MINUTES
MEMBERS PRESENT: John Wilking, Seth Bowdon, Linda Norris, Michael Albertson, Jacob West, John Burton

The mee ng was convened at 5:10 PM.
1. Welcome
2. Instructions on exiting building in case of emergency.
Kevin Dorn briefed the committee on how to leave the building in case of emergency.
3. Agenda Review: Additions, deletions or changes in order of agenda items.
There were no changes to the agenda
4. Comments and questions from the public not related to the agenda.
There were no comments from the public
5. Election of officers;

· Vice Chair
· Clerk
John Burton moved to appoint John Wilking as Committee Chair, Seth Bowden as Committee Vice-
Chair and Michael Albertson as Committee Clerk. Seth Bowden seconded the motion. The motion
passed unanimously
6. Establish Committee rules of procedure.
The Committee discussed the procedures they would like to use to manage their meetings. By consensus the
Committee agreed to use an informal procedure and to have properly made and seconded motions for action
items. For passage of any motion a quorum would be required and a majority of the quorum would be needed for
a motion to carry.
7. Establish Committee meeting schedule.
The Committee agreed to meet on the 4th Monday of every month at 5:30 PM. The next meeting will be warned
for Monday, the 26th of November.
8. Overview of Vermont Open Meeting Law and Public Records Act.
Kevin Dorn gave a brief overview of Vermont’s Open Meeting Law and the Public Records Act.
9. Review Council resolution establishing Committee.
The Committee briefly discussed the Council Resolution establishing the Committee noting that it was fairly
general in its scope and that the Committee had considerable latitude and discretion on matters to take up.
10. Develop Committee work plan.
Kevin Dorn briefed the Committee on the South Burlington Comprehensive Plan. The Committee asked that City
Planner Cathy LaRose be invited to the next meeting of the Committee to provide an overview of the Plan and its
economic development elements.
Seth Bowden provided background and an overview of the Chittenden County ECOS (Environment, Community,
Opportunity, Sustainability) Plan. Kevin Dorn agreed to send both of these plans to the Committee.
John Burton lamented the fact that there is no readily available list of south Burlington business owners and such a
list would be beneficial. The Committee agreed that the development of that list should be a high priority.
The Committee briefly discussed the status of the proposed Exit 12B.
Committee members agreed that for the next meeting they would prepare two lists; what issues they want to take
on and what issues they do not want to take on. From the lists they will create priorities and a work plan for the
Committee. Committee members were asked to send their ideas to the Chair.
The Committee also wants to learn more about the Tax Increment Finance District and Opportunity Zones.
The Committee asked that the City’s Conflict of Interest Policy be sent to them.
11. Other Business.
There was no other business to come before the Committee.
12. Adjourn.
The Committee adjourned at 6:25 PM. The next meeting is November 26, at 5:30 PM
