Background...
Chamberlin Neighborhood Land Use and Transportation Plan 2016
●September 15, 2014 City Council approved to undertake a study.
●Sixteen Chamberlin Neighborhood Airport Planning Committee (CNAPC)
and public meetings between September 2014 and June 2016
●In June 2016, at their 16th and final meeting, the CNAPC unanimously
approved a slate of short-, medium-, and long-term recommendations.
●Final Report approved by City Council June 30, 2016

Benefits

Office, Als French Fry’s and other shops and restaurants near Williston
Road

Request to City Council
To make bike lanes possible, a request would need to be made to City Council
for them to authorize “No Parking” on the north side of White Street per
Section 3 of the City’s Parking Ordinance.

Feedback at the February meeting showed highest support for the crosswalk at Jaycee Park
and the crosswalk on White Street at Airport Parkway. While a crosswalk on Williston Road
was supported, there was no clear preference for one of the three possible locations.
At the April CNAPC meeting and community meeting, the Consultants recommended that
crosswalks be installed at Jaycee Park, at White Street/Airport Parkway, and on Williston
Road at location option C. This Williston Road crossing was chosen due to its proximity to
the recreational path near Mills Avenue and nearby businesses. While all crosswalks will have
ladder-style striping, the Williston Road crossing will also have advanced yield lines and
rectangular rapid flashing beacons. These crosswalks all received very high approval and
were included in the Implementation Plan.

Bicycle Accommodations
Bicycle accommodations were suggested at the February meeting, in the form of both on-
road bike lanes and protected bike lanes. These were recommended for White Street and
Patchen Road initially. Both of these streets have 30 feet paved widths, two lanes of travel,
and speed limits of 25 mph. Because of the characteristics, on-road bike lanes could be
added just by restriping the roads; instead of two 15-foot vehicle lanes, there would be two
10-foot vehicle lanes and two 5-foot bike lanes.

Bicycle accommodations on White Street, on Patchen Road, on Airport Drive, and on
Airport Parkway were all advanced to the Implementation Plan. Originally, bike lanes were a
short-term solution and protected bike lanes were a long-term solution, but over the course
of this process, considering all other priorities, the CNAPC decided not to advance
protected bike lanes.
Airport Parkway Sidewalk
One suggestion received at the April 28 community meeting was to put a sidewalk on the
northeast side of Airport Parkway. There is an existing sidewalk on the southwest side
between White Street and Kirby Road. The Consultants proposed a sidewalk on Airport
Parkway between White Street and Kirby Road at the May 11 CNAPC meeting but it did not
receive support. A major reason is that most of the land on the northeast side has been
acquired by BIA and is now vacant.

Williston Road midblock: This location has been chosen because it will not affect left
turns into driveways or side streets, and because of its proximity to nearby businesses and
the recreational path in the City open space between Mills Avenue and Victory Drive.

Bike lanes are recommended at the following locations as a short-term measure:
• White Street between Williston Road and Airport Drive
• Patchen Road between Williston Road and Landfill Road
• Airport Drive between White Street and Williston Road
• Airport Parkway between White Street and Kirby Road
• Airport Parkway between Kirby Road and Lime Kiln Road (Outside of Study Area;
project already in planning by the City and the CCRPC)

1) Updates from the City - Ashley (5:50 p.m. - 20min)
a) General Updates
a) City wants ideas for projects from committee for UPWP. Need by November 15th,
but as soon as possible.
a) Havaleh “is there is a way to see what existing proposed projects there are?”
a) There is a folder in Google docs.
b) Ashley to provide list of projects requests from Paul.
c) Speed limit study
a) City requests additional striping recommendations by spring, committee to work on
priority over winter.
a) Bob: We should increase striping budget from $20k to $30k, to keep up with
goals and year-over-year wear.
a) Burlington has $100k budget - “less total miles than SB”.
b) CIP Briefing and discussion
(also Bob – Report to include how much P4P funds have been allocated to projects as well as how
much grant funding is being assumed in the CIP for each if needed)
• Bob suggests making it clear which projects are road projects and not part of the
bike/ped lists.
• “more than half the money is not for bike/ped”, 3 of 23 projects on list are
road related.
• Bob suggested grouping the road projects at the bottom of the list, with
separate header.
• Shawn “Does CIP account for all of P4P funds?” Only sums to $2.2million.
• City council will review CIP November 18th.

attend. Check Green mountain bike club nights.
• Local motion can provide demos for the e-bikes and bike racks.
• Talk to Holly (Rec department Director) about dates.
• Find out what their capacity is for taking on and supporting project and events
• Use consensus app for asking public questions:
• What times are best for group rides?
• Feedback about events
• Look at other communities and what they do. What other partnerships are available?

• Ashley suggested quantifying crack size, measurable “.25” wide by XX length”.
Sidewalk distress manual. “wider than a pencil”.

5) Minor: Bob – Report on new VTrans Program (6:50pm 10 mins) following link to new
program that could help with some funding for our planned crosswalk projects with a

6) Minor: Nic - Bike Lanes on White St? Are they planned? What is the process for "removal of
parking"? (6:55pm 10 mins)
a) Objective: Determine how we can help move the recommendations of the Chamberlin
Neighborhood Study along. CIP? P4P?
• Nic suggested making north side of street “no parking”, to add bike lane.
• When ordinance was reworked last month, it is easier to reassign road
lanes.
• Road is 30’ wide, can do 10’-10’-5’
• Can use $6000 dollars to complete line work. Install no parking signs.
• Motion to remove parking from white street and add bike lane.

• Need to send in all materials to present to City Council. Nic to provide materials

7) Minor: Nic -Airport Parkway fog lines. Lanes have been painted at 12 feet (with some at 11).

a) Objective – update determine next steps
• Submission is April 8th, 2020.
• Would like to create sub-committee of people for task force
• Added Holly Rees to contacts
9) Report from Donna re: Way To Go Schools,
I have sent an email to at least one contact person at each school. I will follow up with a phone
call with the objective of identifying at least one person at each school as a contact for the
effort. That can be easier done in conversation than through email.
For an effort to work, staff or students can come up with the ideas. The program provides
a platform to document the efforts, but requires someone to do the reporting. It helps for
this person to be really passionate about Climate Action, and a leader.
I need to find those teachers, parents, and students who are passionate about the topic to
take the lead in their school. Perhaps Deb can provide an article for The Other Paper (for
Oct 2nd Walk or Bike to School Day) on what other schools have done to provide
encouragement? If I got the article, I'd make sure to get it submitted, and get a network
started.

11) Sue Fletcher: Riding along Tilley drive, July 26th.
• VTRANS, crash data.
• Police report is not correct, indicates impact was from rear, was from front.
• New building will require changes to intersection
• Use consensus to get feedback regarding Tilley intersection, for rec path use.

a. Motion by Bob to approve the minutes, Motion seconded by Nic. Ashley provided
feedback on what is needed for draft vs final minutes. Committee decided to not vote
and to add further details from October meeting. Will vote as part of December agenda.
i. Nic requests increased details of meeting minutes. Ashley suggests documenting
conversations, in addition to votes and decisions.
5. Updates from the City - Ashley (5:50 p.m. - 15min)

a. Objective: Review draft flyer
i. Patchen road and Airport parkway already have bike lanes, White does not
because of street parking.
ii. Nic suggests next step is public forum as part of December SBBPC meeting.
1. Donna suggests having meeting at Chamberlain school. Ashley has
already booked the Green Mountain room to host a larger audience.
2. Nic - Flyer to be dropped off at houses in area.
3. Donna - incentive to add lanes because it connects to Williston bike
network.
4. Not allowed to put in USPS mailbox. Can put in door or garage door.
iii. Cathy - motion to approve and accept flyer as presented, Dana second. All in
favor.
iv. Nic suggested creating a Consensus App question? Send draft of questions to
Ashley, she can ask Cora-lee to add to app. Something like “Do you support
removing parking spots and adding bike lanes to White Street?”
v. Bob suggested adding note to flyer stating “Comments can be emailed to the
SBBPC committee at bikeandpedcmte@gmail.com”, to cover people who either
cannot attend or support the proposal, but do not feel they need to attend the
meeting because they have no problem with proposal.
vi. Highlight in red the note that sidewalks and lights arent being proposed.
b. Objective: Create a communication plan for public meeting Dec 11
i. Get proposal out to larger SB community, not just people near White Street.
ii. Ashley - Can posts meeting/forum in paper.
iii. Cathy - post to Front Porch Forum. Ashley will post on FPF.
iv. Looking for feedback from public, we are advocating for removing the parking
and adding the bike lanes. If no feedback, we will move forward with
recommendation to city council to remove parking.
v. Nic - request to make SB city facebook event. Ashley will work with rec
department to post.
vi. Nic - Send Concensus App questions to Ashley - DONE.
vii. Add to scrolling feed on SB city website. Ashley will look into this, can add to
P4P website. Will need to talk to Cora-lee.

the event gets closer.

7. Major - Bicycle Friendly Community Project - Nic (6:35 p.m. - 20min)
a. Objective: Review draft Task Force invite and list of people to invite. Discuss next steps.
i. Justin knows miles of bike and roads
ii. Paul knows ongoing city projects.
iii. Forgot to add Holly Reeds, Rec Dept Director, to list.
iv. Donna - suggests AARP
v. Nic - GMBC (Green Mountain Bicycle Club) - who is the advocate? Donna to look
into and get back.
vi. Shawn - what are “must have” groups? Justin, Paul, Holly, Police, and Schools.
Ask if it’s appropriate to invite Kevin?
1. Cathy - Parks & Rec should also be included.
vii. Try to meet 3 times before April - inform participants of time commitments.
viii. Nic - should we do city kick-off meeting before involving schools? Ashley will
help set up meeting in city hall.
ix. Dana - This is the “bronze, silver, gold” ranking? Yes. League of American
Bicyclist organization. Nic - Designation lasts for 4 years. Donna - Local motion
has experience with this.
x. Substitute Dana for Shawn on task force.
xi. Donna - Suzie Merrick. She is Healthy Schools Coordinator. Donna called, they
are coordinating a time to meet. Will ask if she would be a part of the Task
Force.

ii. SBBPC will be doing most of the application work, but need information from
each department.

a. Objective: Discuss next steps. Potentially plan a Bike Mapping Event to boost Open
Street Map quality. Plan for Greenway Pilot?
i. City ranking tool based out of 5.
ii. SB at 1.9 in 2019
iii. Three things make up ranking:
1. Community Survey
2. City Snapshot to be completed by Paul Conner (miles, projects, etc.)
3. Bicycle Network Analysis using OpenStreetMap.
iv. Goal is to get information about what things we can do to improve this ranking
and improve community.
1. We have already started discussing/implementing some of the
recommendations.
v. Map shows low and high stress areas.
vi. Each year the list of suggestions is updated.
vii. Action items:

a “Neighborhood Greenway”.

9. Minor - Safety Issue concerning walkers on multi-use paths - Cathy (7:10 p.m. - 10min)
a. People walking on bike path walking in middle of bike path with ear buds on and cant
hear. Need awareness campaign around walking. Dogs on leashes also erratic. Need to
give wide berth. Not sure what to propose.
b. Dana - what about guidelines and best practices?
c. Etiquette signs? It could be similar to playground safety signs. For multi uses.
d. Cartoons in other paper?
e. Cathy will do some research
f. Share the Road publications from VTrans talks about pedestrian awareness too. On our
web.
10. Updates: Ongoing Committee Work (7:20 p.m. - 30min)
a. General updates from committee members (3-5min per person)

i. Unable to schedule meeting with Justin this month. Lots going on.
ii. Updated Maintenance workbook - Asked committee members to update if
anything has been fixed or needs fixing. Safety Recommendations doc updated
too.
iii. Went to ‘Coffee with Cops’. Shawn Burke would be happy to come to
committee to talk about crashes. Ask about cops on bikes for next year.
iv. Crash on Dorset - kid was OK.
v. Offered committee help to Justin on advocating for budget increase.
vi. Went to Jeff Speck presentation on his book “Walkable City Rules”. Was great.
Nic and Bill were there too.
vii. Had breakfast with Local Motions Karen Yacos - Setting up advocacy network to
train locals to be advocates
c. Donna -
i. Way to Go program is slow. Don't know if any SB schools are participating.
Realized that we need somebody at School District level so connected with Suzie
Merrick. Health perspective may be best. Nic asked to be included too.
ii. Shawn noted Penny for Paths tries to maximize most impact to people. Maybe
the schools can look at student maps and help prioritize. Prioritizing Safe Routes
to School.
d. Shawn
i. Asking how we can meet with DPW more consistently and make sure we can fit
in with Justin’s schedule. Is there another person? Last time we met with Justin
was July. The rest was pushed off.
ii. Ashley noted a lot of things going on with flooding, ice, snow and budget
updates and CIP.
iii. Bob - Trying to use positive feedback at every turn. Need to keep
communicating to be in sync.
iv. Maybe define a quarterly meeting. Ashley can look at his schedule. Can’t
guarantee a different result. Looking to help him as much as possible. Best way
to get Justin is via email since he is on the go and super busy.

Bike/Ped Staff Update – 12/11/2019
• Scoping Studies: Met with Paul and Shawn to discuss how we can formalize the scoping study
process so that we can consider them “officially completed” in the future. This process may
involve the Bike/Ped Committee to some degree, so stay tuned for more details.
• Website: I have been working to update a section on the website that is dedicated to Penny for
Paths projects.
Penny for Paths Projects Updates – 12/11/2019
• Jug Handle Sidewalk: There is a Penny for Paths project sign at the project site. Given the
weather, it is more likely that this project will be constructed in the spring/early summer.
• Allen Road Rec Path: We have final plans. We are still working through the ROW process for the
spring easement. Once the ROW issue is completed, we can begin discussing construction.
Justin and I met with GMP to discuss a pole relocation need, and that should be a fairly straight
forward process. Justin has connected with SD Ireland to talk about building the plan.
• Airport Parkway Sidewalk & On-Road Bike Lanes: The engineers are still working on the
conceptuals for this project. I will provide project plans once I have them.
• South Dorset Street Shared Use Path: We have a signed grant agreement with VTrans. I am
working on finalizing an RFP for the design and engineering of this project to be released around
the holidays, with consultant selection taking place in January.
• Underwood Parcel Shared Use Path: Staff is working to select a design/engineer consultant to
begin the design of Phase 1 park facilities, including the design of a shared use path, trail
network, gravel parking area, picnic area, and pump track. Staff is hoping to select a consultant
in the next month.
