HomeMy WebLinkAboutMinutes - Bicycle & Pedestrian Committee - 08/08/2018 BICYCLE AND PEDESTRIAN COMMITTEE MINUTES 08-08-2018 The Bicycle and Pedestrian Committee held its regular monthly meeting on Wednesday, August 8th, 2018 at 5:30 pm in the small conference room at the city office building. Members Present: Cathy Frank, Vice-Chair; Jamieson Goodwin, Clerk; Amanda Holland; Donna Leban; Shawn Goddard Members Absent: Jim Grossman, Dana Farr, Bob Britt City Representative: Cathyann LaRose, City Planner Also Present: Sgt Doug Dubie SBPD, Paul Conner SB Planning & Zoning, Ilona Blanchard City Center Planner, Martha Machar Financial Specialist, Lou Bresee, Nic Anderson, Allegra Williams Local Motion, Jeff Cohn Meeting began at 5:38 pm. 1. Welcome and emergency procedure review. 2. Changes to the Agenda. 3. Comments from public not related to Agenda – Lou wanted to bring up the Dorset Meadows project, wanted to sure we were aware of the project and wished to convey 4. Approval of July minutes – There was a wish to review and update the minutes to reflect the response, if necessary, to the Energy Committee’s request to include their request to add a sidewalk extension along 116 from Tilley Dr to Rye Circle to the Committee’s priority list. Jamieson will follow-up and provide details in next meeting. 5. Presentation; Safety in City Hall after hours, Sgt Doug Dubie SBPD – Review of proper procedures and responses for suspicious activities while on city property. The committee would like to thank Sgt Dubie for his time and information. 6. Discussion: Capital Improvement Plan, Paul Conner, Ilona Blanchard, Martha Machar – Discussion primarily led by Martha and Ilona. Review of CIP process and purpose. Highlight some coming changes to impact fees, including better managing eligible projects that can utilize the available funding. Paul also to highlighted the importance on having a maintained priority list for projects so that funding can be disbursed appropriately through new mechanisms. CIP includes many identified priorities, and City would like feedback on list of available projects, including Committee priorities, as well as options available for a given project (options that may impact cost, or duration) as well as new projects to add to the list contained within CIP. It was also noted by Paul and Ilona to keep in mind that some projects on the CIP list are tied to existing TIFs that may still be carried forward as part of existing TIF requirements by the time of anticipated approval of CIP. Not all funding necessarily dedicated directly to a project, can be used to help secure grants, etc. The goal for the City and CIP is to have a project every summer, if not more. Committee input can be sent to Justin Rabidoux at the Department of Public Works. Justin can filter these requests into the CIP in ways that make sense and conform to requirements for inclusion in CIP. Shawn asked for timeline on requests – Ilona provided that feedback be provided to Justin ASAP so it can be incorporated by End of Sept. If near term plan is to carry existing list forward, it may be better as a long term project to update the CIP list looking past FY ’19 and forward. Paul noted that he has the Committee list that was provided by Bob which includes a review of CIP identified projects that align with Committee Priorities. Amanda inquired about lowest cost project that should be included in CIP. Martha responded that anything over $10k needs to be included in CIP. Thanks to Martha, Ilona and Paul for the time in attending and discussing CIP planning. a. Discussion: CCRPC Scoping Projects, Paul Conner – Paul here to also discuss the recent public meeting about Bike & Ped scoping projects, actively seeking feedback from the results of that meeting. Discussion revolved primarily around the Spear St. proposal – Where does the Committee’s priority lie? Should path parallel Spear St directly, or should it be removed from street front and placed to the east (through Underwood, etc.)? Cathy conveyed an overall desire for any project is to ensure that there is safe pedestrian crossing in existing gaps (Spear St at Allen Rd for example). A bike lane is not sufficient surface/landing for a crosswalk. Discussion continued around potential long- term vs short-term trade-offs and whether it is better to address one aspect over the other. Key thoughts to keep in mind – what population will the proposed facilities be serving? i.e. Allen Rd likely to be people local to the area, not commuters. b. For the timeframe moving forward, next few months are critical to provide feedback to the project team. Next step: set aside time on next meeting agenda to discuss the 4 studies and provide a recommendation. Projects under review: Spear St, Allen Rd, Fayette/Queen City Rd and Hinesburg Rd. 7. Updates from the City; Cathyann LaRose a. Oct 10th is Walk/Bike to school. Committee has not traditionally done anything to be involved with this event in the past, but it maybe a good time to review and perhaps get involved. Feedback at this time is to let Cathyann know if this is something the committee wishes to participate in moving forward. b. Dorset Meadows – Closed Sketch plan last night. At this point, it is good to be aware of the project, but still very early stages – no set plans, just preliminary design discussions. City will keep the committee advised and will likely seek input on the project at a later time. This is the project related to the comment Lou Bresee had earlier: This may be a good way to get some of Dorset St path gap built for low cost to the city. Will need direction about what options are available along these lines when appropriate. c. Edlund Property – This is the UVM parcel to the north of Swift St near Spear. Property owner is seeking zoning change with Planning Commission and will be reaching out to committees seeking input and discussion around the proposed changes if zoning request is approved. City will be providing guidance on reviewing any requests. d. Economic Development Committee – New committee formed by South Burlington. Bob will be reaching out for introductions as this would be a e. City Center Park – Due to demand and public input, bike racks will be added to City Center Park. Cement pads have already been put in. f. New members are coming – FYI, City Council is actively interviewing for open spots to the committee. Updates to come. 8. Community Support Initiatives (P4P) Status Reports – a. Lime Kiln pop-up update, Amanda – New crosswalk proposal popup, some challenges have presented in outreach to residents (access to internet, etc). Amanda is looking into providing paper copies of poll for residents that may not have internet access. It does sound like residents are interested and really positive to the idea of the crosswalk. 9. General Matters: a. Policy and Safety Recommendations update: No updates at this time. b. Meeting w/ Justin Rabidoux DPW - Details provided in Talking Points c. Talking points. 10.
