HomeMy WebLinkAboutSP-95-0000 - Decision - 0015 Bartlett Bay Road (2)STATE OF VERMONT COUNTY OF CHITTENDEN CITY OF SOUTH BURLINGTON Re: Findings of Fact, application of City of South Burlington to construct a 7872 square foot greenhouse wastewater treatment facility and 240 square foot accessory structure at the site of the Bartlett Bay Treatment Facility, 15 Bartlett Bay Road. On the 21st of February, 1995, the South Burlington Planning Commission approved the request of City of South Burlington for site plan review under Section 26.10 of the South Burlington Zoning Regulations based on the following findings: 1. This project consists of the construction of a 7872 square foot greenhouse wastewater treatment facility and 240 square foot accessory structure on the site of an existing wastewater treatment facility (Bartlett Bay). 2. This property located at 15 Bartlett Bay Road lies within the Rl District. It is bounded on the east by the Central Vermont Railway r.o.w., on the south by Bartlett Bay Road, on the west by a single family residence, and on the north by undeveloped property. 3. Access/circulation: The existing access is via a 20 foot curb cut on Bartlett Bay Road. No changes proposed. Circulation is adequate. 4. Coverage/ setbacks: Building coverage is 8.2% (maximum allowed is 15%). Overall coverage is 27.2% (maximum allowed is 25%). Overall coverage is being exceeded so the applicant must obtain a variance from the ZBA. Front yard coverage is 21% (maximum allowed is 30%). Setback requirements are met. 5. Landscaping: The minimum landscaping requirement, based on building costs, is $13,780 which is not being met. The applicant sought a credit for the $13,585 landscaping shortfall. The plantings proposed include a cedar hedge along the easterly boundary. This site is well screened from surrounding properties so staff supported granting the landscaping credit. 6. Parking: There are no minimum parking standards for this type of facility in the zoning regulations. Six (6) parking spaces are being provided which staff felt was adequate given that the facility will have only two (2) employees. The plan should be revised to provide one (1) handicapped space. ioiiowing: --- two (2) building mounted 175 watt metal halide lights with downcasting and shielded fixtures. The note on the plan referring to "flood lights" should be changed since the lights proposed are not flood lights. 8. Dumpster: No dumpster proposed. DECISION & CONDITIONS Based on the above Findings of Fact, the South Burlington Planning Commission approves the application of City of South Burlington to construct a 7872 square foot greenhouse wastewater treatment facility and 240 square foot accessory structure at the site of the Bartlett Bay Treatment Facility, 15 Bartlett Bay Road, as depicted on a plan entitled "A Living Machine for South Burlington at Bartlett Bay" prepared by Living Technologies, dated January 10, 1995, last revised February 6, 1995, with the following stipulations: 1. Any previous approvals and stipulations affecting the subject property which are not superseded by this approval shall remain in effect. 2. The Planning Commission grants a landscaping credit of $13,585 for existing trees. The site is well screened from surrounding properties so additional landscaping is not warranted beyond the proposed cedar hedge. 3. Any new exterior lighting or change in existing lighting shall consists of downcasting shielded fixtures so as not to cast light beyond the property line. Any change in lighting shall be approved by the City Planner prior to installation. 4. The plan shall be revised prior to issuance of a zoning permit to show the changes listed below and shall require approval of the City Planner. Three (3) copies of the approved revised site plan shall be submitted to the City Planner prior to permit issuance. a) The site plan shall be revised to: 1) show one (1) handicapped space and, 2) revise the note referring to "flood lights" since the lights proposed are not flood lights. 5. The applicant shall obtain a zoning permit within six (6) months or this approval is null and void. 6. The applicant shall obtain a Certificate of Occupancy/Compliance from the Administrative Officer prior to use 7.
