CITY OF SOUTH BURLINGTON
Re: Findings of Fact, application of City of South Burlington to
expand the flow capacity of the Bartlett Bay Wastewater Treatment
Facility from 800,000 GPD to 1,250,000 GPD. This expansion will
include new tanks, building and outfall and renovation of existing
tanks and buildings, 15 Bartlett Bay Road.
On the 16th day of December, 1997, the South Burlington Planning
Commission approved the request of City of South Burlington for
site plan review under Section 26.10 of the South Burlington zoning
Regulations based on the following findings:
1. This project consists of expanding the flow capacity of the
Bartlett Bay Wastewater Treatment Facility from 800,000 GPD to
1,250,000 GPD. This expansion will include new tanks, buildings
and outfall and renovation of existing tanks and buildings. This
property was last reviewed by the Commission on 2/21/95 -
2. This property located at 15 Bartlett Bay Road lies within the
Municipal District. It is bounded on the east by the Central
Vermont Railway r.o.w., on the south by Bartlett Bay Road, on the
west by a single family residence, and on the north by undeveloped
property.
3. Access/circulation: The existing access is via a 20 foot curb
cut on Bartlett Bay Road. No changes proposed.
Circulation is adequate.
4. Coverage/setbacks: Building coverage is 10.2% (maximum allowed
is 30%). overall coverage is 35.7% (maximum allowed is 70%).
Front yard coverage is 21% (maximum allowed is 30%).
Setback requirements are met.
5. Landscaping: The minimum landscaping requirement, based on
building costs, is $12,000 which is not being met. The applicant
sought a credit for the $11,520 shortfall. Proposed landscaping
includes six (6) Arborvitae shrubs. Staff recommended granting the
credit due to the extensive amount of trees located at the
southwesterly portion of the site.

DECISION & CONDITIONS
Based on the above Findings of Fact, South Burlington Planning
Commission approves the site plan application of City of South
Burlington to expand the flow capacity of the Bartlett Bay
Wastewater Treatment Facility from 800,000 GPD to 1,250,000 GPD.
This expansion will include new tanks, building and outfall and
renovation of existing tanks and buildings, 15 Bartlett Bay Road,
as depicted on a plan entitled, "City of South Burlington,
Vermont Bartlett Bay Wasetwater Treatment Facility," prepared by
Hoyle, Tanner & Associates, Inc., dated November. 1997, with the
following stipulations:
1) All previous approvals and stipulations which are not
superseded by this approval shall remain in effect.
2) The plan shall be revised to show the changes below and shall
require approval of the City Planner. Three (3) copies of the
approved revised plan shall be submitted to the City Planner
prior to permit issuance.

of the existing gate to a minimum of 20 feet.
3) Any new exterior lighting shall consist of downcasting
shielded fixtures. Any change to approved lights shall require
approval of the City Planner prior to installation.
4) Pursuant to Section 26.105(a) of the zoning regulations, the
Planning Commission grants a landscaping credit of $11,520 for
existing trees on the site.
5) The applicant shall obtain a zoning permit within six (6)
months pursuant to Section 27.302 of the zoning regulations or
this approval is null and void.
6) The applicant shall obtain a Certificate of
Occupancy/Compliance from the Administrative Officer prior to the
use of the expanded plant.
