HomeMy WebLinkAboutAgenda 07_MS-20-01_1200 Airport Dr_Burlington Intl Airport_landscaping 575 Dorset Street South Burlington, VT 05403 tel 802.846.4106 fax 802.846.4101 www.sburl.com               TO:    South Burlington Development Review Board  FROM:    Marla Keene, Development Review Planner  SUBJECT:   MS‐20‐01 1200 Airport Drive Miscellaneous Application  DATE:     June 2, 2020 Development Review Board meeting    Burlington International Airport, hereinafter referred to as the applicant, has applied to establish an overall  landscaping plan for an approved airport complex, 1200 Airport Drive.    CONTEXT  The Board held its initial hearing on May 5, 2020.  At the May 5, 2020 hearing, the Board indicated there were  topics that needed additional attention.  The applicant submitted revised materials on May 8, 2020.  A  summary of each of outstanding topics is as follows.  Items for the Board’s attention are indicated in red.      Staff refers the Board to the packets from May 5, 2020 for a full review of submitted materials. Staff has  excluded from this memo criterion for which in their opinion the Board has concluded their discussion.    COMMENTS    At the previous hearing, Staff noted the following purposes of the overall landscaping plan.  1. Foster a sense of community through high quality landscape design in the Chamberlin neighborhood  2. Define the general location and flavor of landscaping and hardscape materials that will be installed over  time through the use of required minimum landscaping budget  3. Establish a general plant and material palette, with recognition and flexibility for the fact that the science  of plant selection or site‐specific needs and conditions may change over time  4. Define sequencing of the proposed improvements  In order to achieve these purposes, Staff considers the Board’s decision should establish the following conditions:  a. Any required landscaping located outside the immediate area of future projects be consistent with this  overall landscaping plan,   b. The improvements shall be constructed in the order described by the applicant, with the entrance  features first, then the streetscape, then the recreation path, each proceeding from south to north.    #MS‐20‐01  2 c. The applicant shall be responsible for tracking both expended budget and progress on the plan, and this  information shall be submitted for the approval of the administrative officer at the time of zoning permit  application for individual projects.    Staff recommends the Board discuss whether these are appropriate conditions to establish with this decision, and  enumerate any other conditions they consider appropriate for inclusion.    Specific outstanding topics from the May 5, 2020 hearing follow.   Stormwater BMP at the northwest corner of Airport Drive and Airport Road:  Staff recommends the Board  ask the airport to include in their plan a general concept of landscaping they may wish to include around  the BMP, and supports the Board’s inclusion of this landscaping towards the overall landscaping plan.   Crossing of tributary to Centennial Brook:  Staff recommends the Board ask the applicant whether they  have performed any evaluation of the potential cost and required features to effect the crossing.  Staff  feels the proposed connection to the existing city trail and natural area would be a significant community  benefit and supports credit for this connection, but is concerned that if proper attention, including cost  estimating, is not paid to this crossing now, it will not be constructed in the future.   Meeting with Bike & Ped and Rec & Parks Committees:  Staff presented the applicant’s design to these  committees at a joint meeting on May 11, 2020.  Based on the draft minutes of that meeting, no issues  were raised.   Budget:  The applicant estimates the cost of the total proposed improvements in today’s dollars is  $1,347,500.  They estimate the project will span approximately 10 years.  Staff notes the applicant has  assumed an inflation rate of 10%.  Staff considers that based on historic data for the last 10 years, a more  reasonable  inflation  rate  is  2%  per  year,  resulting  in  a  total cost  at  year  10  of  $1,642,500.   Staff  recommends the Board discuss whether the provided lump sum cost meets the Board’s request of  providing cost data in order to better evaluate phasing.   Property ownership:  At the previous hearing, the Board requested the applicant update the plans to  show property ownership, including different demarcation for airport owned lands, city owned lands, and  privately owned lands.  The applicant has not done so.  Staff recommends the Board discuss whether this  is important information prior to issuing a decision or whether this requirement can be incorporated as a  condition of approval.  RECOMMENDATION  Staff recommends that the Board work with the applicant to address the issues identified herein.    Respectfully submitted,    Marla Keene, Development Review Planner    7 M a r b l e A v e n u e B u r l i n g t o n , V T 05401 T802.864.0010 F802.864.6267 www.wagnerhodgson.com COST ESTIMATE To: Marla Keene, PE, Development Review Planner Date: 05.08.2020 From: Carolyn Orben Cc: Larry Lackey, Director of Engineering & Environmental Compliance Re: BTV Landscape Master Plan Budget Below please find our completed Preliminary Cost Estimate for the BTV Overall Landscape Master Plan Sub Total: $1,225,000 10% contingency: $122,500 $1,347,500 10% inflation: $134,750 Total: $1,482,250 Please note that the 10% for inflation is merely a guess. It is very difficult to estimate a project which might span 10 years. However, the Board requested it, so I have been as accurate as possible at this point in the process. Due to various FAA Regulations and Airport Procedural restraints, City mandated Landscape budgets for future building projects are, in many instances, forced to be spent in areas other than the specific project site. The concept behind the proposed Master Plan is to use landscape funds in the most constructive and visually asesthetic manner by giving the Airport Campus a sense of identity and creating a Gateway into and through the Airport Property. This Passage onto the Airport site is intended to capture the fl vor and essence of Vermont and its iconic landscape. Therefore, rather than try to place a multitude of plantings in a haphazard fash- ion throughout campus, it is the intent of this document to create a unified st eetscape along the main corridor of the airport, namely along Airport Drive. This will be achieved through the careful and artistic placement of several cohesive elements: Street Trees, orna- mental fencing, and a variety of other native plant materials. Included in this scheme is the enhancement of key locations along that corridor: A. The intersection of US Route 2 and Airport Drive, B. A gateway flanking both sides of Airport Drive where it intersects Airport Road, and C. The main entry to the airport, along with the more northerly located entrances and exits. In addition to the proposed planting of native trees, shrubs and ornamental grasses, native stone walls, signage and scultpure by local artists is envisioned. The other area of concentration will be the west side of Airport Drive where a Recreation Path has been pro- posed as a way to create connectivity to and with existing City walkways, Recreation Paths, and Trails, so that the community can have better access for walking, running, and biking. This serves to open up Airport property to the neighborhood and community while creating an enhanced experience through a park-like environment.
