HomeMy WebLinkAboutMinutes - Board of Civil Authority - 02/01/2017BOARD OF CIVIL AUTHORITY 1 FEBRUARY 2017 The South Burlington Board of Civil Authority held a meeng on Wednesday, 1 February 2017, at 7:20 p.m., in the Conference Room, City Hall, 575 Dorset Street. MEMBERS PRESENT: P. Taylor, Chair; D. Kinville, C. Shaw, C. Bolton, A. Cli, T. Chienden, M. Emery, M. Mahoney, T. Harrington, J. Kirchick, A. Milot, P. Nowak, B. Nowak, H. Riehle 1. Agenda Review: Addions, deleons or changes in the order of Agenda items: No changes were made to the agenda. 2. Comments and Quesons from the public not related to the Agenda: No issues were raised. 3. Welcoming of new members: New Board members Jason Kirchick and Allison Milot were welcomed. 4. Organizaonal Meeng: The floor was opened for nominaons for Board Chair. Ms. Cli nominated Mr. Taylor for Chair. Ms. Emery seconded. There were no further nominaons and Mr. Taylor was elected unanimously. Ms. Riehle then nominated Mr. Benner for Vice Chair. Mr. Chienden seconded. There were no further nominaons, and Mr. Benner was elected unanimously. 5. Approve minutes of 8 December 2016: Mr. Mahoney moved to approve the Minutes of 8 December 2016 as wrien. Ms. Emery seconded. Moon passed unanimously. 6. Review Handbook Links Document: It was noted that the Jusce of the Peace Guide is being updated. A brief discussion followed when Ms. Riehle quesoned the fact that Board decisions that are made in deliberave session are not revealed in the Minutes. She quesoned whether other taxpayers have a right to know what taxes were abated. Ms. Kinville said the appellant is nofied in wring of the decision, and that has always been considered adequate noficaon. Mr. Taylor said he would re-read documents and report back. Maida Townsend’s e-mail re: issues raised at 8 December 2016 meeng): Ms. Kinville said that unfortunately nothing changed. She said she showed Rep. Townsend instances of people who registered and voted aer giving an address and cards were received back saying: “Not at this address.” People also said they had registered on me, and the records showed they had not. These violaons were ignored. Ms. Kinville noted there is a list of every exisng address in South Burlington, and this will be available at the polls. 8. Elecon Day Voter Registraon – how it affects Elecon Day: Ms. Kinville reviewed the process. The consensus was the newly registered voters should return to the front desk to get their ballot. The front desk person can then add them to the checklist. Mr. Taylor asked that informaon provided be reviewed carefully. 9. Other business: Mr. Taylor noted that he had prepared the Commiee’s annual report which went out to all members. Mr. Taylor noted that the City has invited board Chairs and Vice Chairs to monthly meengs so boards can operate beer. One item that came up was the seng of goals for the year. He asked members to think of anything that the Board should accomplish in the coming year and to let him know. As there was no further business to come before the Board, Mr. Mahoney moved to adjourn.
