HomeMy WebLinkAboutMinutes - Board of Civil Authority - 09/08/2016BOARD OF CIVIL AUTHORITY 8 SEPTEMBER 2016 The South Burlington Board of Civil Authority held a meeng on Thursday, 8 September 2016, at 6:52 p.m., in the Conference Room, City Hall, 575 Dorset Street. Members Present: P. Taylor, Chair; D. Kinville, P. Benner, H. Riehle, B. Burgess, M. Mahoney, M. St. Germain, C. Bolton, M. Emery, T. Chienden, T. Barri, C. Shaw, P. Nowak, B. Nowak, T. Harrington Also Present: T. Leblanc, Assessor; M. Lyons, Assessor’s Office 1. Agenda Review: Addions, deleons or changes in the order of agenda items: No changes were made. 2. Comments & Quesons from the public not related to the agenda: No issues were raised. 3. Approve Minutes of 27 July 2016: Mr. Shaw moved to approve the Minutes of 27 July 2016 as wrien. Ms. Harrington seconded. Moon passed unanimously. 4. Hear Appeals: a. City of Burlington/Airport: Mr. Taylor read a leer from William Ellis, Aorney for the City of Burlington, withdrawing the appeal based on a selement agreement with the city. Ms. Harrington moved to accept the withdrawal of the appeal based on the leer from Aorney Ellis. Ms. Riehle seconded. Moon passed unanimously. b. Heather Auclair -1650 Hinesburg Road: The appellant was not present. Mr. Leblanc noted that the appellant did not go through the grievance procedure with his office. Mr. Taylor said there is a very strict appeal process, and he believed the Board could take no acon as that process was not followed. Ms. Nowak asked if the appellant was nofied of the process. Ms. Kinville said she was sent a cerfied leer for which she signed. She also called the City Clerk’s office late that aernoon and said she would withdraw her appeal and take it up next year. Ms. Auclair was asked to send an e-mail or note withdrawing her appeal but as of the meeng, nothing has been received. Mr. Mahoney moved the Board take no acon as the grievance procedure was not followed. Ms. Emery seconded. Moon passed unanimously. 5. Discuss August Elecon: Ms. Kinville cited the need for more training sessions and asked that Board members aend those sessions to avoid issues that occurred during the August elecon. 6. Look ahead to November 8th Presidenal Elecon: Ms. Kinville asked whether members thought the checklist should be divided into 3 parts to avoid a “boleneck.” Ms. Nowak felt this could work if there was room enough for 3 people. Members agreed to connue this discussion at the next BCA meeng. Ms. Harrington moved to adjourn. Ms. Nowak seconded. Moon passed unanimously. The meeng was adjourned at 7:05 p.m. _________________________________
