HomeMy WebLinkAboutMinutes - Board of Civil Authority - 02/12/2020BOARD OF CIVIL AUTHORITY 12 FEBRUARY 2020 The South Burlington Board of Civil Authority held a meeting on Wednesday, 12 February 2020, at 6:00 p.m., in the Conference Room, City Hall, 575 Dorset Street. Members Present: C. Shaw, Chair; D. Kinville, P. Taylor, H. Riehle, T. Barritt, B. Gross, A. Gross, S. Hutchins, R. Nowak Also Present: No other persons were present. 1. Agenda Review: Additions, deletions, or changes in the order of Agenda items: No changes were made to the agenda. 2. Review evacuation plans in case of an emergency. Mr. Shaw reviewed emergency plans. 3. Comments and questions from the public not related to the agenda: No comments or questions were presented. 4. Approve Minutes from 18 December 2019: Mr. Gross moved to approve the Minutes of 18 December 2019 as written. Mrs. Gross seconded. Motion passed 9-0. 5. Approve Presiding Officers and Election Officials for March 3rd Election: Mr. Taylor moved to approve the Presiding Officers and assistant election officials for the March 3rd election as presented. Ms. Riehle seconded. Motion passed 9-0. 6. Approve List of Voters Removed from Checklist since last Election: Ms. Kinville explained how voters are removed from the Checklist including voters who may now be deceased, voters who have moved, those whom were challenged and replied to the mailings. She also noted that 581 people transferred from South Burlington to register elsewhere in the state since the last election. In that same time, 1,200 new voters have been registered in South Burlington. Ms. Riehle moved to approve the list of voters removed from the Checklist since the last election as presented. Mr. Nowak seconded. Motion passed 9-0. 7. Election Training: Ms. Kinville explained that there will be 3 ballots: Democratic Primary, Republican Primary and Local. Voters must declare whether they want a Democratic or Republican Primary ballot and this must be recorded on the checklist. BOARD OF CIVIL AUTHORITY 12 FEBRUARY 2020 PAGE 2 When tallying the Federal ballots, all write-ins must be accounted for. “Phony” write-ins such as Mickey Mouse may be tallied together as spoiled. On the local ballots, write-ins do not need to be tallied if the total write-ins don’t equal or exceed the number of votes for the person who received the most votes. The “touch and vote” system will be available for only the Presidential ballots. Provisional ballots are for the Presidential Primary only and are for people who are not entitled to vote. Ms. Kinville showed the notebook in which anything that happens during the day (“incidents”) can be recorded. Ms. Kinville also noted that 17 year-olds who will turn 18 before the November election will be allowed to vote in the Presidential Primary but not in the local election. There will be a separate check-list for those voters. Challenged voters must show an ID with the correct address to prove that they are residents. They will not be on the checklist at the front desk. At the end of the process, tally sheets must be completely filled in. The public is allowed to view the tallying process. 8. Review and discuss Signage at the Polls: Ms. Kinville reviewed the history of signage incidents. She then reviewed some of the basic rules as follows: Unattended signs cannot be left at the doors to the schools. Campaign literature cannot be left in polling booths. No one who is campaigning can be inside the school except to get a cup of coffee or use the rest room. No political messages can be drawn on sidewalks in chalk or painted onto a snowbank. BOARD OF CIVIL AUTHORITY 12 FEBRUARY 2020 PAGE 3 Ms. Kinville noted that in the past schools have had TVs running for school-related things in their lobbies. They have been asked not to do this. The board decided that Plans/posters/materials related to the proposed new schools cannot be placed in the lobbies. Exit pollsters must be outside the school. 9. Discuss of security of tabulators: Ms. Kinville explained that the tabulators will read only what is on the ballot. They are not connected to any Internet site. She also explained how the machines are maintained and tested. 10. Testing of Tabulating Machines: Ms. Kinville advised that if the seal on a machine breaks during the course of the day, a new seal should be affixed and signed for by 2 persons. All tabulating machines were then tested and found to be in working order. As there was no further business to come before the Board, Ms. Riehle moved to adjourn. Mr. Taylor seconded.
