BOARD OF CIVIL AUTHORITY 19 FEBRUARY 2015
The South Burlington Board of Civil Authority held a meeting on Thursday, 19 February 2015,
at 7:30 p.m., in the Conference Room, City Hall, 575 Dorset Street.
MEMBERS PRESENT – P. Taylor, Chair; D. Kinville, L. Vera, T. Harrington, B. Burgess, K. Burgess,
C. Bolton, A. Clift, M. Mahoney
1. Organizational Meeting:
Ms. Clift nominated Mr. Taylor for Chair. Mr. Mahoney seconded. There were no further
nominations, and Mr. Taylor was elected unanimously.
Mr. Burgess nominated Patrick Benner for Vice Chair. Ms. Harrington seconded. There were
no further nominations, and Mr. Benner was elected unanimously.
2. Review BCA Functions and Questions:
Mr. Taylor noted that it is becoming increasingly difficult to get people to work at the polls and
to be available for BCA meetings. Mr. Bolton felt that those who run for the position of Justice
of the Peace should be made aware that these responsibilities are part of the position. Perhaps
the political party heads could be asked to make this clear to potential candidates.
3. Approve minutes of 22 October 2014 and 24 October 2014:
Ms. Harrington moved to approve the Minutes of 22 October and 24 October 2014 as written.
Mr. Burgess seconded. Motion passed unanimously.
Ms. Harrington left the meeting at this point as she is a candidate on the March ballot.
4. Approve presiding officers and election officials:
The following list of presiding officers was presented:
Kim Burgess 7-1 Agnes Clift 7-2
Peter Taylor 7-3 Donna Kinville 7-4
Mr. Burgess moved to approve the list of presiding officers and election officials as presented.
Mr. Mahoney seconded. Motion passed unanimously.
5. Election Training:
Mr. Taylor said that for the time being they will keep the same system of having ballots, etc.,
picked up by the presiding officer who will then meet with another election official at the
polling place.

Ms. Kinville stressed that ballots removed from the tabulator prior to the closing of the polls
must be placed in a sealed container.
Ms. Kinville showed members a copy of a document that indicates why a person may have been
removed from the checklist, if there is a challenge.
Ms. Kinville also noted that the state has passed legislation indicating that if the write-in votes
for an office total fewer than the number of votes for the leading vote getter, the write-in votes
do not have to be counted.
6. Discussion on Temporary Residents (follow-up from last meeting):
Ms. Kinville noted that a person who has been staying at a local hotel for 3 weeks has asked to
vote in the March election. At present, there is no way of determining whether this person has
voted in another community or state or whether this person truly has an intention of becoming
a resident of the city. If he/she says this is the intention, then you have to let the person vote.
The board agreed and encouraged Ms. Kinville to bring any questionable voter applications to
the board for their review.
7. Mobile polling (follow-up from last meeting):
Ms. Kinville advised that she had contacted the area senior homes regarding the availability of
mobile voting for the annual meeting that none has contacted her requesting that service.
8. Testing of election tabulating machines:
Members tested the machines to be used in the March election and the following seals were
applied to the machines:

9. Other Business:
No other issues were raised.
As there was no further business to come before the Board, Mr. Burgess moved to adjourn.
Ms. Vera seconded. Motion passed unanimously, and the meeting was adjourned at 8:20 p.m.
