Welcome and directions on emergency evacuation procedures a. 5:30 2. Changes or additions to the agenda a. Ben’s email in meeting folder b. Bike Rodeo - Saturday, May 18th, 10am-1pm i. Location? ii. Volunteers for bike rodeo 5:35 3. Comments from the public not related to the agenda 5:37 4. Consideration of minutes from the previous meeting(s) a. Minutes from special meeting approved by Donna, Bob, Cathy, Dana. 5.42 5. Report & Discussion: Street Standards - Paul Conner, P&Z a. Recommended to city that new parking regulations include no vehicle parking on bike-ped path (except for DPW). b. Ben’s email in folder c. Street types i. Feedback - shared with commision - happy with progress, glad we are reviewing ii. Different circumstances for neighborhood streets - rural versus urban. Paul took committee’s comments and put into street types 1. Donna - If there is not a bike lane, we cannot have vertical curb. Doesn’t leave an “escape” a. Suggested a low-profile mountable curb 2. Donna - concerned about 4’ bike lane - not a lot of space for high speed traffic (35mpg+). suggested 5’ bike lanes 3. Looking at scooters and e-bikes, don’t want on sidewalks, need bigger bike lanes. 4. If there is an alternative route for bikes, that is okay as main option for bike travel 5. Donna - unsure of vertical curbs - tight for trucks and vans a. bob - is it for rain collection? 6. donna - good argument for alternative transportation 7. Bob - culdesac should have 2-lane traffic, with parking (?) a. Paul - Footprint would be huge. 5:45 b. Paul - turnarounds are designed for trucks c. Paul - no parking, generally 8. Paul - Neighborhood street are narrow a. Found integrated street side walks - Brown’s court. i. Nick - Champlain has deeded right of way 9. Nick - Bank streets is going to be curbless 10. Donna - concerned about neighborhood street speeds - can we design to be slower a. Paul - bump outs are designed to slow traffic speeds b. Paul - Don’t want to change regulations too much, making specs and references to guide designs instead of changing regulations 11. Paul - updating pedestrain steet path type a. Function - to be “front” of building and pedestrain specifications b. Buildings must be placed adjacent to streets c. Must be public space in front of building d. Currently - ped paths are specified for between buildings, want to also include in front of building 12. Bob - suggested changing Rural connector lane size from 11’ to 10’ - gain that 1’ for bike path (line 21) 13. Paul - existing infastructure doesn’t match any of the street types. a. Goal of street types is for new streets b. Can be used as guide for existing streets c. So that it’s more clear up front, developers don’t have to go through process and committees approval each time d. What are our expectations? 14. Nick - suggested adding bike boulevard street type, protected bike lanes 15. Donna - need to consider transitions to end of streets to new streets a. Continuity of travel is a concern b. Nick - add info to street types “shall make efforts to connect to existing and future plans” 16. Paul - what are next steps? a. Would like to get wrapped up soon. b. Revise with committee comments and submit to committee for approval. 6. Report & Discussion: Updates from the City - Ashley 6:00 7. Discussion: Roundabouts - Cathy A. Fedex is going to build a distribution on Community & gregory drive 6:20 a. They are required to do something with the 4-way stop i. Would they consider a round-about? 1. Are they bike/ped friendly? 2. Cathy said we would look into it 3. Amanda - 1 versus 2 lane. See middlebury round- about. Bike lane on the outside 4. Cathy - research shows roundabouts slow traffic speed. Accidents that do happen are less severe 5. Amanda - they (FedEx) will have to do a traffic study, see what comes from that and plan from there. 6. Cathy - concerned about counterclock-wise viewing of roundabout, drivers are not looking to their right, where the ped/bikes are. How much visibility will pedestrians have in a roundabout? 7. Cathy - give them a spectrum answer - for example: if they do a roundabout, need island in middle with cobblestone, etc. 8. Amanda - roundabouts used in high crash locations 9. Set sidewalk back from roundabout 10. Nick - benefits, less idoling of cars. a. Talk to Tony reddington - knows everything about roundabouts. Nick to provide contact info to Cathy. 8. Discussion: e-bikes and e-scooters - Dana, Cathy A. Dana - what do we think of e-bike & scooter proposal? a. E-bikes: We are interested/recommend moving forward with phase 2. All in favor i. Considerations/concerns: Speed, regulations ii. Bob - need to stick with “class 1” bikes, no self-propel b. Donna - this is an opportunity for more general education for public about bike/scooter/ped rules c. Amanda - Can we see a map of where they are used? d. Cathy - not intended for “joy riding”, but for errands e. Nick - pushing for more hubs in neighborhoods, to encourage use. 1. 17 hubs now, proposing 50 hubs f. Donna - shelburne road would be another good location g. E-Scooters: vote - undecided (bob, amanda, dana), for (Cathy, Donna, Bill) i. Amanda - concerned about motorized vehicles on sidewalks, but also concerned about people without helmets on roads 1. Worried about unknowns and safety ii. Nick - being involved with phase 2 may push city council to pay more attention and put more effort and attention to issue 6:35 iii. Amanda - we will need to update signage, especially on rec paths iv. Cathy - we are going to get these coming no matter what, let’s get ahead of the discussion v. Nick - max speed is 15mph vi. Dana - concerned about “right on red”, especially on Dorset street. vii. Nick - we could recommend changes to signage and policies (yield to pedestrains). We can require improved street paint, change policies. viii. Amanda - what are burlington segway regulations? 1. Nick - 12mph 2. Amanda - do our rec paths have a speed limit? a. Need to consider ix. Nick - CCRPC has hired Toole design to provide regulation recommendations. City council would then review and determine to change ordinance. x. Nick - suggest saying “support the scooters as long as……” determine the “as long as” (speed limits, rec paths, etc). xi. Dana - requested a sample/demo for committee 1. Nick to bring for future meeting xii. Revote - All in support (unanimous) of e-scooters with restrictions, and commitment for specific requested/changes - to be determined over next few months. 1. Specifics a. Reduction right turn conflicts b. Create Ammend the rec path policy to include e-bikes and e-scooters (speed, etc.) c. Clear differencial of uses of paths (sidewalks, paths, bike lanes, streets). Signage, markings xiii. Amanda - motion we recommend the city move forward with phase 2 of the Gotcha e-bike and e-scooters, provided that prior to launch, the follow are addressed by South Burlington: (see above specifics). 1. Specifics a. Reduction right turn conflicts b. Ammend the rec path policy to include e-bikes and e-scooters (speed, etc.) c. Clear differencial of uses of paths (sidewalks, paths, bike lanes, streets). Signage, markings 2. Cathy 2nd 3. Unanimous vote (minus Shawn, he was absent) xiv. Send minutes to Ashley, she will forward to Paul xv. “Friendly amendment” to include change to motion to include “ammend the rec path”. Cathy made the motion, Amanda 2nd. All voted in favor. 1. (ordinance Regulating Conduct in South Burlington Parks). 9. Updates: Ongoing Committee Work a. Review: Homework Review - Dana i. Donna reached out about street types ii. Amanda - CCRPC intern - she will continue to look into it. For next summer UPWP iii. Signage changes from the city - Committee wants to include topics from today in signage updates for rec paths b. Update: P4P Project Updates - Ashley i. Twin-oaks - reviewing crossing of Kennedy drive ii. 4 rec paths will take a lot of time, not top priorities iii. South Dorset street - if we want to prioritize, will take all resources iv. Ashley should be spending 50/50 of time with Open Spaces and Park & Rec. c. Update: Policy and Safety Recommendations Update - Bob i. Open Spaces list i. Bob asked for any comments from committee 1. Committee good with moving forward as is. Bob will connect with Tom Hubbard on bond/financing. d. Update: Monthly DPW meeting - Bob & Shawn (no further comments) e. Update: CCRPC Update - Amanda & Bob (no further comments) f. Update: Interim Zoning - Amanda & Donna (no further comments) g. Update: DRB Update - Cathy & Shawn i. Queen City Park and Shelburne Road (Maplefields) will be coming to our April Committee for feedback. This project triggers about 200 vehicle trips a day for this project so we should review it and propose what we think is necessary for bike/ped safety improvements at this location. Big piece to consider is the light crossing for pedestrians. Cathy will provide some background for before our meeting. h.
