Welcome and directions on emergency evacuation procedures (5:30 p.m.) a. Started at 5:35pm b. Attendees: Ashley (City Liaison), Shawn, Cathy, Donna, Dana, Bill Bob, Nic. c. One public attendee: Jennifer Long 2. Changes or additions to the agenda (5:35 p.m.) - No changes 3. Comments from the public not related to the agenda (5:40 p.m.) - None 4. Consideration of minutes from the previous meeting(s) (5:45 p.m.) a. Motion by Bob to approve the minutes, Motion seconded by Nic. Ashley provided feedback on what is needed for draft vs final minutes. Committee decided to not vote and to add further details from October meeting. Will vote as part of December agenda. i. Nic requests increased details of meeting minutes. Ashley suggests documenting conversations, in addition to votes and decisions. 5. Updates from the City - Ashley (5:50 p.m. - 15min) a. Jug handle: Update - P4P funding sign was installed. b. P4P website: Ashley is adding more information and updates on projects. 6. Major - White Street Bike Lanes - Nic (6:05 p.m. - 30min) a. Objective: Review draft flyer i. Patchen road and Airport parkway already have bike lanes, White does not because of street parking. ii. Nic suggests next step is public forum as part of December SBBPC meeting. 1. Donna suggests having meeting at Chamberlain school. Ashley has already booked the Green Mountain room to host a larger audience. 2. Nic - Flyer to be dropped off at houses in area. 3. Donna - incentive to add lanes because it connects to Williston bike network. 4. Not allowed to put in USPS mailbox. Can put in door or garage door. iii. Cathy - motion to approve and accept flyer as presented, Dana second. All in favor. iv. Nic suggested creating a Consensus App question? Send draft of questions to Ashley, she can ask Cora-lee to add to app. Something like “Do you support removing parking spots and adding bike lanes to White Street?” v. Bob suggested adding note to flyer stating “Comments can be emailed to the SBBPC committee at bikeandpedcmte@gmail.com”, to cover people who either cannot attend or support the proposal, but do not feel they need to attend the meeting because they have no problem with proposal. vi. Highlight in red the note that sidewalks and lights arent being proposed. b. Objective: Create a communication plan for public meeting Dec 11 i. Get proposal out to larger SB community, not just people near White Street. ii. Ashley - Can posts meeting/forum in paper. iii. Cathy - post to Front Porch Forum. Ashley will post on FPF. iv. Looking for feedback from public, we are advocating for removing the parking and adding the bike lanes. If no feedback, we will move forward with recommendation to city council to remove parking. v. Nic - request to make SB city facebook event. Ashley will work with rec department to post. vi. Nic - Send Concensus App questions to Ashley - DONE. vii. Add to scrolling feed on SB city website. Ashley will look into this, can add to P4P website. Will need to talk to Cora-lee. viii. Nic - add to Other Paper. ix. Shawn - timing? Nic and volunteers to canvas community weekend of November 22-24. All electronic events can be created asap, with reminders as the event gets closer. c. Objective: Discuss public meeting needs, agenda and roles. i. Nic - create slideshow showing history of street plan and costs. ii. Open up floor to public voice and opinion. iii. Want to know parking frequency on White street iv. Ashley - we can record meeting, Ashley can help setup. Tom Hubbard recommended. v. If we get a lot of feedback - add discussion to next SBBPC meeting to deliberate. vi. Allocate 30 minutes of meeting to public forum. 10 minute presentation, 20 minutes for open forum. vii. Shawn - not intended to be a debate. SBBPC is only looking for feedback and comments. 7. Major - Bicycle Friendly Community Project - Nic (6:35 p.m. - 20min) a. Objective: Review draft Task Force invite and list of people to invite. Discuss next steps. i. Justin knows miles of bike and roads ii. Paul knows ongoing city projects. iii. Forgot to add Holly Reeds, Rec Dept Director, to list. iv. Donna - suggests AARP v. Nic - GMBC (Green Mountain Bicycle Club) - who is the advocate? Donna to look into and get back. vi. Shawn - what are “must have” groups? Justin, Paul, Holly, Police, and Schools. Ask if it’s appropriate to invite Kevin? 1. Cathy - Parks & Rec should also be included. vii. Try to meet 3 times before April - inform participants of time commitments. viii. Nic - should we do city kick-off meeting before involving schools? Ashley will help set up meeting in city hall. ix. Dana - This is the “bronze, silver, gold” ranking? Yes. League of American Bicyclist organization. Nic - Designation lasts for 4 years. Donna - Local motion has experience with this. x. Substitute Dana for Shawn on task force. xi. Donna - Suzie Merrick. She is Healthy Schools Coordinator. Donna called, they are coordinating a time to meet. Will ask if she would be a part of the Task Force. b. Link to draft invite i. Shawn - add information about how much time and effort is expected of each task force member. ii. SBBPC will be doing most of the application work, but need information from each department. iii. Who submits application: Someone from city? Talk to local motion iv. Ultimate goal is to get feedback from League of American Bicyclists about what we can do to make us a more bike friendly community. v. Donna - application is everything done up to now for bike friendly community? Correct. vi. Application needs to be filed by April 8th. vii. Dana - do you think we would qualify? Nic - Silver seems possible. c. BFC Planning Doc 8. Major - People for Bikes Project - Nic (6:55 p.m. - 15min) a. Objective: Discuss next steps. Potentially plan a Bike Mapping Event to boost Open Street Map quality. Plan for Greenway Pilot? i. City ranking tool based out of 5. ii. SB at 1.9 in 2019 iii. Three things make up ranking: 1. Community Survey 2. City Snapshot to be completed by Paul Conner (miles, projects, etc.) 3. Bicycle Network Analysis using OpenStreetMap. iv. Goal is to get information about what things we can do to improve this ranking and improve community. 1. We have already started discussing/implementing some of the recommendations. v. Map shows low and high stress areas. vi. Each year the list of suggestions is updated. vii. Action items: 1. Nic - mapping event a. Amanda has information in GIS b. Create a public meeting to train others. i. Add time in January SBBPC meeting for map training. 30 minutes. c. Data needs to be done by end of February. d. Nic - would like to have a pop up demonstration project such as a “Neighborhood Greenway”. i. Linking Elsom Pkwy to Prouty Parkway and then all the way to the schools. ii. Essentially a “Walk or Bike to school” demonstration iii. Nic asked…”Is SBBPC okay with Nic talking to Local Motion about the concept?” Answer from committee was Yes. iv. Shawn and Dana to help. b. Link to Planning Doc 9. Minor - Safety Issue concerning walkers on multi-use paths - Cathy (7:10 p.m. - 10min) a. People walking on bike path walking in middle of bike path with ear buds on and cant hear. Need awareness campaign around walking. Dogs on leashes also erratic. Need to give wide berth. Not sure what to propose. b. Dana - what about guidelines and best practices? c. Etiquette signs? It could be similar to playground safety signs. For multi uses. d. Cartoons in other paper? e. Cathy will do some research f. Share the Road publications from VTrans talks about pedestrian awareness too. On our web. 10. Updates: Ongoing Committee Work (7:20 p.m. - 30min) a. General updates from committee members (3-5min per person) b. Bob i. Unable to schedule meeting with Justin this month. Lots going on. ii. Updated Maintenance workbook - Asked committee members to update if anything has been fixed or needs fixing. Safety Recommendations doc updated too. iii. Went to ‘Coffee with Cops’. Shawn Burke would be happy to come to committee to talk about crashes. Ask about cops on bikes for next year. iv. Crash on Dorset - kid was OK. v. Offered committee help to Justin on advocating for budget increase. vi. Went to Jeff Speck presentation on his book “Walkable City Rules”. Was great. Nic and Bill were there too. vii. Had breakfast with Local Motions Karen Yacos - Setting up advocacy network to train locals to be advocates c. Donna - i. Way to Go program is slow. Don't know if any SB schools are participating. Realized that we need somebody at School District level so connected with Suzie Merrick. Health perspective may be best. Nic asked to be included too. ii. Shawn noted Penny for Paths tries to maximize most impact to people. Maybe the schools can look at student maps and help prioritize. Prioritizing Safe Routes to School. d. Shawn i. Asking how we can meet with DPW more consistently and make sure we can fit in with Justin’s schedule. Is there another person? Last time we met with Justin was July. The rest was pushed off. ii. Ashley noted a lot of things going on with flooding, ice, snow and budget updates and CIP. iii. Bob - Trying to use positive feedback at every turn. Need to keep communicating to be in sync. iv. Maybe define a quarterly meeting. Ashley can look at his schedule. Can’t guarantee a different result. Looking to help him as much as possible. Best way to get Justin is via email since he is on the go and super busy. 11. Confirmation: Next meeting Wednesday, December 11, 2019 @ 5:30pm - With Public Forum as first major item. 12.
