Hi Marla,
As a follow up to the 1226 Dorset Street (Clubhouse Parcel) Staff Notes, I wanted to provide you with the following
information prior to DRB meeting tomorrow night:
Comment #1: The overall and building coverage computations on Sheet 2 are based off of the 4.39 acre parcel.
These computations should have been based off the overall 435.37 acre Vermont National Country Club Master
Plan which proposes 15% overall coverage (30% permitted) and 7% building coverage (15% permitted) per the
2013 Settlement Agreement. Therefore, the proposal will be well below the maximum overall and building
coverage requirements.
Comment #4: The project has received 2,718 GPD of Preliminary Wastewater Allocation from the City and the
State has issued the Wastewater System and Potable Water Supply Permit (see attached).
Comment #6: A split rail fence is currently proposed adjacent to the wetland buffer impacts to prevent
encroachment in this area. The split rail fence is depicted and called out on Sheet 3.
Comment #10: We didn’t see the attached Cedar Knolls Color Palette that was submitted as part of our Final
Application in the Staff Note document as an attachment. I attached the color palette information and wanted
to confirm the board will have this for the meeting.
Comment #17: As described in our Final Cover Letter, utility cabinet screening is provided with the Final Plan Set.
Please see Electric Pedestal Planting detail on Sheet L3.
Comment #21: The total landscaping cost is $82,385 per the attached Landscaping Opinion of Probable Cost
prepared by TK Landscape Architects (see attached). Per the Staff recommendation, the landscape budget
would be $39,355 (total landscape cost minus foundation plantings for Units 1‐7 ($11,270), minus foundation
plantings for Units 8‐11 ($9,880), minus Eight (8) Shademaster Honey Locust Street Trees ($6,480), minus
Twenty Two (22) Chanticleer Callery Pear Street Trees ($15,400) = $39,355). In addition, the cost estimate for
the street trees, and associated street tree bond, would be $21,880 (Eight (8) Shademaster Honey Locust Street
Trees ($6,480), plus Twenty Two (22) Chanticleer Callery Pear ($15,400)).

This application, consisting of removing development restrictions imposed by DE-4-2141 to create Lot 1
of 0.42± acres, Lot 2 of 0. 275± acres, Lot 3 of 0.275± acres, Lot 4 of 0.31± acres, Lot 5 of 0.37± acres,

1. GENERAL
1.1 The permittee is responsible to record this permit in the South Burlington Land Records within 30 days
of issuance of this permit and prior to the conveyance of any lot subject to the jurisdiction of this permit.
1.2 The permittee is responsible to record the design and installation certifications and other documents
that are required to be filed under these Rules or under a permit condition in the South Burlington Land
Records.
1.3 This permit shall supersede DE-4-2141 thereby rendering it null and void.
1.4 All conditions set forth in EC-4-1964, as revised, shall remain in effect except as amended or modified
herein.
1.5 Lot 12 is NOT approved for construction at this time. Any deed for this parcel shall contain the
following language until a permit has been obtained from the Drinking Water and Groundwater
Protection Division: “Notice of permit requirements. In order to comply with applicable state Rules
concerning potable water supplies and wastewater systems, a person shall not construct or erect any
structure or building on the lot of land described in this deed if the use or useful occupancy of that
structure or building will require the installation or connection to a potable water supply or wastewater
system, without first complying with the applicable rules and obtaining any required permit. Any person
who owns this property acknowledges that this lot may not be able to meet state standards for a potable
water supply or wastewater system and therefore this lot may not be able to be improved.”

1.6 Each assign or successor in interest shall be shown a copy of the Wastewater System and Potable Water
Supply Permit and the stamped plan(s) prior to the conveyance of a lot.
1.7 By acceptance of this permit, the permittee agrees to allow representatives of the State of Vermont
access to the property covered by the permit, at reasonable times, for the purpose of ascertaining
compliance with the Vermont environmental and health statutes and regulations, and permit conditions.
1.8 This permit does not relieve the landowner from obtaining all other approvals and permits from other
State Agencies or Departments, or local officials prior to construction.
2. CONSTRUCTION
2.1 Construction shall be completed as shown on the plans and/or documents prepared and/or submitted by
Daniel Heil P.E., with the stamped plans listed as follows:

2.2 Construction of wastewater systems or potable water supplies, or buildings or structures (as defined by
the Wastewater System and Potable Water Supply Rules), or campgrounds, not depicted on the stamped
plans, or identified in this permit, is not allowed without prior approval by the Drinking Water and
Groundwater Protection Division.
3. INSPECTIONS
3.1 No permit issued by the Secretary shall be valid for a substantially completed potable water supply and
wastewater system until the Secretary receives a signed and dated certification from a qualified
Vermont Licensed Designer (or where allowed, the installer) on a Secretary-approved form that states:
“I hereby certify that, in the exercise of my reasonable professional judgment, the installation -related
information submitted is true and correct and the potable water supply and wastewater system were
installed in accordance with the permitted design and all permit conditions, were inspected, were
properly tested, and have successfully met those performance tests”
or which satisfies the requirements of §1-311 of the referenced rules.
4. DESIGN FLOW

5. WASTEWATER SYSTEM
5.1 This permit is based, in part, on a determination by the municipality that sufficient capacity exists in
the wastewater treatment facility and associated sanitary sewer collection line to accommodate the
design flow of this project. This permit does not imply the municipality will grant allocation to the
building.
5.2 The wastewater systems identified on the plan(s) stamped by the Drinking Water and Groundwater
Protection Division serve various lots and entities. The land deeds that establish and transfer
ownership of Lots 1 through 12 shall contain a legal easement which grants the purchaser(s) and any
future owner(s) the right to enter upon the property for the construction, repair, maintenance and other
such reasonable purposes as may arise regarding the wastewater systems. Failure to properly execute
the easement renders this permit null and void for any lot conveyed without the proper easement. It is
recommended that a copy of the executed easement be sent to the Drinking Water and Groundwater
Protection Division.
6. POTABLE WATER SUPPLY
6.1 Lots 1 through 11 are approved for connection to the water supply system owned by the South
Burlington Water Department as depicted on the plan(s) stamped by the Drinking Water and
Groundwater Protection Division. The connections shall be completed in accordance with the
conditions of the Public Water System Construction Permit C-3816-20.0 for WSID #VT0005091,
dated 03/13/2020, or any subsequent approvals for this system issued by the Drinking Water and
Groundwater Protection Division.
6.2 This permit is based, in part, on a determination by the municipality that sufficient capacity exists in
the municipal public water system to accommodate the design flow approved by this permit. This
permit does not imply that the municipality will grant allocation for the building.
6.3 The water supply system which is to serve this project is located on various lands identified on the
plan(s) stamped by the Drinking Water and Groundwater Protection Division. The land deeds that
establish and transfer ownership of Lots 1 through 12 shall contain a legal easement which grants the
purchaser(s) and any future owner(s) the right to enter upon the property for the construction, repair,
maintenance and other such reasonable purposes as may arise regarding the water supply system.
Failure to properly execute the easement renders this permit null and void for any lot conveyed without
the proper easement. It is recommended that a copy of the executed easement be sent to the Drinking
Water and Groundwater Protection Division.
6.4 The landowner shall install and maintain backflow prevention devices that conform to Vermont
Department of Public Safety standards and NFPA 13 for any connection of a sprinkler fire suppression
system to a public drinking water system.
