Re: Findings of Fact, application of Grossman's for expansion of
an existing parking lot, 5 Bartlett Bay Road.
On the 15th of September, 1992 the South Burlington Planning
Commission approved the request of Grossman's for site plan
review under Section 19.10 of the South Burlington Zoning
Regulations based on the following
findings:
1. This proposal consists of expanding the parking lot along the
westerly boundary. This expanded parking area will encroach up to
nine (9) feet into a CO zone. The applicant received a variance
from the Zoning Board of Adjustment on September 14, 1992 to allow
this encroachment.
2. This property at 5 Bartlett Bay Road is located within the C2
District. It is bounded on the east by Jiffy Lube, G.E. Supply and
Town & Country Furniture, on the north by Goss Dodge, on the west
by the Vermont Railway railroad tracks and on the south by Bartlett
Bay Road.
3. Access/circulation: Access is provided via one (1) 36 foot
curb cut on Bartlett Bay Road. This proposal will not affect this
access.
Circulation is adequate.
4. Coverage/setbacks: Building coverage is 18.5% (maximum allowed
is 30%). Overall coverage is 61% (maximum allowed is 70%). Front
yard coverage is currently 42.4% (maximum allowed is 30%). This
proposal will not change this coverage.
5. Landscaping: There is no minimum landscaping requirement
because the building is not being expanded. This expanded parking
area will result in the loss of some landscaping along the westerly
boundary. The applicant has proposed to offset this loss by adding
new plantings along the front of the property. The new plantings
will include eight (8) Junipers and one (1) Arborvitae. Staff
supports placing the new plantings along the front instead of the
west side.
6. Parking: The site currently has 77 parking spaces. The
parking lot will be expanded by 27 spaces for a total of 104 spaces
including five (5) handicapped spaces. Under current parking
standards this site requires 167 parking spaces. The addition of
27 spaces will bring the site closer to compliance. Some of the
spaces easterly of the entrance are used for storage of building
materials. Making these spaces available for customer parking
would improve the parking situation.
7. C.O. Zone: A portion of the expanded parking area will
encroach into a 50 foot C.O. zone created by a minor stream located
on the adjacent property to the west. The applicant appeared
before the Zoning Board of Adjustment on September 14th and was
granted a variance. Members of the Natural Resources Committee
visited the site and suggested changes to the drainage design.
8. Lighting: Two (2) new wall mounted 150 watt high pressure
sodium lights will be attached to the west side of the building to
light the new parking area.
DECISION & CONDITIONS
Based on the above Findings of Fact, the South Burlington Planning
Commission approves the site plan application of Grossman's for
expansion of an existing parking lot as depicted on a plan entitled
"Grossman's Parking Expansion - Site Plan", prepared by Pinkham
Engineering Associates, and dated 8/12/92, with the following
stipulations:
1. The applicant shall post a $430, 3-year landscaping bond prior
to start of construction.
2. The parking spaces shown on the above referenced plan shall be
used only for the parking of customer, employee and company
vehicles. The spaces shall not be used for the storage of
merchandise or other items.
3. All lighting shall downcasting, shielded luminaires and shall
not cast light beyond the property line.
4. The plan shall be revised prior to start of construction to
show additional storm water treatment improvements around the
existing catch basin as described during the public hearing.
5. A zoning/building permit, if needed, shall be obtained within
6 months or this approval is null and vo' If a permit is not
required, construction shall commenc ; w thin 12 months or this
approval is null and void.
