HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 10/10/2018 Bike & Pedestrian Committee Meeting Agenda October 10 2018 5:30 pm South Burlington City Hall 575 Dorset Street The Bicycle and Pedestrian Committee held its regular monthly meeting on Wednesday, October 10th, 2018 at 5:30 pm in the small conference room at the city office building. Members Present: Chair; Dana Farr, Vice Chair; Cathy Frank, Donna LeBan, Shawn Goddard, Bill Wooden (Clerk), Katie Dolbec, Amanda Holland Members Absent: Bob Britt City Representative: Ashley Parker, Project Manager Also Present: Nic Anderson Meeting began at 5:30 pm. 1. Welcome and emergency procedure review. - Dana reviewed with all present. 2. Changes to the Agenda. - None 3. Comments from public not related to Agenda - None 4. Approval of September minutes - Approved unanimously - no changes 5. Updates from the City - Ashley ○ New member video on Open meeting in the New Members Materials folder i. We had a discussion about open meeting laws and how it works with social media and google docs. The committee needs to work on our Drive folder structure, but that’s for the future. ii. Amanda has some materials that she’ll upload to the drive for team reference. ○ Ashley sent a list of 10 potential bike/ped projects for the city (brainstorming list built with Justin). They published the list in SoBu Life to provide some examples of the types of projects that could be done using money from Penny For Paths. i. The list is both a reflection of committee priorities, the CIP, and things that Justin has heard directly from citizens. ii. The list was created with an eye toward projects that could be completed in the shorter term (next year or two), so we could immediately show results from Penny For Paths. ○ Ashley is now managing the CIP so this will dovetail well with her work with this committee. ○ Ashley did get an update on why we didn’t get the Dorset St grant last year. That feedback is in the folder. ○ Ashley would like committee input on project funding and what projects are good candidates for grant funding. ○ Ashley is also keeping a list of bike/ped improvement projects. i. There’s also a cumulative list ii. We discussed adding in cost for projects that are grant or P4P funded. iii. Would like to get it available on the city website once we have the process fine tuned. iv. Nic asked about the “widening” of the path on Airport Parkway - Ashley thought this was re-striping of the lines on Airport Parkway to create new bike lanes. v. We had a discussion about the striping priorities, why we didn’t have any striping done yet this year, and a desire to have all restriping work in a single location. 1. Shawn will send the striping priority list to Ashley to review. Completed 10/11/18. ○ Upcoming Meetings: i. 10/16 @ 8pm @ Williston Town Hall - Kimball/Marshall Ave culvert - Shawn and Katie are planning to attend. ii. 11/6 @ 7pm - DRB Application Gardner Parcel Application - Cathy will attend ○ Ashley said that although we just lost Jim the City Council isn’t planning to interview for another person to add to our committee. We’re currently 8, with a maximum of 9. i. Therefore, a quorum is achieved with just 4 people, so any non-announced meetings/sub-groups must be kept to no more than 3 committee members. 6. Discussion: Future Work - Define and assign tasks - Dana ○ We now have a prioritized list of future activities ○ Dana updated the google sheet with our discussion and specific actions for top priorities - see the “Action Plan” tab for the details on each top priority. ○ We ended up with 7 top priorities, and the team discussed that we may want to do some work to further delineate the top 3 or 4 of these so we can stay focused on the most important projects. ○ Team discussed trying to significantly limit our next few monthly meeting agendas to focus only a few agenda items. ○ Agreed that we would try this for the November meeting. 7. Discussion: Strategic Plan for Funding each Proposed Recreation Path and Crosswalk -Bob, Dana & Shawn ○ Bob created a document to facilitate a sub-group discussion - Sources of Recreation Path and Crosswalk Funding. ○ Bob, Dana, & Shawn met prior to the October meeting to start this discussion. A summary of that project funding meeting/discussion is in our Drive folder. . ○ Briefly reviewed the various funding sources ○ Discussed the potential projects list that Ashley and Justin created. Shawn, Dana, and Bob had some questions about that list. Ashley will review the feedback and decide whether a separate meeting to discuss these concerns is warranted. i. This project list will be reviewed in detail in the November Committee meeting. 8. Discussion: The 4 Scoping Studies- (scoped projects) ○ Ashley supplied hard copies of some alternatives for each project for the committee to review. Document: CCRPC_Scoping_Alt 1. Allen Road from Baycrest to Shelburne Rd ○ Committee liked the Rec Path option plus the uphill bike lane. ○ Walkers do have a Harbor View Road option, but the group felt Allen Rd is an important connector and needs facilities to support both bikers and walkers. 2. Spear Street from US Forest Building to the Shelburne town line ○ The group liked Paul Conner’s (Director of Planning & Zoning) proposed alternative for shared use path north of Swift and bike lanes on both sides south of Swift to the Shelburne Town line. ○ This means pedestrians and families won’t have facilities along Spear, which is not ideal, but this option was a more cost effective approach and doesn’t preclude future infrastructure along Spear south of Swift. 3. Hinesburg Road from Williston Road to Kennedy Drive ○ The group liked Paul Conner’s (Director of Planning & Zoning) proposed alternative for doing this in phases (1. Crosswalks & striping (with any necessary landings), 2. Widen for bike lanes, 3. Shared use path) ○ The group would like the crosswalks to be a priority for completing in 2019 regardless of whether the state schedules the striping or not. 4. Fayette Road from Shelburne Road to Queen City Park Road / Pine St (Burlington) ○ The group felt strongly that more work is needed to develop better bike infrastructure solutions for this section. ○ This section is extremely important because it’s both a significant gap between Shelburne Rd bike lane, Burlington Bike Path, and the South Burlington bike path up the hill along Swift St, but also because it’s a complex area that will be moving a lot of traffic. ○ Current plans already have significant pedestrian infrastructure, but the bike routes need more work. 9. Report: Burlington Greenway (Champlain Parkway) - Bob, Cathy & Dana ○ Ran out of time and did not discuss this topic. 10. Discussion of multi-use paths versus sidewalks and when each is preferred. - Cathy ○ Ran out of time and did not discuss this topic. 11. Report: Community Support Initiatives (P4P) - Status Reports ○ Question discussed as to whether or not this section needs to continue to be a standing item. The committee decided that it does not, and it will be removed from future agendas as a standalone item. 12. Reports: Ongoing Committee Work ○ Report: Homework Review - Dana i. See document for updates related to this work. ○ Report: Policy and Safety Recommendations Update - Bob i. No additional comments were made by the committee. ○ Report: Monthly DPW meeting - Bob & Shawn i. No meeting with Justin occurred this month, so nothing to discuss. ○ Report: Connecting with new Economic Development Committee - Bob i. No additional comments were made by the committee. ○ Report: CCRPC Update - Amanda i. No additional comments were made by the committee. ○ Report: DRB Update - Cathy i. No additional comments were made by the committee. ○ Report: SBBP Committee content on SB Website - Cathy i. Briefly discussed this topic - specifically our desire to have more access/input on the committee page and the hope that we could make more frequent updates to keep our page fresh. ii. Discussed maybe even having an interactive component to our page so the community could submit comments/input on bike/ped priorities. iii. Ashley may be able to get edit authority or, if not, help ensure any updates we have are promptly acted on. 13. Report: Homework ○ October homework documented in the Homework Report doc. 14.
