HomeMy WebLinkAboutMinutes - Dog Park Committee - 07/15/2019 Dog Park Committee APPROVED Meeting Minutes Monday, July 15. 2019 Members Present: Larry Kupferman (Interim Chair), Mike Simoneau (Vice Chair Recreation & Parks Committee Betty Milizia (NRC), Linda Chiasson (NRC), Maggie Leugers (City Advisor), Kate Lukas, Muriel More, Justin Rabidoux (DPW) Absent: Molly Bezio Additional Present: 1. Safety Procedures: Maggie directed the group to exit through administration offices to back parking lot 2. Appointed Clerk: Linda Chiasson 3. Adopt Agenda: Mike-first, Linda-second with no changes 4. Public Forum: 5. Minutes: Mike-first, Linda-second 6. Update on Wetlands area Wheeler Dog Park: Report due middle-week. Once DPW Director receives report then design can begin. This could take 6-8 weeks. Was suggested by Larry that a small sub- committee be formed to meet with DPW Director during design stage. Sub-Committee: Larry, Betty and Kate. Additional discussion about waterway path/bridge, wetland determination levels, parking lot addition, surrounding vegetation and water line all TBF after receiving wetland report. 7. Plan for design & construction phase of Wheeler Dog Park: Hopeful mid-August. 8. Next Steps: a) 2019-2020 Annual Work Plan: for City Comprehensive Plan due to Administration August 16th. Overall City Committees Symposium will be Monday September 26th. time and place TBA. Muriel presented a DRAFT of additions to Work-Plan goals/objectives/strategies that support the City’s Comprehensive Plan. Committee concluded they wanted to include her work into work plan. b) Approve of plan: not adopted by committee. Committee asked Maggie to include Muriel’s work into plan and they will reviewed at next meeting on August 5th. c) “Friends” present Mission/Purpose/Principles: presented by Betty and hand-outs were provided of: Mission and Guiding Principles. Betty informed group she has a meeting with the Deputy City Manager Thursday July 25th. She will present and get approval of “Friends” group to be officially recognized by City. 9. Updates: a) Interim Zoning Open Space: nothing to report b) NRC: nothing to report c) R&PC: nothing to report except Larry informed committee that there is now daily presence of SB Police at Red Rocks Park and Recreation & Parks staff are present daily from 12-6PM. 10. Future a) Discuss Justin’s proposals b) Plan for design and construction phases of Wheeler Dog Park c) Draft and/or adopt proposed “rules, regulations, and operational guidelines” i. Park rules ii. Operational/management/maintenance d) Implementation of fundraising strategies e) On-lease park ordinance expansion f) Future site planning g) On-Going Evaluation Plan h) Continue Public Forums 11.
