Monday, January 6, 2020
Members Present: Larry Kupferman (Interim Chair), Mike Simoneau (Vice Chair Recreation & Parks
Committee, Linda Chiasson, Maggie Leugers (City Advisor), Kate Lukas, Muriel More, Molly Bezio
Members Absent: Betty Milizia
City Staff Present: Holly Rees
1. Safety Procedures:
Maggie directed the group to exit through administration offices to back parking lot of building
2. Appointed Clerk:
Molly Bezio
3. Adopt Agenda:
Modification to exclude update on Wheeler Homestead Wetlands and Upgrades to Farrell Dog Park
as Justin was unable to make meeting. Helen Reilly and Megan Emery of City Council are also
interested in update on wetlands delineation. DPC decided to reschedule to have another meeting
to discuss wetlands delineation with Justin on Monday, January 13, 2020 at 6:30 PM as first option or
Wednesday, January 15, 2020 at 5:00 PM as second option (tentatively). Larry will confirm that
timing will work with Justin. Amended agenda adopted.
4. Minutes:
Linda no longer represents the Natural Resource Committee and Betty no represents the Open
Space Committee.
Approved November 5, 2019 meeting minutes after changes noted above.
5. Capital Improvement Plan (CIP) Finalized (Holly)
a) FY20 - $35K
b) FY21 - $50K for work to completed at Wheeler and Farrell
c) FY22 Earmark - $25K
d) FY23 Earmark - $10K
e) A review will need to be conducted again next year to ensure that the amount we have
earmarked in CIP for the future is still appropriate.
f) Holly provided update that a portion of the Dog registration fees will now be going into a special
account for development of the Dog Parks.
6. Future Agenda Items:
a) Plan for design and construction phases of Wheeler Dog Park
b) Implementation of fundraising strategies
c) Future site planning
d) On-Going Evaluation Plan
e) Continue Public Forums
7. Meeting Schedule:
a) Monday, January 13, 2020 at 6:30 PM OR Wednesday, January 15, 2020 at 5:00 PM (tentative)
b) Monday, February 3, 2020 – 6-7:30 PM
