Dear Mr. Ward:
The purpose of this letter is to present a plan on behalf of
Victoria Curtis for reducing the amount of noise which travels
from her property to neighboring properties, as required by the
Zoning Board at its hearing on October 28, 1991. I'm enclosing
with this letter, and making part of the proposal, a sketch of
the Curtis property, showing the locations in which she plans to
provide sound reducing elements.
Before explaining the specific steps which Mrs. Curtis proposes
to take, I should comment that during the months between November
and March, when almost everyone has windows closed because of the
cold weather, the children who are given day care by Mrs. Curtis
are allowed to play outside only on about eight days all
together. During the months of April through June and September
and October, because the outside schedule is split into two
groups, the largest number of children outside at any one time is
limited to five at the most. The only time the majority of the
children are outside at once is during the months of July and
August, when they may very well be playing either at the inground
pool or in the smaller pools.
What Mrs. Curtis plans to do is to extend the wooden fence which
currently exists along the line between the Curtis property and
the Blaine property, along the rest of the boundary between the
Curtis property and adjacent owners. In addition to extending
that fence, she plans to plant and maintain bushes along the
borders of the property according to the advice of a landscaper
whom she will hire next spring and ask specifically about

plantings which will help to eliminate as much as possible of the
sound transference between her property and the neighbors.

I am a registered daycare provider (see enclosed photocopies). I
was last inspected as recently as June 17, 1991 (see enclosed
photocopy). I day care 3 to 4 pre-school children and 2 school
children. I personally have 7 children of my own and 10 grand-
children (2 grandchildren live with me and my husband).
Recently 2 other grandchildren come in the morning while their
mother (my daughter-in-law) attends my loth and newest grandchild
born recently at the Medical Center and is in the special Neo
Natal Unit weighing only 2 lbs 14 ounces and needs special care.
As a reference to my child caring, get in touch with Judge Jerome
J. Niedermeier, Federal Building, Burlington, 951-6308. I have
been a child care provider to his daughter, Tara, for the past
five years.

We regret that we are unable to be present for your hearing
this evening, but we must be at South Burlington High School for a
commitment with one of our children. We would like very much to
speak in strong support of Victoria Curtis' application to operate
a small day care center in her home on Barrett Street. Since we
are unable to be present, we hope you will seriously consider our
written comments.
The need for high quality child care is an urgent one in our
society. On a national level, the majority of parents with young
children work full-time, and the supply of high quality care
available for these children certainly does not meet the demand.
This national reality is also true of our local South Burlington
community. The availability of individuals who will provide very
competent, nurturing care to young children is extremely limited.
We know, because we spent several months looking for someone in
whom we would have the confidence to care for our 9-month old
daughter, Tara. Therefore, we were delighted when we met Vicky
Curtis.
In the fall of 1986, Vicky began caring for our young daughter
on a full-time basis. She continued to do so, with utmost
dedication, reliability, and excellence, over the course of the
next five years. At all times, Vicky provided Tara with close
supervision. Moreover, she provided stimulating educational
experiences, tailored to our daughter's developmental level. Play
was also an important part of the daily routine. Vicky and her
husband built a safe, fenced -in play area in a section of their
back yard, and the collection of toys inside the house was a pre-
schooler's delight. But what made Vicky stand apart from other
caregivers who had watched our older children was the kind, loving
manner with which she cared for Tara. She truly became a second
mother, hugging, gently disciplining, discussing, reading, wiping
tears, and fulfilling all of the hundreds of functions which
parents must provide. We could not have asked for, nor could we
have found, a better day care experience for our daughter --
literally until the day she began first grade.
During the five years in which Tara was with Vicky, we never
witnessed any type of activity which would disturb the residential
neighborhood of Barrett Street. On the contrary, the children for
whom Vicky cared remained within the confines of her house or her
fenced -in, very private backyard. In good weather, two or three
youngsters would sometimes ride their bicycles on the sidewalk,
closely supervised by Vicky's sister, Dottie; that, certainly, is
not a bothersome or unusual activity in a neighborhood, like
Barrett Street, which is populated by a large number of families
with children. Nor did we witness any traffic congestion created
by the drop-off or pick-up process; instead, parents tended to
arrive and leave at staggered times. In other words, we saw little
which would indicate that Vicky's home was anything other than a
residence, or which would indicate any disruption to her neighbors.
We certainly would not object to a similar arrangement in our own
neighborhood; on the contrary, we would have welcomed the
convenience of excellent child care in close proximity.
In summary, then, we strongly urge your favorable
consideration of Vicky Curtis' application to operate a small child
care center in her home. What she proposes is an extremely
valuable service, of very limited size. Our local parents and
their children urgently need the kind of warm, loving, and
wonderfully capable care which Vicky continually gives. The
likelihood of disruption to the Barrett Street neighborhood is
almost non-existent. We would hope that the people of Barrett
Street would view Vicky's project as an asset to a neighborhood
peopled by numbers of families with small children.
