The South Burlington Board of Civil Authority held a mee ng on Wednesday, 27 July 2016, at 6:30 p.m., in
the Conference Room, City Hall, 575 Dorset Street.
MEMBERS PRESENT: P. Taylor, Chair; D. Kinville, P. Benner, C. Shaw, P. Nowak, R. Nowak, T. Harrington, A. Cli ,
B. Burgess, C. Bolton, Rep. A. Pugh, M. Emery
ALSO PRESENT: No others were present.
1. Agenda Review: Addi ons, dele ons or changes in the order of Agenda items:
No changes were made to the Agenda.
2. Comments and Ques ons from the public not related to the Agenda:
No issues were raised.
3. Approve minutes of 20 August 2015:
Mr. Shaw moved to approve the Minutes of 16 February 2016 as wri en. Ms. Harrington seconded. Mo on
passed unanimously.
4. Organiza onal Mee ng to set schedule for assessment appeals:
Mr. Taylor opened the process for hearing assessment appeals.
Ms. Kinville said there are two appeals, the City of Burlington/Burlington Interna onal Airport and Heather
Auclair. Members agreed to hear the appeals on 8 September 2016, at 6:30 p.m.
Ms. Harrington moved to con nue the hearing un l 8 September 2016, at 6:30 p.m., to hear the Airport and
Auclair appeals. Ms. Nowak seconded. Mo on passed unanimously.
5. Approve presiding officers and elec on officials:
Ms. Kinville advised that presiding officers will be Bob Nowak (7-1), Peter Taylor (7-2), Chuck Bolton (7-3) and
Pat Nowak (7-4). She also noted that her office staff will be available at the polls as the office will be closed on
that day.
Ms. Harrington moved to approve the presiding officers and elec on officials as presented. Ms. Emery
seconded. Mo on passed unanimously.
6. Review Schedule:
Ms. Kinville said the only issue may be at Chamberlin in the morning.
7. Approve purged voters and review list of new voters:
Ms. Kinville noted there have been 764 new voters registered since 1 March 2016. She presented the list of
135 people removed from the checklist with the reasons for removal.
Ms. Nowak moved to approve the purged voters list as presented. Ms. Pugh seconded. Mo on passed
unanimously.
Ms. Kinville noted there is now more “sharing” of voter informa on between states than there has been in the
past.
8. Elec on Training:
Ms. Kinville drew a en on to a training document from the State.
Mr. Taylor noted that a person who formerly lived in South Burlington and is now registered in another
community has to vote in that other community, even if they show up in South Burlington. He suggested that a
list be kept of people where issues have been raised. These can be looked into a er the elec on.
Ms. Nowak asked about people moving from one city district to another. Mr. Taylor said they should be sent to
the district where their name is on the checklist, especially as there are district items on the ballot. A change
form can be filled out for future elec ons.
It was noted there are very limited circumstances where a voter may be asked to present an ID. Ms. Kinville
explained how to handle the provisional ballot when an issue arises.
There will be 4 ballots, Democra c, Republican, Progressive, and a local ballot. Voters will be handed all 4.
They may vote on only one of the “party” ballots. The unused ballots must be

handed to an elec on official who will be sta oned near the “unvoted ballots” box. (This differs from the past
when voters could put the unused ballots into the box themselves.)
Ms. Kinville then explained how to handle a situa on when an absentee envelope does not contain what it says
it contains. The person with the check list must be no fied if an absentee ballot that has been checked in is
found to be defec ve and is not to be counted.
Ms. Kinville then discussed how to place and handle poll watchers. She also stressed that voters must have
unimpeded access to the polling place. There can be no free-standing signs directly in front of the building.
Signs cannot be le una ended. The media is also not to be allowed in the polling area and may not
photograph a voter’s ballot. They may take “overviews” of the vo ng area from outside the area.
Ms. Kinville then directed a en on to informa on regarding closing procedures. The presiding officer must
supervise the opening of the ballot box and the removal of ballots.
Ms. Kinville also noted that 17 year olds who will be 18 prior to the November elec on will be allowed to vote
in the state primary but not in the city vote. There is a list of these voters, and they must be added to the
check list when they come in to vote.

As there was no further business to come before the Board, the mee ng was adjourned by common consent at
8:30 p.m.
