bicycle storage would be shared between adjoining buildings.
The First Floor Plan, Sheet A1.01 has been revised to show the dedicated space for new long-term
bike storage inside the reception area at the main building entrance
11. Staff notes the applicant must remove all signs from the plans, including callouts of sign locations. The
Board may not approve signs or sign locations as part of the current application, and Staff recommends the
Board include a condition to this effect.
The Building Elevations, Sheet A2.01, has been modified to remove any building sign
references.

The existing streetscape along Airport Drive where it fronts the Heritage Aviation property
contains over 25 mature trees, both deciduous and evergreen, but predominantly deciduous.
As part of the Burlington Airport Master Plan, a consistent streetscape is envisioned where
shade trees would run along the entire length of Airport Drive in a somewhat consistent
cadence, creating a unified visual identity to the Airport. Heritage Aviation, in order to fulfill its
landscape budget requirements, plans to install 7 shade trees along the streetscape contiguous
to their property. This will fill in the areas that are lacking trees at this time. As these begin to
take shape and fill those gaps, a natural barrier will be created, obscuring views onto the
property. In helping to further this overall vision set up by the Master Plan, these new trees will
also help to screen the parking lot and soften the scale of the building from the road.
Two of the existing planted parking islands are being maintained in their current condition with
very full mature shade trees already filling the space. Two additional islands will be constructed
and planted with shade trees, near the front of the building.
At the main entrance to the building (north side) an entry plaza has been created and is to be
constructed of exposed aggregate concrete. A generously sized planting bed separates and
masks the loading area from the entry plaza and contains a tree and shrubs. Another planting
bed has been added to the entry terrace along the west wall to add color and interest, while
drawing users of the site towards the entry. At the north face of the building runs a concrete
walk with a planting bed separating it from the drive aisle. A new generator and transformer
are located here and are screened by a series of shrub plantings along with ornamental grasses.
Along the west side of the addition a linear planting of ornamental grasses creates a strong
vertical accent as it runs the length of the building between the windows. In addition to
creating a vertical accent, the grasses will soften the building façade while leading users to the
employee plaza should they access it from the front of the building.
At the southwest corner of the addition is a permeable concrete paver Employee Terrace which
features a planting bed for color and texture as well as a shade tree. This area will contain a
number of picnic benches. A generous lawn area adjacent to the employee terrace is nestled
into the existing trees and further enhanced and protected by the addition of an informal
planting of birch trees. Protected from the road and a distance from the building, this area is
intended as an alternative to the terrace for mingling and grabbing a bite to eat.

This application, consisting of constructing an addition to the hangar facility previously approved by WW-
4-2133 so that the resulting facility is served by two sanitary service lines (one existing and one proposed) without pre-treatment, two sanitary service lines (one existing and one proposed) equipped with oil and water separators, and a proposed water main (with two water service lines) to accommodate aircraft and
ground support equipment maintenance programs for up to 25 employees and 19 patrons, located at 1130 Airport Drive, South Burlington, Vermont, is hereby approved under the requirements of the regulations named above subject to the following conditions. Any person aggrieved by this permit may appeal to the Environmental Court within 30 days of the date of issuance of this permit in accordance with 10 V.S.A. Chapter 220 and the Vermont Rules of Environmental Court Proceedings.
1. GENERAL
1.1 The permittee is responsible to record this permit in the South Burlington Land Records within 30 days of issuance of this permit and prior to the conveyance of any lot subject to the jurisdiction of this permit.
1.2 The permittee is responsible to record the design and installation certifications and other documents that are required to be filed under these Rules or under a permit condition in the South Burlington Land Records.
1.3 All conditions set forth in WW-4-2133, dated 06/29/2004, shall remain in effect except as amended or modified herein.
1.4 Each assign or successor in interest shall be shown a copy of the Wastewater System and Potable Water
Supply Permit and the stamped plan(s) prior to the conveyance of a lot.
1.5 By acceptance of this permit, the permittee agrees to allow representatives of the State of Vermont access to the property covered by the permit, at reasonable times, for the purpose of ascertaining compliance with the Vermont environmental and health statutes and regulations, and permit conditions.
1.6 This permit does not relieve the landowner from obtaining all other approvals and permits from other State Agencies or Departments, or local officials prior to construction.

2.2 Construction of wastewater systems or potable water supplies, or buildings or structures (as defined by
the Wastewater System and Potable Water Supply Rules), or campgrounds, not depicted on the stamped plans, or identified in this permit, is not allowed without prior approval by the Drinking Water and Groundwater Protection Division.
3. INSPECTIONS
3.1 No permit issued by the Secretary shall be valid for a substantially completed potable water supply and wastewater system until the Secretary receives a signed and dated certification from a qualified
Vermont Licensed Designer (or where allowed, the installer) on a Secretary-approved form that states:
“I hereby certify that, in the exercise of my reasonable professional judgment, the installation-related information submitted is true and correct and the potable water supply and wastewater system were
installed in accordance with the permitted design and all permit conditions, were inspected, were properly tested, and have successfully met those performance tests”
or which satisfies the requirements of §1-311 of the referenced rules.
4. DESIGN FLOW

5. WASTEWATER SYSTEM
5.1 This permit is based, in part, on a determination by the municipality that sufficient capacity exists in the wastewater treatment facility and associated sanitary sewer collection line to accommodate the design flow of this project. This permit does not imply the municipality will grant allocation to the building.
6. POTABLE WATER SUPPLY
6.1 This project is approved for connection to the water supply system owned by the Champlain Water
District as depicted on the plan(s) stamped by the Drinking Water and Groundwater Protection Division.
6.2 This permit is based, in part, on a determination by the municipality that sufficient capacity exists in
the municipal public water system to accommodate the design flow approved by this permit. This permit does not imply that the municipality will grant allocation for the building. The connection shall be completed in accordance with the conditions of the Public Water System Construction Permit PID#
C-3819-20.0 (for WSID #VT0005091), dated 04/02/2020, or any subsequent approvals for this system issued by the Drinking Water and Groundwater Protection Division.

6.3 The landowner shall install and maintain backflow prevention devices that conform to Vermont
Department of Public Safety standards and NFPA 13 for any connection of a sprinkler fire suppression system to a public drinking water system.
