Hi Marla,
We have put our heads together to get responses to you re Lot 4A&B staff notes.
Regarding the notes on 4A and related applications we offer the following information and attachements;
1) Coverage, CEA has verified our coverage is 14.97%.
2) We are agreed re conditions of approval as outlined regarding erosion control.
3) We are agreed re conditions of approval regarding allocations for water and wastewater as outlined.
4) Re Fire Chief comments, turning template attached demonstrating a pump trucks travel route and lot access,
that illustrates a working pattern. Apologies for not getting this into the packet to start with. Re hydrants
location, the Master Plan and DRB previously approved two hydrants to be located directly across from each
building, which are installed. The water main is where the hydrants are located. The NFPA standard requiring
100’ connection distance can and will be met for each building. Further, the TND model with it’s street grid
providing multiple means of egress through the neighborhood, allows the department to occupy the full road in
the instance of needing to fight a fire at either of the Aiken St buildings. Please reference attachments on street
grid, truck turning.
5) Translucence: South Wall is 22% glazing. Efficiency VT recommend 20% or less for optimal performance for
which we seek attainnig, see email attached from EFF VT re Energy.
6) Building Facades; discussion item; All historical comment from DRB and Staff have recommended to us that
multifamily buildings maintain the same façade when located side by each to have a more harmonious interface
with each other and the surrounding buildings. The unifying same‐ness is easier on the eye, that if the massing
of the two buildings were varied. Same color schemes are intended and likewise, we have received historical
input from DRB and Staff that this is preferable. The buildings themselves have varied planes, separated by
different finish materials, clapboard, shakes and stone provide distinction of elements. Balconies and extensive
glazing also provide architectural interest. These designs when presented originally received architectural
review from the then existing architectural review committee, considered mandatory at the time of the first
review. These buildings are different from other 12 plex on site which are two story walk ups. These buildings
are designed to achieve density on the lot size available, and offer a new type of unit not currently offered,
three story flats, four to a floor, each a corner unit with a center corridor and entry to an elevator service
provide stairless access to units on all floors for stairs free living.
7) Relationship of Proposed Structures to the Site; Discussion Item for meeting discussion. Previously approved and
was the ‘initial’ standard’ for SV multi‐family & needed to attain desired density.
8) Fence Detail: Fortress FE‐26 Iron Railing, cut sheet attached.
9) Transformer screening; Agreed. Revised plans attached include the transformer screening.
10) Agreed. Revised Plans and Budget attached. The landscaper design firm calculated the budget on the two
buildings as one project, hence the differential. The attached revised plantings plans and budget are adjusted to
meet the requirement for each building individually.

11) Stormwater: addressed in separate communication from Dave Marshall of CEA to Marla (email is attached)
12) Curb cuts; no idea, inherited these, primarily placeholders, new curbing will be installed.
13) Curb radii: Discussion, was designed for ease of fire truck access, modified curb radii plan is attached.
14) Lighting cutsheets were provided on L‐103 of the landscape drawings.

Hello Robin, please see email trail. Steve said that it was ok to give this email to staff and the board. Using the Vermont
Residential Building Energy Code Handbook, Appendix C Guidelines for Calculations subsection C.3 How to Calculate the
Glazing Percentage the percentage of translucent glass on the South side of the building is 22%. Because this would put
us over the high performance standard I called Steve and he said that a few percentage points over wouldn’t preclude us
from meeting the guideline because it is a relatively small amount of glass.

Hi Patrick,
Good to hear from you. As a starting place our High Performance Multifamily New Construction program includes a cap
on the percent of window glazing. Specifically, to meet our program requirements the window‐to‐wall area ratio should
be 20% or less. There are several reasons for this is:
In our heating‐dominated climate zone and considering the number of sunny hours we experience in winter,
insulated wall cavities will measurably outperform passive heating from south‐sided windows every time.
If air conditioning will be included in the building, having more glazing on the south side will increase solar gain
thereby increasing cooling loads during summer and ultimately electrical utility bills as well.

We are in receipt of the operational stormwater comments associated with the two proposed
multi‐family buildings located along Aiken Street within the master planned South Village
community. We have inserted your narrative below (sorry for the formatting) and have
inserted our comments in bold font for context.
1.This project is located in the Bartlett Brook watershed. This watershed is listed as stormwat
er impaired by the State of Vermont Department of Environmental Conservation (DEC). Ackn
owledged.
2. As the project proposes to create more than one‐
half acre of impervious surface, the project is subject to the requirements of section 12.03 of t
he LDRs. Acknowledged.
3. According to the 2017 VSMM, grass channels are not identified as an acceptable
practice for meeting WQTS. Are the treatment ponds fully constructed at this
time? Yes Are they constructed to the 2017 standards? No. The overarching issue for this
project is to recognize that the proposed buildings on Lots 4A & 4B are part of the original
Phase I infrastructure approval from the City. The construction of these two buildings
represents one of the last lots to be built out in conformance with the Phase I approvals
from the City. In fact, these lots and these buildings, were previously approved twice by the
City. The previously submitted stormwater modeling (sent April 8th) and State Operational
Stormwater for the project identify this portion of Lot 4 and its associated impervious
surfaces as being a component of the planning, design and permitting of this portion of
South Village. The previously submitted Hydrology plan is attached for reference. Applying
the concept that lots covered under an existing State Stormwater Permit would need to be
upgraded to reflect the latest changes in the Stormwater rules would require that the
existing stormwater ponds be reconstructed into Gravel wetlands. This is not a practical
application of stormwater management for a master planned community being built out
over

time. The applicant is requested to provide further clarification regarding the previously per
mitted treatment
practices. The forebay sizing provides the pretreatment requirements for these ponds..
Is the grass channel installed? No Please provide an updated Hydrology Plan. This was
previously provided and is attached. The development of Lots 4A and 4B are consistent with
the original master plan approval from the City, and where integrated into the original
stormwater hydrology program approved by the City and the State of Vermont. The
proposed Lot 4A and 4B building Site Plans and stormwater management were previously
approved by the City (they have since lapsed) and we are now seeking an approval for the
same site layout.
4. It is requested that the Board include a condition requiring the regular
maintenance of all stormwater treatment and conveyance infrastructure. This is acceptable.
5.The applicant is asked to provide clarification on the elevation of the Recreation Path at the
location of the discharge pipe for CB#1 (invert 362.2’). Will the path be impacted by the discha
rge of the pipe? The original plans called for a swale to be installed along the edge of the
recreation path. The applicant would like to change this into a berm to divert surface flows
from Both Lots 4A and 4B but also the other overland flow draining toward the path
surface. All of these flows would be introduced into the forebay of the upper pond. The
limits of this swale is shown on the attached sketch “Berm‐swale installation.pdf”. The
character of the originally conceived swale along the path is shown on the attached Sheet
C1.0 and within the “SW‐1 Proposed hydrology.pdf”
6.
Based on limited contour information and elevations given on C2.0, it appears that it will flood
the path. Without the installation of a swale or a berm, stormwater will flow over the
path. The placement of a berm on the east (high) side of the recreation path, which is
easier to maintain than a swale, will provide for the necessary protection of the path from
surface water.
6. The applicant is requested to provide further detail regarding the outlet of any
possible parking garage drainage/ sumps and roof drainage. There will not be any drains in
the garage.
7. Has the applicant completed a downstream analysis for the 25‐
year storm event in accordance with §12.03.E(3) of the City’s Land Development Regulations?
The stormwater management facility approved by the State was designed to mitigate the
100 year storm event. The existing infrastructure under South Jefferson Road, a 24” HPDE
Pipe, which was previously approved by the City, is in place. It is the past practice of the City
to apply this standard only to new infrastructure, not existing infrastructure.
