HomeMy WebLinkAboutMinutes - Dog Park Committee - 10/07/2019 DOG PARK COMMITTEE FINAL MINUTES (amended number 10) 10-7-19 Members Present: Larry Kupferman (Chair), Mike Simoneau (Vice Chair Recreation & Parks Committee), Betty Milizia, Muriel More Additional Present: 1. Safety Procedures: We directed the group to exit through administration offices to back parking lot of building 2. Appointed Clerk: Larry K. 3. Adopt Agenda: Adopted the agenda as presented 4. Minutes: Mike moved/Muriel seconds approval of the meeting minutes from 9/3/19. 5. Public Comment: 6. Report on Community Symposium: 4 members of the committee attended the Community Symposium and met with City Council members reporting that we were waiting patiently for the wetland delineation to be finished and for a design period to begin for the dog park at Wheeler Homestead, 7. Update Wheeler Homestead Wetlands – Larry/Justin: Justin could not make the meeting tonight due to illness. Betty suggested that LK email Justin asking that city staff keep us informed of the progress and timing of design plans for the Dog Park, our desire to be part of the design effort and our responsibility to report progress to City Council and the public. Muriel said that there will be a time to hold a public meeting during the design process when a site plan is available. 8. Upgrades to Farrell Dog Park (what can be done this fall): committee suggests meeting with Justin at Farrell Park to look at the site with our recommendations about the doorways and winter surface conditions. 9. FINALIZE proposal rules, regulations, and operational guidelines-present to PR/DPW staff: we should send the list of proposed rules and regulations that was included in the final Council Report should be sent to Holly for her review and then to City Council for approval, if necessary. 10. On-leash park ordinance expansion recommendation to Recreation & Parks staff/committee: While we do support this effort with discussions about potential exemptions. Committee decided to have a broader discussion at next meeting. Mike wanted to report our support to the Rec & Park committee and see what the next steps are. 11. Future site planning: Committee members feel we should nail down Wheeler Park first, at this point. 12. Updates: a) Friends of Dog Parks (Betty): Holly R came to the Friends meeting and offered mutual support; the Friends group will help with Spooky Pooch event. It now has a Facebook page and a g-mail account. And a draft brochure is in the works. b) Natural Resources Committee (Linda) c) Rec & Park Committee (Mike) d) Open Space/IZ (Betty); when she attends these meetings, she represents dog issues. 13. Future Agenda Items: a) Plan for design and construction phases of Wheeler Dog Park b) Implementation of fundraising strategies c) Future site planning/master planning d) Ongoing Evaluation Plan e) Continued Public Forums f) Budget request for 2021 via Holly at Rec & Parks Meeting adjourned: 7:05 Respectively submitted by Clerk: Larry K.
