The South Burlington Board of Civil Authority held a meeting on Thursday, 30 May 2019, at
6:00 p.m., in the Conference Room, City Hall, 575 Dorset Street
MEMBERS PRESENT: C. Shaw,Chair; D. Kinville, M. Mahoney, T. Barritt, H. Riehle, T. Chittenden,
P. Taylor, Sen. M. Sirotkin, B. Davis, M. Emery, L. Vera
ALSO PRESENT: M. Lyons
1. Instructions on exiting building in case of emergency:
Ms. Kinville provided emergency exiting instructions.
2. Agenda Review: Additions, deletions or changes in order of agenda items:
No changes were made to the agenda.
3. Comments & Questions from the public not related to Agenda items:
No issues were raised.
4. Moment of Silence for Patrick Benner, Sr.
Members observed a moment of silence in memory of Patrick Benner, Sr.
5. Election of Vice Chair:
Mr. Shaw opened the floor for nominations for Vice Chair.
Mr. Chittenden nominated Mr. Taylor. Mr. Mahoney seconded.
There were no further nominations, and Mr. Taylor was elected unanimously.
6. Minutes of 20 February 2019:
Mr. Barritt moved to approve the Minutes of 20 February 2019 as written. Ms. Riehle
seconded. Motion passed unanimously.

7. Review of process for requesting new JP’s due to vacancy:
Ms. Kinville said that usually the political party will present a nomination to the Governor.
There are now two spots to fill. Mr. Taylor said Laura Benner is working on names. Ms. Riehle
said there needs to be public outreach to educated people before the next election.
Mr. Shaw noted the traditional Republic/Democrat split and asked about the Progressive Party
which is becoming a factor in the city. Ms. Kinville said that would depend on whether they are
a “major party” based on the number of votes they got in the last election. She said there is a
year to think about this as the caucuses will be next summer.
8. Authorize City Clerk to perform bi-annual challenging of voters:
Ms. Kinville explained the process. She asked how far back she should start the process.
Members agreed on the presidential election of 2016. There are 2,309 people who registered
to vote on or before 31 December 2016 and did not vote in the 2016 presidential election or
since.
Ms. Emery moved to authorize the City Clerk to perform the bi-annual challenge of voters for
those who were registered but did not vote in the 2016 presidential election or since. Ms.
Riehle seconded. Motion passed unanimously.
9. Review of possible future meetings in 2019:
Ms. Kinville said that anyone who grieves the reappraisal of their property can come to the
BCA. This would require a meeting in early August. There are no planned elections at this time.
Ms. Lyons said tax bills will be mailed on 10 June. The grievance process will then start. If the
property owner still does not agree with Mr. Leblanc’s appraisal, the appeal is to the BCA.
10. Other Business:
Ms. Kinville noted that the City Council approved the pay increases for election workers.
As there was no further business to come before the Board of Civil Authority, the meeting was
adjourned by common consent at 6:32 p.m.
