HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 04/10/2019 Bike & Pedestrian Committee - Meeting Minutes Wednesday, April 10, 2019 @ 5:45 pm Meeting Location: South Burlington City Hall, Champlain Room 575 Dorset Street Members Present: Dana Farr (Chair), Cathy Frank (Vice Chair), Shawn Goddard (Clerk), Amanda Holland, Bill Wooden (Co-Clerk) Members Absent: Bob Britt, Donna Leban City Representative: Ashley Parker, Project Manager Also Present: Ben McShane (City - Recreation Specialist), Bob Dale (GotchaBike), Skip Hoechner (property owner of 793 & 903 Shelburne Rd), Chris Galipeau (Civil Engineering Associates working on the Shelburne Rd / Queen City Parkway restructuring) Meeting documents can be found in the folder named: 4. April 2019 & updates can be found in the Talking Points April 2019 document. For homework, see the Homework Report 2019. Meeting began at: 5:45pm - future meetings will begin at 5:30pm. 1. Welcome and directions on emergency evacuation procedures 2. Changes or additions to the agenda - None 3. Comments from the public not related to the agenda - None 4. Consideration of minutes from the previous meeting - No changes requested. ○ Motion: Cathy ○ Second: Bill ○ Vote: All in favor ○ Abstained: Shawn 5. Report & Discussion: Updates from the City - Ashley & Ben McShane ○ Ben discussed the work they’re doing (with Cathy Frank and Bob Britt) to provide some proposed bike routes around our city. i. Planning to have some maps/routes completed & available for the Bike Rodeo ii. They have some challenges/games that go along with some of the routes - identify different types of trees, bike a route and slide down 5 slides in SoBu parks, etc. iii. Discussed having these available at some of the primary starting points. iv. Ideally we’d have these routes on a mobile app 1. May be some mobile apps out there that are available now v. Discussed having route-finding signals (colored blazes, signs, etc.) vi. We’d definitely want this to be linked on the city website vii. We suggested an article in The Other Paper once we have the routes established. viii. Ben is hosting a Wellness Bike Ride event on the mixed-use path for City staff on May 17, and he invited committee members to join. ○ Ashley reported that the City is working on a standard for organizing/documenting their materials. The Bike/Ped committee already has their documents well organized on Google Drive, but we will be invited to join the new folder structure when they’re ready. ○ Ashley reported that there’s a meeting for committee chairs and vice chairs to discuss some changes relative to interfacing between the City and the committees. i. There will be a variety of topics. ii. One thing specifically is that they are looking at changing the annual reports to the fiscal calendar...so we’d have to do another one very soon. 6. Demo: E-Scooter - Bob Dale of GotchaBike ○ FUN! ○ Dana, Amanda, Bill, and Shawn all tried the scooter. Cathy had tried one previously. All enjoyed the experience. ○ Bob reported that the e-bikes are expected to be available early in June, but the e-scooters are not expected until around July or August. i. Right now they are waiting to see if Burlington is going to take part in the e-scooter program. 7. Guest & Discussion: Shelburne Rd / Queen City Parkway restructuring & adding a Maplefields at that intersection - Christopher Galipeau, Staff Engineer at Civil Engineering Associates, Inc. as well as Skip Hoechner, property owner of 793 & 903 Shelburne Rd ○ Project at the intersection of Queen City Park Rd & Shelburne Road (across from Datillio’s Sunoco station. ○ There are 2 properties involved - a Maple Leaf Motel & gas station ○ The new design will include more green space around the property and fewer curb cuts on Shelburne Rd. ○ Hope is to be able to connect to the sidewalk/path in the new Hannaford parking lot. ○ The crossing at Shelburne Rd is one we want updated anyway. We’d like the x-walk across Shelburne Rd on the south side of Queen City Park Road (has to go on a slight diagonal to avoid Datillio’s driveway). ○ Chris will work with the project stakeholders to discuss this & then get back with the City & Cathy Frank. 8. Report: April 1 City Council Meeting, Bike/Ped Issues - Cathy Frank ○ Council was enthusiastic about the bike/scooter share (phase 2) and Cathy relayed that the Bike/Ped Committee supported participation. ○ City Council is looking at whether the City will implement local regulations relative to e-scooters (no statewide regulations for e-scooters). ○ GotchaBike needs a decision soon from the cities involved. ○ Donna did mention that we’d need the road striping done early in the season and the City Council agreed with that. 9. Presentation & Discussion: Mapping Project - Amanda Holland ○ Amanda showed the committee the new/draft South Burlington bike/ped map that has been being developed with CCRPC ○ We all liked it. ○ We thought there was some opportunity to make the designators for crosswalks more intuitive. ○ We asked for either a definition of what’s planned vs proposed, or just move to a single designation for any potential future infrastructure. ○ Amanda is working with CCRPC to see if the UPWP interns can help us map out what maintenance is required on our infrastructure. She is planning to work with Bob & Shawn (they interface monthly with Justin). ○ Amanda’s vision is to have Map Attributes behind the map that will allow us to quickly quantify what goes into the mapping (e.g. # of crosswalks, miles of rec paths, etc). 10. Updates: Ongoing Committee Work ○ Review: Homework Review - Dana i. Signage - Ashley still needs to find volunteers to help with this. ○ Update: P4P Project Updates - Ashley i. Ashley has the latest updates in the Talking Points and talked briefly about timelines. The only one that’s potential for this summer is the UVM jug handle sidewalk. ii. Crosswalks aren’t on the current list of updates from Ashley - all of our priorities are still in scoping and may not be feasible for 2019. 1. Amanda has a repository on our Drive for crosswalk scoping. ○ Update: Policy and Safety Recommendations Update - Bob ○ Update: Monthly DPW meeting - Bob & Shawn i. Shawn needs to update the fog-line painting priorities and review those with Justin. ii. Amanda would like to attend to discuss the bike/ped maintenance surveys. iii. We have a narrow window between now and next committee meeting to have this review with Justin because Shawn’s away until May 1st. ○ Update: CCRPC Update - Amanda & Donna ○ Update: Interim Zoning - Amanda & Donna ○ Update: DRB Update - Cathy & Shawn ○ Update: SBBP Committee content on SB Website - Cathy i. Cathy contacted Coralee about getting a rotating picture on the site with committee priorities, but she hasn’t heard back. ii. Article published in The Other Paper on the committee’s priorities for the year and that is linked on our City webpage. iii.
